Reporting at the Conference, Mr. Le Ngoc Quyen - Director of the Southern Region Hydrometeorological Station said: Based on the 2023 Work Program of the General Department of Hydrometeorology, the Southern Region Hydrometeorological Station has developed and issued the 2023 Work Program; closely following the Working Regulations of the General Department of Hydrometeorology, making periodic and ad hoc reports as required to serve the direction and administration of the General Department of Hydrometeorology's Leadership; completing the construction of the ISO 9001:2015 System at the Station; closely coordinating with press agencies in promoting information, propaganda and dissemination of knowledge on hydrometeorology.
In addition, the Southern Region Hydrometeorological Station has also completed the contents of the Ministry-level Science and Technology Project "Research on building technology to forecast and warn of abnormally high sea levels for coastal areas of Vietnam, code TNMT 2022.06.05"; continued to test the products of the Project "Research on building and piloting the urban flood/tide monitoring, forecasting and warning system based on Artificial Intelligence platform in Ho Chi Minh City"; proactively focusing on digital transformation, as a result, at the recent "National Digital Transformation 2023" Award Ceremony, the Southern Region Hydrometeorological Station was honored as one of 7 state agencies to receive the award in the category "Excellent digital transformation state agency".
The Southern Hydrometeorological Station also coordinated with the People's Committee of Ben Tre province and the National Center for Hydrometeorological Forecasting to organize a conference to assess the situation of rain and floods in the second half of 2023, El Nino, water resources, drought and salinity in the dry season of 2023 - 2024 in the Southern region, in order to provide additional forecasting and warning information for hydrometeorology in the second half of 2023 and early 2024; deploy the application of advanced science and technology products, digital transformation, application of AI technology, step by step modernization, automation, improvement of professional capacity, forecasting skills to meet the increasing demands of society.
Also in 2023, the Southern Region Hydrometeorological Station will focus on applying 4.0 technology to its operations to improve the quality of forecasting extremely short thunderstorms and floods for the Southern region, especially Ho Chi Minh City; perform well the forecasting work to serve the first Ho Chi Minh City River Festival and receive high appreciation from the Ho Chi Minh City People's Committee for its service work and forecasting quality; perform well the service contracts on hydrometeorological forecasting for oil and gas companies, transportation companies, the Department of Crop Production, Television Station, Department of Agriculture and Rural Development and localities in the Southern region.
At the same time, the Station has also effectively carried out the work of forecasting, warning, and monitoring dangerous hydrometeorological phenomena, providing timely and complete information on natural disasters; strictly carried out the work of forecasting and warning specifically and in detail for localities according to the decisions on decentralization of responsibility for issuing hydrometeorological forecast and warning bulletins for units in the National Hydrometeorological Forecast and Warning System according to the decisions of the Director General of the General Department of Hydrometeorology; promptly warned and forecasted weather phenomena such as heavy rain, saltwater intrusion, strong monsoon winds, etc., in which, paying attention to forecasting saltwater intrusion and strong high tides in the dry season on the river systems of Ho Chi Minh City and the provinces of the Mekong Delta.
Implementing monitoring according to Circular 39/2016/TT-BTNMT and Circular 10/2021/TT-BTNMT of the Ministry of Natural Resources and Environment, the Southern Region Hydrometeorological Station has organized the measurement of 12 enhanced salinity measurement points and surveyed salinity measurements along rivers at 14 routes in the 2 driest months of the dry season. Actual measurement data from salinity measurement stations are regularly updated, effectively serving the forecasting and warning of salinity intrusion in the Southern region; completing the dossier to meet the monitoring and certification work to maintain the ISO 17025 system and register for environmental monitoring services according to Decree No. 127/2014/ND-CP; proactively participating in inter-laboratory testing programs: analyzing inter-laboratory samples of EANET Japan, inter-laboratory samples of CEM in 2023. The quality of environmental monitoring of the Station reached 96.9 points.
