Although there have been initial changes in the control of power in personnel work, the effectiveness is not high; the abuse of power, taking advantage of power, and profiteering in personnel work still occur in some places and among some leaders; administrative procedure reform in the Party... According to the General Secretary, 2025 is a year with many important events in the country, directly related to the Party building and organization sector, therefore, the leaders of the Party Committee and the Central Party's personnel organization system must always have three questions, and at the same time must have reasonable answers. That is, how to have the Party apparatus, the State apparatus organization system operate effectively, efficiently, and effectively? How to have a team of cadres who are enlightened, dedicated to the country, the people, and the Party's cause. Why does our Party have to choose the cadre issue as the key?

The General Secretary suggested that it is necessary to do a good job of advising and streamlining the apparatus of the political system in conjunction with restructuring the staff. According to the General Secretary, streamlining the apparatus of the political system is a difficult, even very difficult, issue. When streamlining the apparatus, it will involve the thoughts, feelings, aspirations, and interests of a number of individuals and organizations. Therefore, this work needs to be carried out objectively, cautiously, democratically, scientifically, and methodically. The Central Organizing Committee in particular and the Party building and organization sector in general must highly promote their advisory role to carry out this task. The General Secretary emphasized that streamlining the apparatus must closely follow and ensure proper implementation of the principles and viewpoints of the Party and the Central Committee, which have been agreed upon by the Constitution, the Political Platform, the Party Statutes, the Party's principles, and the Central Committee's resolutions, ensuring comprehensiveness, synchronization, and connectivity. One agency performs many tasks, one task is assigned to only one agency to preside over and take responsibility; thoroughly overcome overlapping functions and tasks, division of areas and fields; limit intermediary organizations, clearly define specific functions, tasks and responsibilities on the basis of Party nature, rationality and legality; must review the functions and tasks of each organization and apparatus. The General Secretary requested that it is necessary to advise on streamlining the organizational apparatus of Party agencies to truly be the intellectual core, the General Staff, the vanguard, and leaders of state agencies, absolutely not allowing excuses, replacing or loosening the leadership of the Party; build truly streamlined advisory agencies and Party committees, comprehensively evaluate the concurrent holding of positions of the Party and the political system to have appropriate decisions. The General Secretary suggested that it is necessary to urgently review relevant Party regulations to proactively advise on supplementing, amending or promulgating new ones in accordance with regulations on the basis of the overall model of the political system, creating a political and legal basis for the political system to operate immediately upon completion, without interruption. The tasks under the authority of the Politburo, the Secretariat, levels, sectors and localities that can be implemented first should be carried out immediately, without waiting for the Central Committee. Party agencies need to study, unify, arrange, and truly streamline the apparatus and do it first. The Central Organizing Committee and the Government Party Committee promptly report to the Politburo for policies on regimes and policies for cadres when streamlining the apparatus. The Central Organizing Committee, the Government Party Committee and the National Assembly Party Delegation promptly advise leaders and direct urgent revisions and supplements to Party regulations and State laws to ensure the arrangement of a streamlined apparatus, effective and efficient operation.
Preventing and combating the abuse of the policy of restructuring the apparatus for negativity and corruption. The General Secretary pointed out that, with the streamlining of the apparatus, each level and each sector needs to urgently review to have a plan to restructure the staff with sufficient qualities and abilities, equal to the tasks, reasonable staffing, and standardization of titles; resolutely preventing and combating the abuse of the policy of restructuring the apparatus and staff for negativity and corruption. Strongly innovate the work of recruiting, training, promoting, appointing, rotating, transferring, and evaluating cadres in a practical direction because finding people is based on specific, measurable products; have an effective mechanism to screen and remove from work those who do not have enough qualities, abilities, and prestige, and use those with outstanding abilities.

The General Secretary requested that leaders, heads of Party committees and agencies need to be exemplary, proactive and determined in carrying out assigned tasks in the spirit of the Central Committee taking the lead and reaching the local level. The General Secretary clearly stated that he assigned the Central Organizing Committee to advise on amending and supplementing Directive No. 35 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress. The General Secretary requested that Party Congresses at all levels be well prepared and organized towards the 14th National Party Congress, focusing on advising on the development and ensuring the quality of draft documents for congresses at all levels, advising on the preparation for the election of Party leadership bodies at each level with high fighting capacity. The General Secretary emphasized that cadre work is a key task of Party building, related to the survival of the Party and the fate of the regime and the country. Cadres are the root of all work, the decisive factor in the success or failure of the revolution. Along with the work of cadres, the work of Party organization and building has a particularly important position, a great responsibility, and is very glorious. The General Secretary emphasized that the workload ahead of the sector is very heavy and urgent.
