"I said that we can't do it at the next congress. Right after the congress, we will elect and vote. Who can do anything else? It will be very difficult. So this is our golden opportunity. After doing this, we can only calculate at the congress," the General Secretary emphasized.

He also said that in this process, careful research from domestic practice and experience of other countries showed that all countries take into account the efficiency of the apparatus and the satisfaction of the people.

There are many criteria to evaluate the effectiveness and efficiency of the apparatus; attention is paid to the leadership ability, long-term vision, adaptability and innovation of the government.

"We care about leadership, long-term vision, adaptability, strategic priorities, and innovation of the government. That is a very important goal. Each stage of the revolution must have a path to implement.

To develop a socialist-oriented market economy, the apparatus must ensure that goal, otherwise there will be no market economy. Anything that hinders must be removed," the General Secretary added.

The General Secretary also reiterated that the delegate talked about the Ministry of Planning and Investment and that we worked very hard to eliminate the subsidized economy, the State Planning Commission, and long-term planning. This is a transition to a market economy.

"Looking at the world, there are only two countries that have a Ministry of Planning and Investment, Vietnam and Laos, and Laos also abolished it and merged it into the Ministry of Finance, there is no longer a Ministry of Planning," the General Secretary stated, adding that research shows that although this ministry performs many tasks, there are some "mistakes".

Just walking slowly, we can hardly catch up with other countries.

Because looking at the great achievements, looking at many countries, we see that we are still slow, and the national competitiveness is very difficult.

Citing the story of Singapore, South Korea, and China, which all developed from difficulties, the General Secretary said: "Like Singapore, 50-60 years ago, they said that going to Cho Ray Hospital for medical treatment was a dream. Now, on the contrary, we dream of going there for medical treatment.

Looking at China when it opened up, it had a similar level. Now per capita income is 12,000 - 15,000 USD, while ours is less than 5,000 USD.

Comparing like that, we can see that our speed is too difficult, and we are at risk of falling behind.

Citing the above evidence, General Secretary To Lam wanted to emphasize that the risk of falling behind always exists. This is a problem we have recognized, but we must develop strongly to avoid that risk.

"If we keep going slowly, it will be difficult for us to catch up with countries in the region and the world," the General Secretary emphasized.

According to General Secretary To Lam, it is necessary to take into account the executive mechanism and the level of integrity of the Government and the State.

In the context of preventing corruption, negativity and waste, these factors need to be given more attention. The General Secretary also paid attention to ensuring the interests of the people, the people's right to mastery, and consolidating democracy.

Referring to the double-digit growth target in the coming period, the General Secretary suggested identifying obstacles and bottlenecks to promptly clear them and mobilize all resources, including resources from the people.

According to the General Secretary, if the people agree and support, the power will be promoted.

Raising the issue of whether to achieve the goal, we must develop very high and fast, but with a heavy apparatus, can we fully exploit its potential? The General Secretary said that now is only the initial arrangement, and we will continue to research and evaluate how efficient and effective the government apparatus is.

He cited the example of Dong Anh district collecting nearly 29,000 billion VND in budget revenue or Hoan Kiem district collecting nearly 22,000 billion VND in budget revenue, equal to several provinces, even more than twenty times that of a province.

"Why can people do it in a district or county like that, with such a land area and population? But in the scope of a province, why is the economy so sluggish, with such a growth rate?

We must bring books to study, recalculate, and learn from those things," the General Secretary added.

According to the General Secretary, the police recently conducted a pilot study to abolish district-level police. "This is very welcome" because regular police have returned to the communes.

"All of that is to show what the district police do? It's the same apparatus and it's not possible to combine communes into districts. So from now on, the police will implement the project to abolish the district police," said the General Secretary.

He added that some opinions also stated that China has a large area and large population but fewer provinces and cities than Vietnam.

"We are smaller in area and population, but we have 63 provinces and cities. We say that this also needs to be studied...", the General Secretary added.
