On April 15, 2025, the Vietnam Maritime Administration issued Decision No. 400/QD-CHHDTVN on the announcement of the opening of Port No. 4, Barge Terminal, Service - Lach Huyen Port Area, Cat Hai Island Area, Hai Phong City to receive domestic and foreign ships entering and exiting to load and unload goods and perform other related maritime services.

The port is located in the seaport waters under the management area of ​​Hai Phong Maritime Port Authority as announced by the Ministry of Transport in Circular No. 23/2019/TT-BGTVT dated June 21, 2019.

Berth No. 4 is 375m long, receiving container ships with a capacity of up to 100,000 DWT fully loaded (equivalent to 8,000 TEUs), suitable for the receiving conditions of related infrastructure and meeting safety requirements; The barge berth is 150m long perpendicular to the container berth route, receiving barges with a capacity of up to 160 TEUs; The service berth (wharf for mooring tugboats) is 50m long parallel to the container berth route.

With the official opening of berth No. 3, Hai Phong Port is taking a big step forward in its journey to the open sea, affirming its leading role and position in the regional and national seaport system. In addition, the equipment for exploitation has been fully assembled and inspected and tested to be ready for exploitation activities.
