Summary of national target programs in 2023, deployment of tasks and solutions in 2024

– On the morning of January 31, the Provincial Steering Committee for National Target Programs (NTPPs) for the 2021-2025 period held a conference to evaluate the implementation of NTPPs in 2023, tasks and solutions for implementation in 2024.

According to the report at the conference, in 2023, the implementation of the National Target Programs received close attention and direction from all levels and sectors and achieved positive results. By the end of January 5, 2024, the disbursement result of the 2023 capital plan of the programs (including the extended capital plan for 2022) was 1,369.5 billion VND, reaching 56.6% of the plan. Of which, investment capital was 1,035.3 billion VND, reaching 80.5% of the plan; career capital was 334.2 billion VND, reaching 29.5% of the plan.

Regarding specific implementation results, for the National Target Program on New Rural Construction, in 2023, 12 communes will meet New Rural standards, 5 communes will meet advanced New Rural standards, 2 communes will meet model New Rural standards, with an average of 14.08 criteria/commune.

Regarding the National Target Program on Sustainable Poverty Reduction, in 2023, the poverty rate in the province will decrease by 2.9%. Regarding the National Target Program on socio -economic development in ethnic minority and mountainous areas, all levels and sectors in the province are actively organizing the implementation of the contents according to the plan, while focusing on the communes and villages to strive to escape the situation of special difficulties. It is expected that by the end of 2023, at least 4 more communes and 24 villages in communes of regions I and II will escape the situation of special difficulties; the poverty rate in ethnic minority areas is estimated to decrease by about 2.9%.

In addition to the achieved results, the implementation of the National Target Programs in 2023 still has difficulties and obstacles such as: the results of implementing the poverty reduction target have not met the plan, the main targets of the 3 National Target Programs in 2023 have basically met the set plan, but are still at a low level; the disbursement rate has not yet met the plan; budget revenue at all levels is still limited, so balancing and arranging counterpart funds to implement the National Target Programs is difficult...

At the conference, leaders of the Provincial People's Committee and related departments and branches, leaders of the People's Committees of some districts focused on discussing and evaluating the results achieved in 2023. At the same time, they clarified the difficulties and obstacles in implementing the National Target Programs, thereby proposing specific solutions to remove them and organize effective implementation in 2024.

In 2024, the Steering Committee for National Target Programs identified key issues such as: continuing to review and promptly proposing to the Central Government to amend problematic contents to improve implementation efficiency; immediately disbursing funds for contents that are not problematic in terms of mechanisms and policies; focusing and being resolute in directing the implementation of capital disbursement...

In his concluding remarks at the conference, the Chairman of the Provincial People's Committee emphasized: In recent times, all levels and sectors from the province to the district have focused on directing the issuance of documents regulating and guiding the implementation of the National Target Programs; focused on removing difficulties and obstacles in the implementation process and completing the set goals and tasks, a number of programs, projects and sub-projects have achieved good results... However, there are still difficulties and limitations such as: some departments, sectors and districts are still confused, not really determined in directing the implementation, the capital disbursement rate is low; the poverty reduction rate has not met the plan...

Regarding the tasks in the coming time, he requested the agencies in charge of advising on the implementation of the National Target Programs to urgently review and advise the Provincial People's Committee to issue a detailed plan for implementing the National Target Programs in 2024; continue to review the targets and objectives so that the Provincial People's Committee can assign specific tasks to the units. The Department of Planning and Investment continues to preside over and advise on the development of the 2024 Work Program of the Steering Committee for the National Target Programs; review and advise the Provincial People's Committee to balance and supplement the provincial budget resources for the districts implementing the National Target Program on New Rural Construction in 2024 and 2025 according to the 50% support mechanism. The Department of Finance continues to closely coordinate with the agencies in charge of advising on the organization of program implementation and relevant agencies to advise on adjusting the career capital plan for implementing the National Target Programs to ensure current regulations; Take care of allocating resources for communes striving to meet NTM standards... People's Committees of districts and cities strengthen direction, inspection, guidance, urging, promoting disbursement, improving the quality of program implementation; ensure the arrangement of counterpart funds; proactively learn from experiences between units; continue to proactively research and advise the Provincial People's Committee to issue specific mechanisms and policies to effectively implement the National Target Programs.
