(kontumtv.vn) – On December 3, General Secretary To Lam and members of the National Assembly Delegation of Hanoi City, Constituency No. 1, met with voters in Ba Dinh, Hai Ba Trung, and Dong Da districts, reported on the results of the 8th Session of the 15th National Assembly, and listened to voters' opinions and recommendations.
Also attending were: Politburo member, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai, Head of the Hanoi City National Assembly Delegation; Secretary of the Party Central Committee, Chief of the Party Central Committee Office Nguyen Duy Ngoc; leaders of the Party Central Committee Office, the Office of the General Secretary; leaders of departments, branches and sectors of Hanoi City and voters of the 3 districts.
Many enthusiastic opinions of voters
At the meeting, voters affirmed that the 8th Session of the 15th National Assembly was a great success. With a spirit of serious, democratic, effective and highly responsible work, National Assembly deputies discussed and decided on many important issues of the country with long-term strategic significance, creating an important political foundation for the operation of the Government, ministries, branches and localities.
Voters expressed their agreement and trust in the recent policies and decisions of the Party and State that are very popular with the people and General Secretary To Lam - who is spreading new confidence and inspiration to the entire Party, the entire army and the entire people about the "Era of Vietnam's rise". Voters also highly appreciated the policies on preventing and combating waste; streamlining the apparatus; building a clean and strong Party... Voters said that the people are always united, supportive and highly determined to implement the Party's wise policies and guidelines, contributing to building a rich and strong country, standing shoulder to shoulder with the world powers as Uncle Ho wished.
Voters assessed that the results of the 8th Session of the 15th National Assembly focused on improving the quality of promulgating legal documents; institutionalizing Resolutions, bringing the Party's policies into practice, solving many other important issues of the country; creating premises, immediately preparing in all aspects to bring the country into a new era - the era of the Vietnamese people's rise. In order for the laws passed by the National Assembly to truly enter real life, voters suggested that the Government should promptly have solutions to immediately overcome the contradictions, overlaps, difficulties and inadequacies pointed out in sub-law documents; research and propose amendments and supplements to relevant laws and ordinances according to the National Assembly's Law and Ordinance Development Program in 2024.
Regarding the National Assembly Standing Committee's approval of the Resolution on the arrangement of district- and commune-level administrative units for the 2023-2025 period of 12 provinces and cities and considering many other important contents in accordance with the spirit of Resolution 37 of the Central Committee and Conclusion 48 of the Politburo to arrange administrative units to serve the Party Congresses at all levels, voters hope that the Government should soon issue documents, Decrees, and Joint Circulars before January 1, 2025 to direct relevant ministries and branches to resolve work for citizens when changes in ID cards, judicial records, etc. have not been completed. Thereby, avoiding problems and troubles for citizens. Competent agencies need to have specific and strict measures to manage and transfer for proper use the surplus finance, public assets, and working offices after the arrangement of administrative units, avoiding loss and waste of State and People's assets.
Regarding the preparation of documents and personnel for the Party Congresses at all levels for the 2025-2030 term, voters said that the draft documents of the Party Congress should be issued early in December 2024 so that Party cells can take the lead in organizing discussions at Party cell congresses in December 2024. At the same time, they hope that the Central Committee will direct localities to strictly implement the regulations and procedures for personnel work of the Party Congresses at all levels. Voters also suggested promoting digital transformation, administrative reform, cutting cumbersome procedures in all stages, building new ways of interaction in a quick and direct direction between the State and citizens, to accelerate the industrialization and modernization process, bringing the country into a new era, the era of national development.
The city's voters are also very concerned about the environmental issue and suggest that additional solutions should be continued to improve it, such as: Comprehensively classifying waste at source; increasing recycling of inorganic waste; using organic waste for agricultural purposes to reduce the amount of daily waste that must be treated. Along with that, it is suggested to research and invest in developing waste-to-energy plants; turning waste into energy assets for daily life, production and business; solving the shortage of electricity that must be imported, always passive and unsafe.
Regarding healthcare, currently the medical examination and treatment situation at hospitals is overloaded, especially Bach Mai Hospital and Viet Duc Hospital. Voters suggest that there should be a preferential treatment for medical staff such as long-term business trips to remote, isolated and disadvantaged areas; at the same time, priority should be given to recruiting doctors and medical staff from neighboring provinces to strengthen and build a quality initial core team, attracting patients from the grassroots level.
Emphasizing that after 10 years of implementing the new general education program, general education still has many problems, voters requested the National Assembly to supervise, inspect, examine and evaluate the implementation of Resolution No. 29-NQ/TU on "Fundamental and comprehensive innovation of education to meet the needs of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration".
Continue to resolutely carry out the work of preventing and combating corruption, waste and negativity.
Implementing the assignment of the Politburo and the Resolution of the National Assembly Standing Committee, General Secretary To Lam transferred his activities from the National Assembly Delegation of Hung Yen province to the National Assembly Delegation of Hanoi city and was introduced to participate in activities at constituency No. 1.
