(Dan Tri Newspaper) - The General Secretary noted that the establishment of commune-level police forces has made a significant contribution to creating positive changes in security and order, and together with the entire police force, has achieved many remarkable feats in the new era.

On the evening of January 18th, at the Ho Guom Theater ( Hanoi ), General Secretary To Lam attended the political and artistic exchange program "Living in the Hearts of the People"; and met with exemplary police officers from communes and towns, as well as other forces involved in maintaining security and order at the grassroots level.

Spreading the message of simple yet noble deeds: According to the program organizers, all communes nationwide now have regular commune police officers. This force is growing stronger and has created significant changes, making an important contribution to ensuring security and order at the grassroots level and making many worthy contributions to the overall achievements of the People's Police force. There have been many examples of courageous commune police officers who resolutely fight crime, ready to sacrifice themselves for the cause of protecting security and order, and for the peaceful lives of the people. In particular, the commune police force has played an important role in the prevention and control of the Covid-19 pandemic and in building the national population database; implementing Government Project 06; and building a solid people's security posture in the area. Furthermore, the deployment of forces participating in maintaining security and order at the grassroots level, in coordination with the police force directly managing the area, regularly organizes patrols and inspections, effectively contributing to the prevention, detection, and fight against crime, social evils, and other violations of security and order. The political and artistic exchange program "Living in the Hearts of the People," a meeting to commend and honor exemplary commune and town police officers and forces participating in maintaining security and order at the grassroots level, aims to spread the simple yet noble deeds, outstanding achievements, and innovative approaches of the commune and town police forces and those maintaining security and order at the grassroots level, while also expressing gratitude for the support and assistance of ministries, departments, local authorities, and the people towards the commune police force. The program involved nearly 300 exemplary representatives from commune police and security forces at the grassroots level in 9,000 communes and towns nationwide. It truly became a "peaceful anchor for the people."

Speaking at the program, General Secretary To Lam congratulated and expressed his hope that the commune and town police forces would always strive to excellently fulfill all assigned tasks, worthy of being the "sharp sword" and "steel shield" protecting the Party, the regime, and the people from the grassroots level, from the root of all issues. The General Secretary emphasized that, in implementing Resolution No. 6 of the 12th Central Committee, the Party Committee of the Central Public Security Ministry has led the police force to be a pioneering and exemplary leader in reforming and streamlining the organizational structure of the political system for effective and efficient operation; proposing to the Politburo the issuance and leading the implementation of the policy of deploying commune-level police, building a force to participate in protecting security and order at the grassroots level. With this correct and practical policy, the commune police force, from a semi-professional force, has now become a regular force, an important level of police in the People's Public Security system. Furthermore, the forces participating in protecting security and order at the grassroots level – the "extended arm of the commune police" – are contributing to the solid consolidation of the people's security posture and the people's security foundation in the localities. The establishment of commune-level police forces has made a significant contribution to creating positive changes in security and order, and together with the entire police force, has achieved many miracles in the new revolutionary period. Commune-level police forces not only profoundly demonstrate the spirit of "when the people need them, when the people are in difficulty, the police are there," and "knowing one thing deeply, knowing many things," but more importantly, brilliantly reflect the true nature of the People's Police: "Living in the hearts of the people," "For the nation, sacrificing oneself; for the people, serving."

Directing future tasks, the General Secretary emphasized that, more than ever, the People's Public Security force, including the commune-level police force, must continue to be exemplary leaders in implementing the Party's policies; continue to lead in streamlining the organizational structure; and soon complete the building of a truly clean, strong, professional, elite, and modern police force. The General Secretary requested that the Party Committee of the Central Public Security Ministry and the Ministry of Public Security proactively review and adjust assignments and decentralization, paying attention to building strong commune-level police forces capable of resolving security and order issues at the grassroots level after the streamlining of the organizational structure is completed. Party committees and organizations at all levels should focus on training and developing a team of grassroots police officers who are both politically sound and professionally competent, with sufficient capacity to meet the requirements and tasks in the new situation. Providing the best conditions, ensuring the implementation of regulations and policies, and focusing on building material and technical potential so that commune police officers and forces participating in protecting security and order at the grassroots level can work with peace of mind, stay close to the people, and wholeheartedly dedicate themselves to the cause of protecting security and order, contributing to building and consolidating the positive image of the People's Police officer as "Respecting the people, being close to the people, serving the people." Commune police officers and forces participating in protecting security and order at the grassroots level need to deeply understand the glorious responsibility in the new revolutionary period that the Party, State, and people have entrusted to them, and strive to constantly learn, improve their knowledge and skills, and rise to meet the requirements of their duties. By consistently maintaining close ties with the people, showing concern, care, and promptly resolving the people's difficulties, obstacles, and legitimate aspirations, the police force truly becomes a "peaceful pillar for the people" and a "solid fortress" in the battlefront of ensuring security and order at the grassroots level. The General Secretary believes that the commune and town police, and the forces participating in protecting security and order at the grassroots level, with concrete and vivid manifestations of the People's Police implementing the Six Teachings of President Ho Chi Minh, truly "living in the hearts of the people," and being embraced, protected, supported, and assisted by the people, will certainly achieve many victories in the new era in the cause of protecting national security and ensuring social order and safety, making a worthy contribution to the cause of building and defending the Fatherland.
