At the reception, General Secretary To Lam expressed his joy and satisfaction at witnessing the Vietnam-Japan relationship continuing to develop substantially and comprehensively in all areas after more than a year of upgrading the relationship to Comprehensive Strategic Partnership, in which political trust continues to be consolidated, economic cooperation continues to be the main pillar, Japan continues to be Vietnam's leading important economic partner, and cooperation in new areas such as green transformation and digital transformation has progressed with many specific projects.

The General Secretary affirmed that in the context of the rapidly changing world situation recently, Vietnam consistently considers Japan a leading important partner, a sincere and trustworthy friend, accompanying Vietnam in the development process; and wishes to work with Japan to substantially and effectively implement the content of the Comprehensive Strategic Partnership framework.

Sharing the goal of becoming a developed country with modern industry and high average income by 2030 and a developed country with high income by 2045, the General Secretary said that Vietnam is vigorously implementing the revolution of streamlining the organizational apparatus, focusing on removing institutional bottlenecks and bottlenecks, improving the quality of infrastructure and human resources, thereby promoting the improvement of a favorable investment environment for the private sector, including Japanese and other countries.

The General Secretary highly appreciated the efforts and active contributions of Ambassador Ito Naoki after nearly a year in office, to the development of the Vietnam-Japan Comprehensive Strategic Partnership, effectively implementing agreements between the two countries' senior leaders; suggested that the two sides continue to increase high-level delegation exchanges, promote economic cooperation, Japanese enterprises actively participate in strategic and key infrastructure projects, new energy projects in Vietnam, promote cooperation in training high-quality human resources, science and technology, innovation, local cooperation, culture, tourism and expand cooperation to new areas such as green transformation, energy transformation, innovation, AI, semiconductors. The General Secretary suggested that the two sides strengthen coordination, share stances, and support each other at international and regional forums.

Expressing his honor and gratitude to General Secretary To Lam for taking the time to receive him and for his important guidance on priorities and focuses for promoting bilateral relations in the coming time, Ambassador Ito Naoki emphasized that the cooperative relationship between Vietnam and Japan is increasingly deepening in many fields, not only in economics, trade, investment, but also in defense, security, and people-to-people exchange; affirming that Japan always attaches importance to and prioritizes Vietnam in implementing its foreign policy in the region and wishes to accompany and support Vietnam in realizing its goals of industrialization, modernization, and becoming a developed country.

Believing in the determination of the Vietnamese leaders in the revolution of streamlining the apparatus, Ambassador Ito Naoki affirmed that he will continue to closely coordinate with ministries, branches and localities of the two countries to further promote the substantive cooperation contents between the two countries, contributing to the development of the Vietnam - Japan Comprehensive Strategic Partnership in an increasingly comprehensive and extensive manner in all fields.
