Attending the Conference at the Dien Hong Hall bridge were: Politburo member, President Luong Cuong; Politburo member, Prime Minister Pham Minh Chinh; Politburo member, National Assembly Chairman Tran Thanh Man; former National Assembly Chairmen Nguyen Sinh Hung, Nguyen Thi Kim Ngan; Politburo member, Standing member of the Secretariat Tran Cam Tu; members, former members of the Politburo, members of the Secretariat, members of the Party Central Committee, leaders of central departments, ministries, branches and mass organizations; members of the Central Military Commission, Central Public Security Party Committee, members of the Party Executive Committee of central Party agencies, Government Party Committee, National Assembly Party Committee, Vietnam Fatherland Front Party Committee and central mass organizations; members of the Central Party Inspection Commission; leaders of departments, offices and institutes of the Party's advisory and support agencies at the central level and central reporters.

At the Provincial and Municipal Party Committees' bridge points, there were the participation of members and former members of the Politburo, members of the Secretariat, members of the Party Central Committee; Secretaries, Deputy Secretaries, members of the Standing Committee, members of the Party Executive Committee, members of the Inspection Committee of the Provincial and Municipal Party Committees; leaders of departments, branches, sectors, and organizations; retired mid-level and senior officials of the Central Committee in the provinces and cities.

The conference was connected online to 21,000 points from the central to provincial, district, and commune levels and agencies, units, military regions, military services, and army corps across the country with more than 1,500,000 delegates and was broadcast live on Vietnam Television and Voice of Vietnam for cadres, party members, and people nationwide to follow.

According to the program, the Conference disseminates and implements the Resolution of the 11th Conference of the 13th Party Central Committee, including the following contents:

Topic 1: "On the draft documents submitted to the 14th National Party Congress: New points in the Summary of some theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; New points in the draft Report summarizing the work of Party building and implementation of the Party Charter submitted to the 14th National Party Congress; New points in the draft Political Report; New points in the draft report on 5 years of implementing the 10-year socio-economic development strategy 2021 - 2030; directions and tasks for socio-economic development in the 5 years 2026-2030" delivered by Prime Minister Pham Minh Chinh.

Topic 3: "On continuing to streamline the organization to be lean, efficient, effective and efficient; amending and supplementing regulations implementing the Party Charter; Directive amending Directive No. 35-CT/TW, dated June 14, 2024 and Conclusion No. 118-KL/TW, dated January 18, 2025 of the 13th Politburo on Party congresses at all levels for the 2025-2030 term" delivered by Party Central Committee Secretary, Head of the Central Organization Commission Le Minh Hung.
