Struggling to solve the "inverted pyramid" situation

Speaking at the Congress, General Secretary To Lam affirmed: During the revolutionary stages, our Party has always paid special attention to and focused on youth work, issued many resolutions and directives to care for and educate youth, and prepared a solid foundation for youth to be ready to accept the mission of mastering the country.

Praising the contributions, sacrifices, efforts, struggles as well as achievements and results of Vietnamese youth with important contributions of youth organizations in general and the Vietnam Youth Union in particular over the periods, comrade To Lam noted the shortcomings and limitations, thereby suggesting some contents for the Congress to focus on exchanging, discussing and soon finding solutions to overcome them.

Leaders, former leaders of the Party, State, ministries, departments, branches, organizations and delegates performed the flag-saluting ceremony at the Congress.

Emphasizing that our Party attaches special importance to the role of youth, has had many policies on youth and youth work, but since Resolution No. 25-NQ/TW dated July 25, 2008 of the 10th Party Central Committee, there has not been a separate thematic Resolution to plan youth work to meet the requirements of the new situation, the General Secretary commented: this reality shows the shortcomings in concretizing and institutionalizing the Party's policies into life, in the practical life and activities of youth.

Faced with the current situation of crime and social evils among teenagers and young people, as well as the situation where a part of the youth lives without ideals and ambitions, is pragmatic, selfish, far from the nation's fine cultural traditions, does not strictly comply with the law, falls into individualism, has limited integration ability, is weak both physically and mentally, and wastes their youth..., General Secretary To Lam suggested that the leadership team of the Vietnam Youth Union need to consider, research, and propose more specific and practical solutions.

Going into the analysis of the current youth solidarity rate, comrade To Lam said that the activities of the Association in some places are still formal, lacking substance, and ineffective; many movements have not been put into practice, have not attracted a large number of young people to actively participate; the Association's methods of operation have not kept up with the trends, needs, and tastes of young people. Meanwhile, the work of educating young people on revolutionary ideals, ethics, and lifestyles is still outdated, not keeping up with new trends and the psychological characteristics of today's youth.

Presenting the image of an "inverted pyramid", the General Secretary especially emphasized the current state of the Youth Union's apparatus: grand and fully equipped at the central and provincial levels, but at the grassroots, hamlet and village levels, it is "shrinking", some activities are just formalities. Besides, there are many shortcomings that need to be overcome such as local forces in the youth volunteer movement, career guidance for youth...

"What is worth doing must be done by all means"

From the shortcomings and limitations, General Secretary To Lam suggested: it is necessary to unify the perception of the role of youth and the special importance of youth work in the new revolutionary period of the Party and the nation. Therefore, the Central Committee of the Vietnam Fatherland Front, the Central Committee for Mass Mobilization, the Central Committee for Propaganda and Education need to coordinate with the Vietnam Youth Union, its collective member organizations and the Ho Chi Minh Communist Youth Union to soon propose to the Politburo to issue a Resolution on youth work in the era of national development. In which, clearly define the goals, targets, tasks, and strategic solutions to mobilize the strength of youth together with the entire Party, the entire people, and the entire army to soon bring the country on par with the world powers.

In addition, the General Secretary also requested a strong innovation in the work of the Association and Youth Union organizations associated with building a strong team of association and youth union officials; clearly defining the responsibilities and tasks of the Association and its collective member organizations in educating revolutionary ideals, preventing moral degradation, lifestyle, crime, and social evils among youth, students, and pupils.

Recalling President Ho Chi Minh's advice on youth, comrade To Lam requested: in the era of national development, the youth force needs to clearly demonstrate its role in all activities of social life, have a high sense of responsibility and duty, always take the lead in studying and training, constantly strive to master science and technology, be steadfast, determined, united, "what is worth doing must be done", prioritize action, "talk less, do more", be active, decisive, grasp and seize opportunities, absolutely not arrogant or complacent.

On this occasion, the General Secretary requested Party committees at all levels, authorities, organizations, localities and the whole society to regularly pay attention to, direct, assist and create all favorable conditions for the Vietnam Youth Union to operate effectively; pay attention to and create an environment for members and Vietnamese youth to confidently participate in implementing important political tasks of the country and of localities and units.
