Reporting at the Conference, Mr. Le Ngoc Quyen - Director of the Southern Region Meteorological and Hydrological Station - stated: Based on the 2023 work program of the General Department of Meteorology and Hydrology, the Southern Region Meteorological and Hydrological Station has developed and issued its 2023 work program; closely followed the working regulations of the General Department of Meteorology and Hydrology, and submitted periodic and ad hoc reports as required to serve the leadership and management of the General Department of Meteorology and Hydrology; completed the construction of the ISO 9001:2015 system at the Station; and closely coordinated with media agencies in promoting information dissemination and knowledge about meteorology and hydrology.

In addition, the Southern Region Meteorological and Hydrological Station has completed the contents of the Ministry-level Science and Technology Project "Research on building technology for forecasting and warning of abnormal sea level rise in the coastal areas of Vietnam, code TNMT 2022.06.05"; continued testing the product of the Project "Research on building and piloting a system for monitoring, forecasting, and warning of urban flooding/tide based on Artificial Intelligence in Ho Chi Minh City"; and proactively focused on digital transformation, resulting in the recent "National Digital Transformation Award 2023" ceremony, where the Southern Region Meteorological and Hydrological Station was honored as one of the seven state agencies receiving the award in the category of "Outstanding State Agency in Digital Transformation".

The Southern Region Meteorological and Hydrological Station, in coordination with the Ben Tre Provincial People's Committee and the National Center for Meteorological and Hydrological Forecasting, organized a conference to assess the rainfall and flood situation in the second half of 2023, El Niño, water resources, and drought and salinity during the 2023-2024 dry season in the Southern region. The aim was to provide supplementary meteorological and hydrological forecast and warning information for the second half of 2023 and the beginning of 2024; to implement advanced scientific and technological products, digital transformation, and the application of artificial intelligence (AI) technology; and to gradually modernize, automate, and enhance professional forecasting capabilities to meet the increasingly high demands of society.

Also in 2023, the Southern Region Meteorological and Hydrological Station focused on applying Industry 4.0 technology to its operations to improve the quality of short-term rainfall and flood forecasts for the Southern region, especially Ho Chi Minh City; successfully carried out forecasting work for the first Ho Chi Minh City River Festival and received high praise from the Ho Chi Minh City People's Committee for its service and forecast quality; and successfully fulfilled meteorological and hydrological forecasting service contracts for oil and gas companies, transportation companies, the Department of Crop Production, television stations, the Department of Agriculture and Rural Development, and localities in the Southern region.

At the same time, the station has also effectively carried out the work of forecasting, warning, and monitoring dangerous meteorological and hydrological phenomena, providing timely and complete information on natural disasters; strictly implementing specific and detailed forecasting and warning work for localities according to the decisions on decentralization of responsibility for issuing meteorological and hydrological forecast and warning bulletins for units in the National Meteorological and Hydrological Forecasting and Warning System according to the decisions of the Director General of the General Department of Meteorology and Hydrology; promptly warning and forecasting weather phenomena such as heavy rain, saltwater intrusion, strong easterly winds, etc., with particular attention to forecasting saltwater intrusion and strong tidal surges during the dry season on the river and canal systems of Ho Chi Minh City and the Mekong Delta provinces.

In accordance with Circular 39/2016/TT-BTNMT and Circular 10/2021/TT-BTNMT of the Ministry of Natural Resources and Environment, the Southern Region Meteorological and Hydrological Station conducted monitoring at 12 enhanced salinity monitoring points and surveyed salinity along 14 river routes during the two driest months of the dry season. Actual data from the salinity monitoring stations is regularly updated, effectively supporting the forecasting and warning of saltwater intrusion in the Southern region. The station completed the necessary documentation for the monitoring and certification of the ISO 17025 system and registered for environmental monitoring services under Decree No. 127/2014/ND-CP. It also proactively participated in inter-laboratory testing programs: inter-laboratory sample analysis (EANET Japan) and inter-laboratory sample analysis (CEM) in 2023. The station's environmental monitoring quality achieved a score of 96.9.