Speaking at the Conference, on behalf of the leaders of the General Department of Hydrometeorology, Mr. La Duc Dung - Deputy Director General of the General Department of Hydrometeorology congratulated the Southern Hydrometeorological Station for having an effective, dedicated, responsible and united year of working towards the common development goals of the General Department of Hydrometeorology, Ministry of Natural Resources and Environment. That result is shown through the 2023 Summary Report and the 2024 task implementation plan. At the same time, Mr. La Duc Dung said: In 2023, the Southern Hydrometeorological Station has well implemented the working regulations of the General Department of Hydrometeorology, the tasks were performed on time and ensured quality; the management, maintenance and repair of houses, stations, monitoring works and equipment serving the monitoring and measurement work ensured the good operation of the hydrometeorological station network; Hydrometeorological forecasting work meets the requirements, serves localities well in preventing, avoiding and mitigating natural disasters, especially forecasting saltwater intrusion in the dry season, serves production direction in localities and is highly appreciated by local authorities.
To successfully carry out the tasks set out in 2024, Mr. La Duc Dung - Deputy Director General of the General Department of Hydrometeorology suggested: The Southern Regional Hydrometeorological Station needs to complete the Project on organizational structure and operational model of the General Department of Hydrometeorology; strengthen training and fostering for officials and employees, especially in managing, using and operating equipment and technology for measurement, monitoring, data information and hydrometeorological forecasting; closely follow the implementation plan of Directive No. 10-CT/TW of the Secretariat, meeting the requirements of modernization, automation, digitalization, socialization and enhancing service activities of the Hydrometeorological Sector.
At the same time, the Southern Hydrometeorological Station regularly updates and reports to the General Department of Hydrometeorology on the socio-economic development plans for the period 2021-2030 of localities in the area managed by the Station during the implementation of the National Hydrometeorological Station Network Plan for the period 2021-2030, with a vision to 2050; coordinates with localities in developing and implementing the Regulation on coordination of state management of hydrometeorology, in order to strengthen the propaganda and dissemination of legal regulations on hydrometeorology; continues to coordinate with the Hydrometeorological Information and Data Center to synchronize data of automatic hydrometeorological stations at the Station to the centralized database serving hydrometeorological forecasting.
In addition, the Southern Region Hydrometeorological Station pays more attention to forecasting natural disasters caused by heavy rains, forecasting saltwater intrusion, high tides, and flooding in the downstream areas of the Mekong Delta and Saigon - Dong Nai river systems; closely following local requirements to promptly issue forecasts and warnings; continuing to concretize hydrometeorological forecasts in accordance with local natural and social conditions; diversifying information transmission methods to users, especially to the Steering Committees for Natural Disaster Prevention and Control in the provinces; strengthening propaganda and coordinating information provision to ensure that the information provided is highly reliable and consistent.
Along with that, the Southern Hydrometeorological Station continues to strictly implement regulations on decentralization of forecasting and warning, regulations on bulletin quality assessment, providing full bulletins, forecast records, and quality assessment results to the management unit according to Decision No. 18/2021/QD-TTg regulating forecasting, warning, transmission of natural disasters and disaster risk levels; strengthening research and application of modern mathematical models in forecasting and warning; focusing on impact-based forecasting and risk-based warning; focusing on building a database on hydrometeorology, damage, and natural disaster risks in the region; ensuring full transmission and distribution of hydrometeorological data for forecasting; strengthening training, mastering technology, measuring equipment, and software for data collection and processing at automatic hydrometeorological stations.
On this occasion, 02 individuals of the Southern Region Hydrometeorological Station were honored to receive Certificates of Merit from the Ministry of Natural Resources and Environment, 07 individuals received the title of Emulation Fighter at the grassroots level, 03 groups and 22 individuals of the Southern Region Hydrometeorological Station also received Certificates of Merit from the General Department of Hydrometeorology.
