On the morning of April 17, at the headquarters of the People's Council - People's Committee of Hai Ba Trung district, General Secretary To Lam and National Assembly deputies: Lieutenant General Nguyen Quoc Duyet, member of the Standing Committee of the City Party Committee, Commander of the Hanoi Capital Command; Nguyen Phi Thuong, Director of the Hanoi Department of Construction met with voters of Constituency No. 1 (districts: Dong Da, Ba Dinh, Hai Ba Trung) before the 9th session of the 15th National Assembly.

Constitutional amendments and 30 draft laws
At the beginning, voters listened to delegate Nguyen Quoc Duyet report on the expected content of the ninth session.
The ninth session of the 15th National Assembly was held in two phases: Phase 1 took place from May 5 to May 28; Phase 2 from June 11 to June 28. This is an important session to institutionalize the Resolution of the 11th Central Conference (13th tenure) on continuing to reorganize the apparatus of the political system, reorganize administrative units and organize two-level local governments; along with other important policies such as tuition exemption and reduction; consider and decide on economic and budgetary issues...
At the session, the National Assembly is expected to review and amend a number of articles of the 2013 Constitution; review and amend 30 draft laws and pass seven resolutions.
Delegate Nguyen Phi Thuong, Director of Hanoi Department of Construction, also reported on responses to voters' petitions at the previous meeting.
Voters trust in historic decisions
Speaking at the conference, voters of Constituency No. 1 expressed their absolute confidence in the Party's leadership and the success of the revolution to streamline the apparatus, reorganize administrative units and organize two-level local governments.
Voter Le Van Huu (Thanh Nhan ward, Hai Ba Trung district) said that he and many voters in Hai Ba Trung district trust and are happy with the unprecedented decisions, creating revolutionary, breakthrough, and historic changes in all areas of social life.
He affirmed that the arrangement, streamlining of the apparatus and the arrangement of administrative units and the organization of two-level local governments is a correct policy, suitable to the time and historical circumstances as well as the general trend of the world; successful implementation will reduce the burden, so that the country can fly higher, fly further and fly faster.
Voter Truong Van Cuong (Minh Khai ward, Hai Ba Trung district) acknowledged that in recent times, Party and State leaders, headed by General Secretary To Lam, have shown their dedication, courage, and responsibility in leading and directing the implementation of development tasks; especially in responding to the new US tax policy, strengthening foreign affairs and international integration.
“This is the time when solidarity, unity and determination of every Vietnamese person are needed to join the Party and State to successfully achieve the set goals,” said Mr. Truong Van Cuong.
Voter Nguyen Dinh Dau (Lang Ha ward, Dong Da district) hopes that the process of restructuring the apparatus must go hand in hand with screening the team of cadres who are truly capable and qualified, not allowing the situation of formal streamlining...
At the conference, voters of Unit 1 also reflected on many people's issues. In particular, Mr. Hoang Van Tien (Cat Linh Ward, Dong Da District) said he strongly supported the renovation and construction of new old apartment buildings, because many buildings have deteriorated and are at risk of being unsafe. Voters suggested that the implementation process should be democratic, open, and transparent in terms of policies, construction time, and construction quality; ensuring harmony of interests between parties.
General Secretary suggests 2 issues Hanoi needs to pay attention to
In his acceptance speech, General Secretary To Lam thanked voters for agreeing with and supporting the major policies being implemented by the Central Government. Through the opinions expressed, it can be seen that voters and people are very interested and understanding, and at the same time, they also demand that policies such as the arrangement of administrative units and the organization of two-level government must be effectively implemented.
“With the support, solidarity, unity and determination of the people, we have confidence in the success in implementing current major policies,” said General Secretary To Lam.
Sharing with voters in the capital about the country's situation, the General Secretary said that the world context is posing many great challenges with unpredictable fluctuations, most recently the strong impact of the new US tariff policy. However, the Central Committee is determined to "turn danger into opportunity", to review and reconsider the economic situation to strengthen the economy, increase resilience, strengthen the domestic market, expand the international market, avoid dependence, avoid passivity. Despite the difficulties, the whole country must still be determined to increase economic growth by 8% in 2025, and strive for double-digit growth from 2026 onwards.
Regarding the two groups of policies and important tasks that voters are interested in, which are the arrangement of administrative units and the organization of local governments at two levels; preparation for the organization of party congresses at all levels and the 14th National Party Congress; and the election of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term. General Secretary To Lam said that all related work is being carried out very urgently, without delay, and progress is being checked and controlled every day.
Sharing more about the draft documents of the 14th National Party Congress, the General Secretary said that this document has very new contents such as the growth model, educational innovation... In the coming time, the Central Committee will continue to listen to complete it, and will bring the draft document to localities for discussion and comments, and at the same time collect opinions so that the document is of the highest quality, concise, easy to understand, easy to remember, easy to implement, serving as a basis for building and developing the country, improving people's lives in the new period.
Regarding economic development, Comrade To Lam highly appreciated the development of Hanoi Capital in recent times and most recently, the results of implementing socio-economic targets in the first quarter of 2025 all reached high levels, in which GRDP increased by 7.35%, budget revenue increased by 69.3% compared to the same period in 2024.
Emphasizing that this is a very good development momentum, the General Secretary hopes and believes that Hanoi city, as a growth pole, will continue to maintain and strive to achieve the economic growth target of 8% or more in 2025.
However, the General Secretary noted that the city must continue to focus on solving urgent and pressing issues, especially traffic congestion, environmental pollution (air, river pollution)...
Comrade To Lam suggested two issues that Hanoi should pay attention to researching and implementing in the coming time. One is to build a special topic on ensuring food safety, not allowing fake milk, fake medicine, and unsafe food to affect the health of people and tourists.
Second, in education and training development, the city calculates to support additional meals to increase nutrition for students at all levels in the area.
Regarding the renovation of old apartment buildings, General Secretary To Lam emphasized that this is an issue that the Party and State are very concerned about because apartment buildings are currently not safe and always want people to have new, better places to live. Agreeing on the policy of renovating old apartment buildings, the General Secretary emphasized that this is a very clear policy and must be done.
Regarding voters' opinions on naming new wards and communes in the capital, General Secretary To Lam said that Hanoi can refer to the naming of new wards that Ho Chi Minh City proposed when using the names of famous places in the past; just mentioning the names is enough to visualize them immediately.
