Comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department, Permanent Deputy Head of the Steering Committee, chaired the rehearsal program.
Attending the rehearsal were Party Central Committee members: Tran Hong Ha, Deputy Prime Minister; Nguyen Van Hung, Minister of Culture, Sports and Tourism; Senior Lieutenant General Vo Minh Luong, Standing Member of the Central Military Commission, Deputy Minister of National Defense; Senior Lieutenant General Trinh Van Quyet, Deputy Director of the General Department of Politics of the Vietnam People's Army (VPA); Senior Lieutenant General Tran Quoc To, Deputy Minister of Public Security.
Also attending were: Senior Lieutenant General Nguyen Van Nghia, Deputy Chief of the General Staff of the Vietnam People's Army; Lieutenant General Nguyen Trong Binh, Deputy Chief of the General Staff of the Vietnam People's Army.
On the side of Dien Bien province, there were comrades: Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee; Mua A Son, Standing Deputy Secretary of the Provincial Party Committee; Le Thanh Do, Chairman of the Provincial People's Committee.
The rehearsal program includes official contents such as: Flag salute ceremony; drum performance; art performance; announcement of medal and reward awards; military parade, march... The focus of the program is the military parade, march with the participation of more than 12,000 people. In which, the forces of the Ministry of National Defense participating include: Artillery, air force flying salute. The forces standing on the field include the honor guard and 5 standing units. The parade, marching unit includes the honor guard, 16 military parade units and the frontline civilian laborers.
After the blocs marched on the parade platform, they continued to the main streets of Dien Bien Phu city, to the warm welcome and cheers of many people and tourists.
Speaking at the review session after the rehearsal, Senior Lieutenant General Nguyen Trong Nghia assessed that the rehearsal was of higher quality than the preliminary rehearsal, contributing to the experience in command and operation, serving as a basis for agencies and units to continue training forces and preparing well for the official 70th anniversary celebration, parade, and march of Dien Bien Phu Victory on the morning of May 7 to achieve the highest results, thereby commensurate with the scale and stature of the great Dien Bien Phu Victory. On the other hand, Senior Lieutenant General Nguyen Trong Nghia suggested continuing to improve the work of ensuring security and order in the area; reviewing the content of speeches; strengthening decoration and propaganda work; preparing well for the reception of delegates, reception, logistics, etc.
