Although it has only been a year since its establishment and operation, many provincial Steering Committees on anti-corruption and negativity have made great efforts and determination, gained valuable experiences and good practices that need to be promoted and replicated; however, there are also some places where operations still have difficulties and obstacles that need to be resolved.

This conference is an opportunity to exchange and share experiences; provide guidance and discuss to find solutions to further improve the operational efficiency of provincial Steering Committees and the fight against corruption and negativity at the local and grassroots levels.

Based on the report and comments made at the conference, General Secretary Nguyen Phu Trong summarized and emphasized some causes and 5 lessons learned.

Regarding the requirements, tasks and solutions to further improve the operational efficiency of the Provincial Steering Committee and the work of preventing and combating corruption and negativity at the local and grassroots levels in the coming time, General Secretary Nguyen Phu Trong emphasized the need to thoroughly grasp and have a deeper understanding of the position, role, functions, tasks and powers of the Provincial Steering Committee; must operate in a disciplined, methodical and substantial manner, in accordance with its functions and tasks; and work efficiency must be increasingly high.

The Provincial Steering Committee is established by the Standing Committee of the Provincial Party Committee and the Municipal Party Committee, and is responsible to the Standing Committee of the Provincial Party Committee and the Municipal Party Committee and the Central Steering Committee for leading, directing and organizing the implementation of the work of preventing and combating corruption and negativity in the locality. The Provincial Steering Committee is the "extended arm" of the Central Steering Committee, with the function of directing, coordinating, urging, inspecting and supervising the work of preventing and combating corruption and negativity in the locality.

“Therefore, it is necessary to grasp the functions and tasks, organize the work and activities of the Steering Committee in a very scientific, strict, methodical, and orderly manner, ensuring substance and specific and clear results, avoiding ostentation, formality, "establishing for the sake of it", "going with the flow"; especially avoiding the situation of "the elephant's head and the mouse's tail", when it was launched, it was boisterous, but then it became sparse and gradually cooled down", the General Secretary emphasized.

General Secretary Nguyen Phu Trong pointed out that there must be a systematic and strict working program, plan and regulations; regular inspection and supervision; clear assignment of tasks to members of the Steering Committee; at the same time, promptly develop and promulgate all internal working regulations and procedures, strictly comply with the working regime; after each session, there must be a conclusion notice and direction, urging the implementation to bring about specific results, so that cadres, party members and people can see the clear changes through each session, meeting of the Steering Committee, Standing Committee of the Provincial Steering Committee.

General Secretary Nguyen Phu Trong requested that we must further promote the sense of responsibility, resolutely fight against corruption and negativity; and not rely on superiors.

The General Secretary noted that it is necessary to continue to direct the further enhancement of the responsibility of Party committees, the vanguard and exemplary nature, and persistently build a culture of integrity among cadres and Party members; direct the rectification and overcoming of the fear of mistakes, shirking, avoidance, and half-hearted work of a number of cadres and Party members, especially leaders and managers at all levels; continue to direct the better implementation of the work of building and rectifying the Party and the political system; prevent and repel the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation"; and strongly fight against individualism, selfishness, and group interests.

Party committees and organizations must have a high fighting spirit; proactively prevent, self-detect and handle corrupt and negative acts. Heads of Party committees and organizations and collective leaders of agencies, organizations, units and localities must always be exemplary and resolute; self-reflect and self-correct; match words with actions; directly lead and direct, proactively prevent, promptly detect and strictly handle corrupt and negative acts; avoid the situation of "holding a torch to rub other people's feet with dirt on your own feet!".

Each member of the Steering Committee, Party committees and Party organizations needs to identify key areas and areas, places with many public opinions, reflections, petitions and letters about corruption and negativity to focus on leadership and direction; improve the effectiveness of self-inspection, detection and handling of corruption and negativity within the organization; strictly handle agencies, organizations, units and individuals that avoid, condone, cover up and assist corruption and negativity.

“If any agency, unit or locality fails to detect corruption or negative acts through self-inspection and supervision, but later the Central inspection, supervision, audit and audit teams detect corruption or negative acts, the head of the Party Committee, Party organization, agency, unit or locality must take responsibility and must be severely disciplined,” said the General Secretary.

General Secretary Nguyen Phu Trong pointed out that it is necessary to focus on leading and directing the building of a culture of integrity, no corruption, and no negativity among cadres, party members, civil servants, public employees and the people. First of all, it is necessary to build awareness of self-discipline and strict implementation of Party regulations and State laws on preventing and combating corruption and negativity; proactively handle conflicts of interest; develop and implement codes of conduct and professional ethics; criticize, condemn, and actively fight against corruption and negativity; respect integrity and honor; feel ashamed when they and their relatives are involved in corruption and negativity. Each cadre and party member must uphold the responsibility of setting an example, be self-conscious in cultivating and training ethics; strictly implement Party regulations on setting an example, on things that party members are not allowed to do; the higher the position of the cadre, the more pioneering and exemplary they must be.

The General Secretary emphasized that it is necessary to fight against the idea of ​​retreat, believing that if the fight against corruption and negativity is too strong, it will hinder development and discourage creativity; eliminate manifestations of "holding back", "defending", "shielding", keeping safe, avoiding, shirking responsibility, and being afraid of making mistakes among a number of cadres and civil servants, especially leaders and managers at all levels.

"If anyone has that idea, please step aside soon and let someone else do it," the General Secretary once again stated clearly.

