Shipbuilding Industry Corporation (SBIC) has a new Chairman of the Board of Members
Mr. Pham Hoai Chung, Deputy Director of the Institute of Transport Strategy and Development (GTVT), has just been appointed as Chairman of the Board of Members of the Shipbuilding Industry Corporation - SBIC.

Shipbuilding Industry Corporation - SBIC has just implemented the decision of the Minister of Transport on the temporary appointment of Mr. Pham Hoai Chung, Deputy Director of the Institute of Transport Strategy and Development, to hold the position of Chairman of the Board of Members of Shipbuilding Industry Corporation - SBIC.
Mr. Pham Hoai Chung was born in 1976, has a PhD in Transport Construction Management and an MBA in Business Administration.
Before being appointed as Chairman of the Board of Members of the Shipbuilding Industry Corporation - SBIC, Mr. Chung was for a long time Deputy Director of the Institute of Transport Strategy and Development.
Mr. Chung has over 15 years of experience participating in developing plans and strategies for the development of the transport sector, seaport planning, inland waterway infrastructure planning as well as projects for developing the fleet of ships, shipbuilding industrial facilities, etc.
Previously, the Minister of Transport also signed a decision to let Mr. Nguyen Xuan Sang, member of the Party Committee, Deputy Minister of Transport, stop being in charge of the Board of Members of the Shipbuilding Industry Corporation - SBIC from September 4, 2024. Mr. Nguyen Xuan Sang was temporarily assigned to be in charge of the Board of Members of the Shipbuilding Industry Corporation - SBIC while the Ministry of Transport carried out the process of perfecting the Board of Members' personnel from January 19, 2024.
Currently, the Ministry of Transport and the Shipbuilding Industry Corporation - SBIC are implementing Resolution No. 220/NQ-CP dated December 22, 2023 of the Government on the Plan to organize the implementation of Notice No. 23-TB/TW dated December 28, 2022 of the Central Party Office announcing the Conclusion of the Politburo on the policy of handling SBIC.
It is known that in Resolution No. 220, the Ministry of Transport was assigned by the Government to preside over and coordinate with the ministries of Justice, Planning and Investment, Finance, work with the Supreme People's Court, the Supreme People's Procuracy and relevant courts to speed up the handling of the Shipbuilding Industry Corporation - SBIC.
The Ministry of Transport is responsible for directing and organizing the implementation of the bankruptcy policy for the parent company - SBIC, 7 subsidiaries and recovering capital, assets, and property rights of the parent company - SBIC at Song Cam Shipbuilding Joint Stock Company, 7 subsidiaries and at enterprises; directing the Board of Members of SBIC to develop and propose salary and bonus mechanisms for managers and employees of the parent company SBIC and at enterprises and units under SBIC and the debt settlement of social insurance, health insurance, unemployment insurance and exemption of late payment interest to resolve the regime for employees from December 31, 2020 and before and the amounts arising from December 31, 2020 until the Court issues a decision declaring bankruptcy of the parent company - SBIC and at enterprises and units under SBIC.
On that basis, the Ministry of Transport shall preside over and coordinate with the Ministry of Labor, War Invalids and Social Affairs and relevant agencies to review and evaluate to propose to competent authorities for consideration and decision.
In particular, in Resolution No. 220, the Government assigned the Ministry of Transport to preside over and coordinate with the Ministry of National Defense and relevant ministries and branches to submit to the Prime Minister for approval the Project to Improve the Capacity of Domestic Shipbuilding Enterprises in the first quarter of 2025.
