Firefighting and rescue drill at Nghi Son Refinery and Petrochemical Plant

On the morning of November 13, the Steering Committee for organizing the fire fighting and rescue drill at Nghi Son Refinery and Petrochemical Plant in 2024 (SC) held a general rehearsal, preparing for the official drill to be held on the morning of November 15.

The rehearsal program was carried out in two parts of the hypothetical situation: During the inspection and maintenance of the pressure safety valve on top of the LPG tank 154-TK-020, the crane unfortunately had an accident causing the safety valve to fall from above, cracking the tank wall. The LPG gas leaked from the cracked position to the outside, vaporized and caught fire due to static electricity. Radiant heat from the fire spread out, directly affecting the adjacent tank and the surrounding technological system, with a high risk of tank explosion if there were no timely response measures.

At the same time, the A95 gasoline import area was refueling the tanker truck. Due to the sound of fire and explosion from the LPG tank area, the driver panicked and drove away from the area that needed to be refueled without closing the tank cap. Due to not being able to keep his cool and maintain speed, the driver crashed into a tanker truck waiting to refuel outside, causing the two ends of the vehicle to be deformed and 4 people were injured and trapped in the cabin. The gasoline spread out and combined with the heat from the engine, caused a fire with an area of ​​about ^30m2 .

In part 1, delegates and forces watched a video presentation introducing the handling, command and operation mechanism; running simulations of fire, incident and accident situations, handling activities of grassroots forces, Fire Police and Rescue forces, and forces participating at the scene.

In part 2 - the live drill is organized in 4 stages: The grassroots forces deploy fire fighting, rescue and salvage activities. Forces and vehicles of the Fire Prevention and Rescue Police and other forces of the Provincial Police arrive at the scene to organize fire fighting, rescue and salvage. Forces and vehicles mobilized to participate in fire fighting from agencies and units in Thanh Hoa province participate in fire fighting, rescue and salvage. Forces and vehicles of the Nghe An Provincial Police are mobilized by the Ministry of Public Security to the fire, conduct a general attack to extinguish the fire and organize a scene investigation, investigate the cause, and overcome the consequences after the fire.

After the rehearsal, the Steering Committee held a meeting to review experiences with relevant units and forces implementing the exercise.

Speaking at the rehearsal, Vice Chairman of the Provincial People's Committee Mai Xuan Liem acknowledged and highly appreciated the Steering Committee's member units in developing detailed scenarios and scenarios to mobilize forces and means to participate in the plan; promptly handling arising issues related to the organization of the plan rehearsal.

He commended the forces that participated in the training and actively coordinated in handling situations under the direction of the Command Board.

In order for the official rehearsal (November 15) to be organized effectively and safely, the Vice Chairman of the Provincial People's Committee requested the members of the Steering Committee to check and review the audio and communication equipment; adjust some of the contents of the drill's explanations to ensure their professional nature. At the same time, he reminded the drill forces to act and operate on the scene more quickly and decisively, shorten the rehearsal time and ensure the effectiveness of practicing situations close to reality when having to respond.

On September 4, 2024, Thanh Hoa Provincial People's Committee issued Decision No. 188/KH-UBND on the Plan for firefighting and rescue drills at Nghi Son Refinery and Petrochemical Plant in 2024. The drill aims to proactively prevent and handle fires and explosions that may cause serious damage to people and property; raise awareness of officers and employees of Nghi Son Refinery and Petrochemical Plant on fire prevention and fighting and rescue work; improve command and control capacity and coordination of the Fire Prevention and Rescue Police force with specialized fire prevention and fighting forces and other forces to handle fires, explosions or major, complicated accidents and incidents that may occur.