After listening to the opinions of voters, speaking at the meeting, General Secretary To Lam highly appreciated the enthusiastic and responsible opinions of voters; expressed his emotion at the sentiments and good words, the agreement and support of the people for the Party and State's policies and guidelines for national development; affirmed that he will try his best to fulfill his duties as a People's Representative of the Capital, to be worthy of the expectations and trust of voters.
Sharing some of the milestones in the cause of national construction and development in 2024, the General Secretary stated that we have completed and exceeded all socio-economic targets for 2024, creating a very important premise for the whole country to break through and accelerate the completion of socio-economic development targets for 2025 and the 2021-2026 period, so that we can firmly enter a new era, an era of national growth right after the 14th National Congress of the Party, scheduled to be held in the first quarter of 2026. The above results are thanks to the solidarity, unity, determination and drasticness of the Central Executive Committee, all cadres and Party members; the participation of the entire political system and especially the response of all classes of people.
The General Secretary emphasized that, under the leadership of the Party for nearly 95 years, we have put Vietnam on the world map; from slaves, we have become the true masters of the country. From a poor, backward, low-level, besieged and embargoed country, Vietnam has become a developing country with average income, deeply and widely integrated into the world, the global economy, and human civilization, taking on many important international responsibilities, and promoting an active role in many important multilateral organizations and forums. Independence, sovereignty, unity and territorial integrity are maintained; national and ethnic interests are guaranteed. The size of the economy in 2023 is 96 times larger than in 1986.
Vietnam is in the group of 40 countries with the largest economies in the world, the top 20 economies in trade and foreign investment attraction; has diplomatic relations with 194 countries; builds partnerships, strategic cooperation, comprehensive strategic partnerships with all major powers in the world and the region. The lives of 105 million people have improved significantly, the poverty rate has decreased sharply; completed the Millennium Development Goals early. Political, economic, cultural, social, scientific - technological, defense and security potential is constantly improved; actively contributes to maintaining peace and stability in the region and the world.
The General Secretary noted that we must not "rest on our laurels" as the late General Secretary Nguyen Phu Trong once advised; we must make more efforts so that the country can stand shoulder to shoulder with the world powers, so that the people's lives can be more prosperous, peaceful and happy; we must concentrate all resources to implement Uncle Ho's Testament, build a peaceful, unified, independent, democratic and prosperous Vietnam, and make a worthy contribution to the world revolutionary cause.
Responding to many opinions of voters concerned about the country's development, entering the era of development, the era of prosperity, General Secretary To Lam said that the Central Executive Committee has outlined a number of urgent tasks such as: Strengthening the leadership, governing and fighting role of the Party; streamlining the organization and apparatus of the political system; removing institutional bottlenecks for development, promoting solutions to promote socio-economic development to improve people's lives; strengthening the fight against corruption, waste and negativity; strengthening the strength of the great national unity bloc...
Regarding the arrangement of the apparatus of the political system to be streamlined and operate effectively and efficiently, General Secretary To Lam emphasized that the Politburo, the Secretariat, and the Central Executive Committee have decided to summarize the implementation of Resolution No. 18 of the 12th Party Central Executive Committee "On a number of issues of continuing to innovate and arrange the apparatus of the political system to be streamlined and operate effectively and efficiently" and highly agreed on the plan to streamline the apparatus of the political system.
At the same time, we will reorganize and restructure a number of Party Committees; a number of Ministries, a number of Committees of the National Assembly, a number of organizations under the Central Committee of the Vietnam Fatherland Front... The goal is to complete the plans to reorganize and consolidate the apparatus of the political system in the first quarter of 2025. This time, we will do it from top to bottom with the motto "The Central Government sets an example, the localities respond", and do it with the spirit of "running and lining up at the same time"...
Regarding the work of preventing and combating corruption, negativity and waste, the General Secretary affirmed that it will continue to be carried out resolutely and thoroughly, especially after the Politburo and the Secretariat decided to add anti-waste content to the tasks of the Central Steering Committee on preventing and combating corruption and negativity. This work is carried out continuously, without forbidden areas or exceptions, so that the apparatus of the Political System is truly clean and strong, truly an apparatus of the people, by the people, for the people; civil servants and public employees must truly be servants of the people.
Acknowledging and praising the achievements and results that the Party Committee, government and people of Hanoi have achieved in the past year, the General Secretary noted that Hanoi still has a lot of work to do and must strive to be worthy of the trust, love and hope of the whole country.
In order for Hanoi to maintain its elegance, civilization, and culture from ancient times, in the context of today's developing society, the General Secretary emphasized, it is not only the responsibility of the Party Committees and authorities at all levels of the capital Hanoi, but it must also be the response of all classes of Hanoians, even every Vietnamese citizen.
After the recent storm No. 3, the shortcomings and weaknesses that need to be overcome in the city include both the responsibility of the government and the responsibility of each citizen. The General Secretary suggested many solutions and pointed out that these cannot be done without the cooperation of each individual and the whole society, hoping that people will join hands with the government to implement them.
Also at the meeting, the General Secretary responded to voters' concerns and requested the Hanoi National Assembly Delegation to coordinate with the city's agencies to record all voters' opinions and review the contents to propose to competent agencies of the Central Government and the National Assembly for resolution.
