Nearly 60 years of training in revolutionary practice, with a strategic, scientific and dialectical vision, sharp political perspective, always closely linking theory with practical summary, on the basis of creative application and development of Marxism-Leninism and Ho Chi Minh thought, Comrade Nguyen Phu Trong has made many important and outstanding contributions to the construction and completion of our Party's theory and platform on developing the country in the direction of socialism, the Party's and State's guidelines, policies and strategies in many fields of politics, socio-economy, national defense, security and foreign affairs.
The ideological and theoretical contributions of comrade demonstrated through the Party's leadership and direction in resolutions, conclusions, and directives in many fields, as well as through many of his books and works, which have been widely supported by cadres, party members, the masses, and overseas Vietnamese, and highly appreciated by scientists, theorists, and leaders of many countries.
These works have profound theoretical and practical values on socialism and the path to socialism in our country, on building a clean and strong Party, on building a socialist rule-of-law State, on military guidelines and national defense strategies, on Building and developing Vietnam's foreign affairs and diplomacy comprehensive, modern, imbued with the identity of "Vietnamese bamboo", about building an advanced culture, imbued with national identity, about strengthening the great national unity bloc, etc...

Foreign affairs is one of the areas that has left many outstanding marks of Comrade Nguyen Phu Trong. The Party Central Committee, the Politburo, and the Secretariat, under the leadership and direction of Comrade General Secretary, have issued many resolutions, conclusions, and directives on building and perfecting the foreign policy of our Party and State in the period of renovation. In addition to inheriting and promoting the foreign affairs achievements of previous periods and creatively applying Ho Chi Minh's diplomatic thought, the resolutions, conclusions, and directives of our Party on foreign affairs from the 11th Congress to the present have many new developments in thinking, theory, as well as the leadership and practical direction of foreign affairs of our Party headed by Comrade General Secretary.
It can be said that the diplomacy imbued with the identity of the “Vietnamese bamboo tree” that General Secretary Nguyen Phu Trong has repeatedly mentioned in his articles and speeches on foreign affairs is the most general and complete reflection of the core and consistent contents of philosophy, identity, viewpoints, ideology, guiding principles, basic tasks and implementation methods of Vietnamese foreign affairs and diplomacy, based on the foundation of Vietnamese cultural identity and national character forged through thousands of years of building and defending the country, inheriting, applying and creatively developing Marxism-Leninism and Ho Chi Minh's ideology, style and diplomatic art in the current conditions of national development. That identity is “firm roots, strong trunk, flexible branches”, steadfast in principles, but creative, clever and flexible in strategies; united, humane but always determined and persistent in protecting national interests.
A special thing in the 13th term of the Party is that, for the first time in the history of Vietnam's foreign affairs, our Party organized a National Foreign Affairs Conference and the Head of our Party wrote a separate book on foreign affairs " Building and developing a comprehensive and modern Vietnamese foreign affairs and diplomacy, imbued with the identity of "Vietnamese bamboo " , deeply demonstrating the intellectual stature of the General Secretary contributing to the development of thinking, theory and perfecting the foreign policy of our Party.
Under the leadership and direction of the Party Central Committee, the Politburo, and the Secretariat headed by comrade General Secretary Nguyen Phu Trong said that the foreign affairs work of our Party and State has achieved "many important and historic results and achievements, becoming an impressive highlight among the overall results and achievements of the country". Comrade Nguyen Phu Trong, together with the Party Central Committee, the Politburo, and the Secretariat, has creatively applied the Party and State's guidelines, policies, and strategies in directing important foreign affairs issues, properly handling foreign relations, assessing and forecasting the situation closely and accurately, "knowing oneself, knowing the enemy", "knowing the times, knowing the situation", to flexibly "knowing how to be firm, knowing how to be gentle", "knowing how to advance, knowing how to retreat" on the basis of ensuring the highest national interests.
