On the morning of November 18, at the National Convention Center, General Secretary To Lam met with representatives of teachers and education managers on the occasion of Vietnamese Teachers' Day, November 20.
The program is organized by the Ministry of Education and Training in collaboration with Hanoi National University and the University of Economics - Hanoi National University, to encourage and recognize contributions, honor efforts, dedication and enhance the love for the profession of teachers.
Human resources remain one of the three biggest bottlenecks.
Speaking at the program, on behalf of the Party and State leaders, General Secretary To Lam sent congratulations and commended the achievements in education and training innovation in recent times of the entire education sector, teachers, and education managers.
At the same time, I would like to send my sincere and deep thanks and best wishes to generations of teachers across the country on the occasion of Vietnamese Teachers' Day, November 20.
According to the General Secretary, in addition to the results achieved by the education sector, we must frankly acknowledge that although education and training innovation has been implemented for decades, it has not fundamentally created strong changes, has not really changed in quality, and has not met the expectations of the Party, the State and the People. Human resources are still one of the three biggest bottlenecks today.
General Secretary To Lam pointed out a number of limitations in education and training that have not been completely resolved for many years, such as the implementation of fundamental and comprehensive innovation in education and training that is not synchronous, lacks system, and is still confusing.
The quality of education at all levels is still limited; university education still lags behind other countries in the region and the world; it is "heavy" on theory, "light" on practice; training is not closely linked with scientific research, production, business and market demand...
Besides, the teaching staff is still lacking in quantity, a part is weak in professional capacity, not actively innovating, a small part still shows signs of ethical violations causing negative influence in public opinion.
Investment from the state budget in education and training is not commensurate with the requirements of educational innovation and development, while socialization of investment resources still faces many difficulties.

According to General Secretary To Lam, the world is in a period of epochal change, competition between major countries is increasingly fierce, in which competition over the quality of human resources which determines the development opportunities of each country is identified as the core. He emphasized that Vietnam cannot stand outside the global trend of educational innovation.
The General Secretary also emphasized that the issues of human resources and education and training innovation are not new, and have been identified by our Party in documents of many Congresses from the 11th Party Congress to the present, showing difficulties, and also requiring great solidarity and determination from the team of teachers and education managers to successfully carry out these strategic tasks and breakthroughs.
General Secretary To Lam mentioned three main issues to carry out the tasks.
Firstly, the highest goal that must be focused on at present is to "complete the cause of education and training innovation, complete the goal of creating human resources for national construction and defense in the era of national development during the 14th Party Congress term".
Second, regarding some tasks that need to be done immediately, including having solutions to completely eliminate illiteracy, especially in remote areas, among ethnic minorities; launching the implementation of the "popular digital literacy" movement.

In reality, a large proportion of the population, including officials in state agencies, have not yet fully grasped digital transformation; meanwhile, the Politburo has discussed and decided to issue a resolution on national digital transformation. To successfully implement this resolution, the requirement to quickly disseminate basic knowledge about digital transformation to the entire population is extremely urgent.
In addition, it is necessary to focus on reviewing and thoroughly resolving the shortage of schools and classrooms in some large cities, industrial parks, densely populated areas, and mountainous areas; solidifying schools and classrooms, and ensuring accommodation for teachers in remote areas and ethnic minority areas.
Ensure that the state budget for education accounts for at least 20% of the total state budget expenditure in accordance with the resolution set forth by the Party. Have mechanisms and preferential policies to attract non-state resources to invest in education and training development. Rely on the people, mobilize the people's strength, and organize the people to do education together with the lowest cost and maximum efficiency.

Third, focus on building a team of teachers and educational managers with virtue and talent, who are passionate, enthusiastic, skilled, knowledgeable, capable of imparting knowledge, eager to learn, innovative, and truly role models for students to learn from and follow; sufficient in number and consistent in structure.
The General Secretary requested to study and propose mechanisms and policies for mobilizing and rotating teachers to solve the problem of local teacher surplus and shortage; attract talented people to the education sector and create motivation for teachers and education managers to work with peace of mind, especially teachers working in mountainous areas, areas with especially difficult socio-economic conditions, and islands.
At the same time, there are breakthrough solutions to develop a team of leading experts and scientists who can both work in the education sector and contribute to other sectors and fields.
Building a truly healthy learning environment, with close and regular coordination between the school and the family, the government and local socio-political organizations; clearly defining the responsibilities of the school, the responsibilities of the family and the responsibilities of society.
"I believe that with a country and a people with a tradition of loving learning and respecting talents; a team of dedicated teachers who love their jobs, are willing to sacrifice and are committed to their profession; and with the decisive and synchronous participation of the entire political system, the entire education sector will overcome all difficulties, overcome all challenges, and successfully carry out the reform of education and training.
Teachers must turn limits into no limits.
Speaking at the ceremony, Mr. Nguyen Kim Son, Minister of Education and Training, said that currently the country has about 1.6 million teachers, including both public and private sectors, at all levels of education, including general education, university and vocational training. Never before has the teaching staff been as large, strong, standardized and professionally qualified as it is today.
According to him, education worldwide is facing challenges due to the explosion of knowledge, challenges of artificial intelligence, robots, the Internet of Things, big data, supercomputers, virtual schools, with new pedagogical methods and tools.
New factors have emerged that have caused many people to question and doubt the existence of school education and the role of teachers in the future.

"We need to face the challenges, not avoid them, not be afraid. We stand firmly on the foundation of educational science and the courage of teachers to receive the advantages of the times, to take advantage of them, to develop faster.
Artificial intelligence does not and cannot replace humans, the role of teachers cannot be replaced. With artificial intelligence and new digital means, we need to consider them as new sharp and effective tools," the minister said.
The Minister emphasized that the greater the challenges, the more changes, the more new things are introduced, the more education needs to return to consolidating and equipping learners with the most basic and fundamental things.
Faced with new challenges in education, with an increasingly large and new mission for education, teachers in the new era also need to demonstrate their mettle, considering challenges as opportunities for the entire teaching force to develop, for each teacher to become better.
"Educational innovation in the next stage is essentially an innovation in depth of the teaching force itself. The limits of teachers are the limits of education, the limits of education are the limits of a country's development. We teachers need to turn limits into unlimited ones," he said.