Speaking at the conference, on behalf of the leadership of the General Department of Meteorology and Hydrology, Mr. La Duc Dung - Deputy Director General of the General Department of Meteorology and Hydrology - congratulated the Southern Region Meteorological and Hydrological Station on a year of effective, dedicated, and responsible work, united in striving towards the common development goals of the General Department of Meteorology and Hydrology and the Ministry of Natural Resources and Environment. This achievement was demonstrated through the 2023 summary report and the 2024 task implementation plan. At the same time, Mr. La Duc Dung stated that: In 2023, the Southern Region Meteorological and Hydrological Station effectively implemented the working regulations of the General Department of Meteorology and Hydrology; tasks were completed on time and with guaranteed quality; and the management, maintenance, and upkeep of buildings, stations, observation facilities, and equipment serving observation and measurement work ensured the smooth operation of the meteorological and hydrological station network. The meteorological and hydrological forecasting work has met the set requirements, effectively serving localities in implementing disaster prevention, mitigation, and relief efforts, especially in forecasting saltwater intrusion during the dry season, supporting production management in localities, and has been highly appreciated by local authorities.

To effectively carry out the tasks set for 2024, Mr. La Duc Dung, Deputy Director General of the Vietnam Meteorological and Hydrological Administration, proposed that the Southern Region Meteorological and Hydrological Station should finalize the organizational structure and operational model of the General Department; strengthen training and professional development for officials and employees, especially in the management, use, and operation of equipment and technologies related to measurement, observation, data information, and meteorological and hydrological forecasting; closely follow the implementation plan of Directive No. 10-CT/TW of the Party Central Committee, meeting the requirements of modernization, automation, digitalization, socialization, and enhancing the service activities of the Meteorological and Hydrological Sector.

At the same time, the Southern Region Meteorological and Hydrological Station regularly updates and reports to the General Department of Meteorology and Hydrology on the socio-economic development plans for the period 2021-2030 of localities in the area under its management, in the process of implementing the National Meteorological and Hydrological Station Network Plan for the period 2021-2030, with a vision to 2050; coordinates with localities in building and implementing the Regulations on coordinating state management of meteorology and hydrology, in order to strengthen the dissemination of legal regulations on meteorology and hydrology; and continues to coordinate with the Meteorological and Hydrological Information and Data Center to synchronize data from automatic meteorological and hydrological stations at the Station to a centralized database to serve meteorological and hydrological forecasting.

Furthermore, the Southern Region Meteorological and Hydrological Station is paying more attention to forecasting natural disasters such as heavy rainfall, saltwater intrusion, tidal surges, and flooding in the downstream areas of the Mekong and Saigon-Dong Nai river systems; closely following local requirements to promptly issue forecast and warning bulletins; continuing to concretize meteorological and hydrological forecast bulletins to suit the natural and social conditions of the localities; diversifying methods of transmitting information to users, especially to the Steering Committee for Disaster Prevention and Control in the provinces; and strengthening communication and coordination in providing information to ensure that the information provided is highly reliable and consistent.

In addition, the Southern Region Meteorological and Hydrological Station continues to strictly implement regulations on the classification of forecasts and warnings, regulations on evaluating the quality of bulletins, providing complete bulletins, forecast records, and quality assessment results to the management unit according to Decision No. 18/2021/QD-TTg regulating the forecasting, warning, and dissemination of information on natural disasters and levels of natural disaster risk; strengthen research and application of modern mathematical models in forecasting and warning; focus on impact-based forecasting and risk-based warning; concentrate on developing a database on meteorology and hydrology, damage, and natural disaster risks in the region; ensure the complete transmission and dissemination of meteorological and hydrological data for forecasting; strengthen training and mastery of technology, measuring equipment, and software for data collection and processing at automatic meteorological and hydrological stations.

On this occasion, two individuals from the Southern Region Meteorological and Hydrological Station were honored with Certificates of Commendation from the Ministry of Natural Resources and Environment, seven individuals received the title of Emulation Soldier at the grassroots level, and three collectives and 22 individuals from the Southern Region Meteorological and Hydrological Station also received Certificates of Merit from the General Department of Meteorology and Hydrology.