One of the foreign affairs “legacies” bearing the mark of Comrade Nguyen Phu Trong is that we have not only maintained “peace at home and peace at home” to develop the country in the context of the international situation undergoing great and complex changes, but also raised it to a new level with new quality, new strategic content, higher political trust and more substantive and effective cooperation in relations with neighboring countries, leading powers, important partners and traditional friends as well as Vietnam’s new prestige and position on both bilateral and multilateral levels. These achievements have contributed to affirming that “our country has never had such a foundation, potential, position and international prestige as it does today”[1].
Directly participating in high-level foreign affairs activities of our Party and State, the General Secretary always leaves international partners and friends with a good impression of a dynamically developing Vietnam, rich in culture, friendly, upholding justice and reason, respecting international law, behaving reasonably and emotionally, being a loyal friend, a trustworthy partner, an active and responsible member of the international community; of the image of a leader with great prestige, far-sighted vision, sharp thinking, exemplary behavior, sophistication, sincerity, closeness and simplicity.
Regarding the diplomatic sector, General Secretary Nguyen Phu Trong always pays special attention to leadership, direction and affection. In addition to the National Foreign Affairs Conference (December 2021), Comrade Nguyen Phu Trong attended and gave speeches at the Diplomatic Conferences 6 times, including 5 times in his capacity as General Secretary. The content of his speeches at these Conferences provided comprehensive and profound direction for foreign affairs work, creating unity in perception and action of all levels and sectors in synchronously and effectively implementing the Party's foreign policy; at the same time, suggesting many policies and strategic orientations on building and developing the diplomatic sector in a comprehensive, modern and professional direction. Comrade Nguyen Phu Trong is especially interested in directing the work of building a team of foreign affairs and diplomatic cadres with comprehensive qualities, mettle, ethics, qualifications and expertise.
Foreign affairs and diplomatic cadres are honored to accompany and serve Comrade Nguyen Phu Trong in high-level foreign affairs activities. In addition to directly receiving his foreign affairs instructions, they always clearly feel the warm, close, sharing and encouragement of the Party leader not only in work but also in life, especially for diplomatic cadres working far from the Fatherland and homeland. The cadres in the diplomatic sector always remember and absorb the advice of Comrade General Secretary Nguyen Phu Trong, "A good diplomat and foreign affairs activist must first of all be a good politician, always taking the interests of the nation and the regime as the guiding principle in action", "always remember that behind you is the Party, the country, and the People"[2].
Personally, I had the honor to participate in many high-level foreign affairs activities of the General Secretary as well as a number of occasions to directly report to him on foreign affairs work. Like many cadres who have worked and interacted with General Secretary Nguyen Phu Trong, I clearly sensed from him a leader who is both dedicated and visionary, passionate about revolution, and has pure ethics; very steadfast in principles, but very creative and flexible; very intelligent, erudite in both theory and practice, with scientific methods, but simple, humble, listening, close, friendly, optimistic... Perhaps hidden deep within comrade Nguyen Phu Trong are the good qualities of the cultural identity and character of the Vietnamese people, constantly cultivating and following the ideology, morality, and style of Ho Chi Minh, indomitable will but peaceful, valuing love, valuing righteousness, promoting consensus, solidarity within the entire Party, the entire people and international solidarity, all are friends, partners for a world of peace, cooperation and mutual development. All of these factors have created the qualities and personality of a loyal, intelligent, and highly prestigious leader of our Party, State, and People, who is respected by international friends.
General Secretary Nguyen Phu Trong has passed away with his revolutionary predecessors, but the legacy he left behind is extremely valuable to the revolutionary cause of our Party and nation. Under the light of the Party's foreign policy and Ho Chi Minh's diplomatic ideology, inheriting and promoting the country's foreign affairs achievements, following the example of General Secretary Nguyen Phu Trong, the entire diplomatic sector is making every effort to strongly promote the pioneering role of foreign affairs, striving and training to continue to make worthy contributions to the country's innovation, development and protection of the Fatherland.