Strictly handle violations early and from afar

General Secretary Nguyen Phu Trong requested to focus on directing the timely detection and handling of weak links, difficulties, and bottlenecks; urgent and pressing issues of public concern; and create more positive changes in the detection and handling of corruption and negativity at the local and grassroots levels.

First of all, it is necessary to continue to direct the strengthening of inspection, supervision, investigation, settlement of complaints, denunciations, recommendations, and reflections on corruption and negativity to promptly detect and strictly handle violations early and from afar, not allowing small violations to accumulate into major violations. Combine the inspection and supervision of Party committees, Party organizations, and Inspection Committees at all levels with strengthening and improving the effectiveness of inspection and supervision by the Provincial Steering Committee and Party advisory and support agencies; focus on areas prone to corruption and negativity or areas with public opinion about corruption, negativity, and degradation of political ideology, ethics, and lifestyle.

“When violations are discovered, they must be dealt with resolutely, strictly, and synchronously between Party discipline, State and organization administrative discipline, and criminal handling; there are no forbidden zones, no exceptions, regardless of who the person is and they must not be subject to the corrupt influence of any organization or individual,” said the General Secretary.

Resolutely direct and strictly handle officials, civil servants and employees who harass, extort and cause trouble for people and businesses; overcome by all means the evil of "petty corruption", causing resentment in society, hurting people's feelings and trust.

“Really respecting and promoting the people's right to mastery is a strategic policy, a fundamental issue in our Party's guidelines. Whatever is beneficial to the people, we must do our utmost to do; whatever is harmful to the people, we must avoid at all costs. We must love and respect the people so that the people will love and respect us, as Uncle Ho taught,” General Secretary Nguyen Phu Trong emphasized.

The General Secretary noted that it is necessary to focus on leading and directing the early detection and timely and strict handling of corruption and negative cases and incidents; especially directing the removal of difficulties and obstacles, speeding up the investigation, prosecution and trial of cases under the supervision and direction of the Central Steering Committee and the Provincial Steering Committee. In particular, it is necessary to focus on directing and coordinating the final handling of cases and incidents related to Viet A Company, AIC, FLC, Van Thinh Phat, vehicle inspection and cases and incidents related to leaders and managers at all levels, contributing to the good preparation of personnel for the Party Congresses at all levels in the next term; resolutely not allowing personnel with violations, corruption and negativity to enter Party committees at all levels.

General Secretary Nguyen Phu Trong pointed out that leadership and direction should further promote the role of agencies, elected representatives, the Vietnam Fatherland Front and socio-political organizations, the press and the people in the fight against corruption and negativity; strengthen and further enhance the effectiveness and efficiency of the supervision activities of People's Councils at all levels; the role of supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations. Heads of Party committees and authorities at all levels must enhance accountability, strictly implement the regulations of the Party and State on receiving and dialogue with citizens; receive and promptly direct the resolution of issues reflected, recommended, complained and denounced by the people, especially those related to the ethics and lifestyle of officials and Party members. Provincial Steering Committees need to set up hotlines or appropriate methods to receive information from the people on the fight against corruption and negativity.

The General Secretary emphasized that it is necessary to continue advising, directing, and perfecting the organizational apparatus, improving the capacity and operational efficiency of the Steering Committee, the Standing Agency, and functional agencies in the work of preventing and combating corruption and negativity.

The General Secretary noted: “The members of the Steering Committee must first of all be truly exemplary, clean, honest, brave, upright, and not be tempted by any interests and not be afraid of any impure obstacles; dare to speak, dare to act, and resolutely act for the common good. If you comrades are not exemplary, restrain yourself, and get involved in corruption and negativity, who can you talk to? Who can you handle? Therefore, we must constantly pay attention to perfecting the Steering Committee, promptly adjust and replace weak members who do not meet the requirements.”

The Provincial and Municipal Party Committees' Internal Affairs Committees - the Standing Body of the Steering Committee must strive to affirm their position and role as the center connecting and coordinating between functional agencies in advising on leadership and directing the work of preventing and combating corruption and negativity in localities; strengthen coordination and improve the effectiveness of functional agencies in preventing and combating corruption and negativity, strictly and effectively implement regulations on power control, preventing and combating corruption and negativity in inspection, examination, control, investigation, prosecution, trial, and execution of judgments...

General Secretary Nguyen Phu Trong requested and directed the development and completion of regulations and rules to effectively prevent negative and unhealthy impacts on the operations of these agencies; must pay attention to directing the development of a team of cadres working in the field of corruption prevention and control who are truly courageous, truly honest and clean; not subject to any impure pressure from any organization or individual; and not subject to any temptation or bribery from criminals. At the same time, there must be a reasonable remuneration policy, creating favorable conditions and motivation for the team of cadres working in the field of corruption prevention and control to strive, wholeheartedly and wholeheartedly with their work.

“We must prevent and fight corruption and negativity, and practice integrity right in the agencies that prevent and fight corruption and negativity,” the General Secretary reiterated.

The General Secretary affirmed, "Preventing and combating corruption and negativity is an extremely difficult and complicated battle, but with the participation of the entire political system, the consensus and support of the people, corruption and negativity will definitely be prevented and pushed back, because "There is still a way to climb a high mountain. There is still a way to go, no matter how dangerous the road is". That is the spirit and we must promote it more strongly, more resolutely, and more effectively".
