On July 21, at the Party Central Committee headquarters, General Secretary Nguyen Phu Trong chaired a meeting of the Politburo and the Secretariat to give opinions on the Report on the socio-economic situation in the first 6 months of the year, tasks and solutions for the last 6 months of 2023.
After listening to the Government Party Committee's report and comments from agencies, the Politburo and the Secretariat discussed and agreed, basically agreeing with the comments and assessments of the socio-economic situation in the first 6 months of the year according to the report of the Government Party Committee.
Macroeconomic stability has been maintained. Inflation has been controlled. Major balances have been ensured, public debt, government debt, and state budget deficit have been well controlled. Solutions to promote growth have been resolutely implemented. Overall, economic growth in the first 6 months reached 3.72%.
The work of perfecting mechanisms, policies, laws, reforming administrative procedures, and improving the investment and business environment continues to be promoted. The progress of strategic and important national projects and works is being accelerated. The fields of culture, society, labor, employment, social security and people's life continue to be focused on. High-performance sports have achieved many results.
The work of preventing and combating corruption and negativity; practicing thrift and combating waste continued to receive attention and promotion. Independence, sovereignty and territorial integrity were maintained. Political and social stability; national defense, security, order and social safety were ensured. Foreign affairs and international integration were implemented synchronously, flexibly and creatively, contributing to maintaining a peaceful environment and effectively mobilizing external resources to serve national development.
However, due to the world economy continuing to face many difficulties and risks, slow recovery of global trade, increasingly complicated geopolitical situation, along with some domestic limitations, difficulties and obstacles, economic growth has not reached the set target. In particular, the industrial and construction sectors have low growth. Production and business activities in many fields have decreased.
Administrative procedures in some areas are still cumbersome and complicated. Some officials are afraid of responsibility, afraid of making mistakes, shirk responsibility, and avoid solving tasks within their authority. Some mechanisms, policies, and legal regulations are still inconsistent, overlapping, and lacking unity; decentralization and delegation of authority are still entangled.
The shortage of electricity, medicine, supplies and medical equipment has not been completely resolved. The labor and employment situation in some localities and fields, and the lives of some people are still facing difficulties. The security, order, social safety and crime situation in some areas still has potential complex factors, especially cyber security, drugs, black credit, etc.
The Politburo basically agreed on the main tasks and solutions for the last 6 months of the year, and emphasized a number of contents: Continue to effectively implement the resolutions and conclusions of the Central Committee, the Politburo, the National Assembly, and the Government; Urgently and resolutely focus on reviewing and perfecting policies and laws; Promote decentralization and delegation of power associated with appropriate resource allocation and strengthen inspection, supervision, and control; Continue to review and arrange a streamlined, effective, and efficient apparatus.
The Politburo emphasized continuing to consistently implement the goal of maintaining macroeconomic stability, controlling inflation according to set targets, promoting growth and ensuring major balances of the economy.
Closely monitor and accurately forecast the world and domestic situation, promptly respond with policies to emerging situations. Continue to implement fiscal policies with focus and key points, focusing on supporting businesses and people to reduce cost pressure and promote production.
Monetary policy must be proactive, flexible, timely, effective, closely coordinated with fiscal and business policies, increasing access to capital to create growth momentum; reviewing, perfecting and effectively implementing specific mechanisms, policies and solutions to support businesses and people in recovering and developing production and business, and consolidating and promoting growth momentum.

The Politburo requested to resolutely and effectively implement the tasks and solutions of the socio-economic recovery and development program and the three national target programs. Strongly promote the disbursement of public investment capital; have effective solutions to ensure that the corporate bond, real estate, bank credit, securities, science and technology markets operate safely, healthily and sustainably; ensure the supply of gasoline and electricity for production and consumption.
Promote domestic consumption production along with diversifying markets and export products; focus on quickly and effectively handling problems related to value-added tax refunds, medicines, medical supplies, regulations on petroleum trading, fire prevention and fighting; implement the VIII power planning.
Develop new growth drivers of the economy, maximize external support resources to promote innovation, develop the digital economy, and digital transformation; accelerate the completion of national digital infrastructure; complete strategies and policies for the development of industries, new energy, and green transformation; complete the legal framework for developing the carbon credit market.
The Politburo noted that social security and welfare work should be done well; ensuring stable living conditions for people, especially unemployed workers. Developing the labor market, strengthening the connection between supply and demand; supporting employers to maintain jobs, and providing vocational training in the production sector...
Focus on comprehensive and synchronous development of cultural fields, ensuring harmonious connection between economic development and culture and society; focus on building a healthy cultural environment; link cultural development with tourism development; promote the implementation of the new general education program, actively and proactively prepare for the new school year; completely resolve the situation of local surplus and shortage of teachers. Improve the quality of medical examination and treatment; do a good job of disease prevention and control; pay attention to caring for the material and spiritual life of the people, especially ethnic minorities.
Maintain independence, sovereignty, unity and territorial integrity; maintain political security, social order and safety, ensure security and order at the grassroots level, avoid being passive or surprised. Improve the effectiveness of foreign affairs activities, proactively and actively integrate into the international community, maintain a peaceful and stable environment.
The Politburo emphasized further strengthening the prevention and fight against corruption, negativity, group interests, practicing thrift, fighting waste, resolving complaints and denunciations; speeding up the investigation and handling of cases and incidents directed and monitored by the Central Steering Committee on the Prevention and Fight against Corruption and Negativity.
Information and communication work needs to be strengthened, especially policy communication, contributing to promoting the spirit of great national unity, consolidating trust, maintaining the psychology of the market, businesses, and investors; focusing on the fight against bad, toxic, untrue information, and anti-Party and State information.
