Restructuring and reorganizing the network while ensuring growth
Implementing the Party and State's policy on restructuring and organizing the apparatus towards reducing focal points, streamlining, operating effectively, efficiently and effectively, while striving to comprehensively complete the objectives of the Agribank Restructuring Plan for the period 2021 - 2025, Agribank has been focusing on implementing the restructuring and rearranging of the network of branches and transaction offices in the system towards streamlining, improving quality, operational efficiency and customer service quality.
2025 is a decisive year for the successful implementation of the Agribank restructuring plan associated with bad debt settlement for the 2021-2025 period, implementing the Resolution of the Agribank Party Congress for the 2020-2025 term and the Agribank Development Strategy Project to 2025, with a vision to 2030, creating a premise for sustainable development in the next period. In particular, restructuring is determined to be associated with handling and reducing bad debt ratio, while still ensuring that it is the leading bank for lending to agriculture and rural areas, improving the quality of credit activities, stabilizing operations and providing maximum support to people and businesses. Regarding the restructuring and rearrangement of the network, Agribank strives to ensure rapid stabilization and effective operation, committed to not affecting the interests of customers.

Agribank General Director Pham Toan Vuong highly appreciated the sense of responsibility of the Branches in implementing the direction of the Party Committee, the Board of Members, and the Executive Board in implementing the restructuring plan. He also gave many specific instructions, emphasizing: Branches that have stabilized and completed the restructuring process must continue to focus on comprehensive growth and effective operations. Agribank General Director requested that the Branches directly report specifically on the difficulties and problems that still exist in all aspects of operations to promptly complete the restructuring plan; have a specific project and roadmap for completion, from which the relevant units will propose solutions to remove difficulties.
Representatives of branches in Ho Chi Minh City have specific opinions on debt settlement; aspects of human resources, facilities; plans to arrange type II branches, affiliated transaction offices; solutions to focus on comprehensive growth in terms of capital and outstanding debt. In addition, branch representatives also reported on the rearrangement of focal branches according to the criteria of smoothness, safety, efficiency; improving coordination between branches and in the area. Agribank's Board of Directors has acknowledged the practical difficulties, proposed solutions, and directed relevant units to promptly have plans to support branches in handling; requested specialized departments to study common mechanisms on human resources, salaries, etc. applicable to restructured branches in the entire system; assigned the Southern Representative Office to be responsible for managing, evaluating effectiveness and providing maximum support to branches in the area.

In 2024, Agribank achieved the highest business results after 4 years of implementing the restructuring plan, Agribank's scale and operational efficiency continued to grow sustainably. In addition, Agribank has proactively and promptly implemented solutions to support and remove difficulties for customers in accordance with the direction of the Government and the State Bank, actively and proactively controlled and reduced input costs, thereby stabilizing and maintaining low capital mobilization interest rates from the end of 2024, creating conditions to reduce lending interest rates, meeting the credit needs of the economy.
To comprehensively complete the objectives and successfully implement the restructuring plan, Agribank determined to continue to synchronously deploy solutions on governance, risk management, and modernization of the information technology system; focus resources to resolutely and completely handle difficulties, obstacles, and obstacles in debt handling and collection; and fundamentally reorganize the operational network in a streamlined and efficient manner, especially in Hanoi and Ho Chi Minh City.
Customer development, safe and effective growth
On the same afternoon, the General Director of Agribank chaired a working program on developing large customers; inspection, supervision; debt settlement in Ho Chi Minh City. At the working session, Agribank units in Ho Chi Minh City including the Southern Representative Office, the Credit Approval Center in Ho Chi Minh City, and the Problem Debt Management Department in Ho Chi Minh City reported specifically on the results of the work performed according to their functions and tasks, especially in supporting branches in developing customers, internal inspection and supervision, legal affairs, and bad debt settlement. At the same time, they proposed and recommended solutions for better implementation in the coming time.

Concluding the working program, comrade Pham Toan Vuong requested Agribank units in Ho Chi Minh City to promote coordination, enhance their roles in the new stage and context, suitable to the operating area; specifically perform the following tasks: Proactively propose solutions for customer development, specifically assess potential areas, change thinking to approach customers, grow but must ensure credit quality. Regularly and seriously deploy inspection, supervision, and internal control to prevent and minimize risks in all activities, promptly warn, detect, prevent risks, handle existing problems, violations and problems arising in operations. Resolutely handle debt, deploy solutions for controlling, handling, and recovering bad debts; have plans for each debt, handle in compliance with the provisions of law. Improve technology, management and operations, optimize facilities and available advantages to serve stable operations; perfect the operating model, human resources, complete processes and regulations for effective development.
