On the morning of April 17, General Secretary To Lam and National Assembly deputies from constituency No. 1 of Hanoi met with voters in the three districts of Hai Ba Trung, Ba Dinh, and Dong Da, ahead of the 9th session of the 15th National Assembly.
At the meeting, many issues related to organizational arrangement, people's livelihood, and society received attention and questions from many voters.

Talking to voters, General Secretary To Lam expressed his emotion when the people paid close attention to and supported the important issues of the country. Regarding Hanoi's issues, the General Secretary suggested two issues to focus on, including food safety and hygiene and taking care of education policies for students.
The General Secretary said that Hanoi cannot afford to lose food safety and hygiene, because this will affect the capital's reputation, the people's health, and the city's urban quality.

"This issue is alarming. After the fake milk and fake medicine cases, the Government will continue to pay attention to this issue. We cannot let incidents like this affect the people. Many voters are very concerned and have expressed their concerns.
In addition, there are areas selling street food, temporary markets, flea markets, and selling food of unknown origin, expired goods, and counterfeit goods.
"Including essential items such as milk for children, which not only affect people's health but also cause social unrest. Hanoi needs to have a special topic on food hygiene and safety," the General Secretary expressed.
In addition, according to the General Secretary, the current situation of encroachment on sidewalks for business purposes not only affects urban beauty and traffic safety but also poses potential risks to food hygiene and safety, making inspection and control difficult.
"I propose that Hanoi focus on directing the authorities to strengthen inspection, supervision and strictly handle these cases.
Food streets are very welcome, but they cannot be makeshift, they must be really thoughtful. The stores must ensure that they meet the standards to protect people's health, and there must be a radical solution" - the General Secretary suggested.

Suggesting policies on education care and school policies for students, General Secretary To Lam said that Hanoi needs to continue to pay close attention to ensuring the quality of teaching and learning, creating conditions for learning and comprehensive development for children.
According to the General Secretary, the Ministry of Education and Training is currently researching teaching two sessions per day for primary and secondary school students in the spirit of not increasing academic pressure for students and not giving extra teaching and learning in a distorted form.

For this policy to be effective, the General Secretary said that Hanoi needs to have a policy to support free school lunches for students.
"I find this very concerning. In Hanoi, there are currently about 1.4 million primary and secondary school students. If we could organize lunch at school, it would be much better. Parents wouldn't have to rush to pick up their children and take them to school, which is very difficult.
Comrades, I have calculated roughly, each lunch costs 30,000 VND per child. If there are 1.4 million students, Hanoi spends about 42 billion VND per day.
So every year Hanoi spends about 1,000 billion to take care of lunch for students, Hanoi has more than enough capacity to do it, comrades calculate, if possible, apply it from September this year, I suggest like that" - the General Secretary suggested.
