On the afternoon of September 19, at the Party Central Committee Headquarters, General Secretary and President To Lam warmly received Cuban Ambassador to Vietnam Orlando Nicolas Hernandez Guillen.

General Secretary, President To Lam conveyed his thanks to First Secretary and President of Cuba Miguel Diaz-Canel for Cuba's willingness to send experts and doctors to Vietnam to help overcome the severe consequences caused by Typhoon Yagi in Vietnam.
General Secretary and President To Lam expressed his satisfaction with the positive developments between the two countries; affirmed that Vietnam consistently attaches importance to the special solidarity and friendship between the two parties, the two countries and the two peoples. General Secretary and President To Lam thanked First Secretary and President Miguel Diaz-Canel for his invitation to pay a State visit to Cuba, expressing his hope that the visit will consolidate trust, further tighten solidarity and close ties between the two peoples; enhance the effectiveness of cooperation, and bring Vietnam-Cuba relations to a new stage of substantial and sustainable development.
Ambassador Orlando Nicolas Hernandez Guillen expressed his emotion at meeting General Secretary and President To Lam again right before the historic symbolic visit between the two countries; affirming that the Party, State and People of Cuba always follow and appreciate the achievements of nearly 40 years of renovation under the leadership of the Communist Party of Vietnam headed by General Secretary and President To Lam, as well as the lessons and experiences in leading socio-economic development, expanding foreign relations, and proactively integrating into the international community of Vietnam, not only strengthening the country's overall strength but also enhancing Vietnam's prestige and international position in the region and the world.
Ambassador Orlando Nicolas Hernandez Guillen affirmed that the Cuban High-Level Leaders and People are looking forward to welcoming General Secretary and President To Lam and his wife, along with the high-level delegation of the Vietnamese Party and State, to Cuba on a State visit; affirming the will and readiness of the Cuban High-Level Leaders to continuously consolidate and tighten the special historical relationship between the two Parties, two States and two peoples. The Ambassador firmly believes that the important success of the visit will contribute to creating a strong impetus for the bilateral relations in the coming time.
On this occasion, General Secretary and President To Lam respectfully asked the Ambassador to send his closest revolutionary and fraternal greetings to First Secretary and President Miguel Diaz-Canel Bermudez, Revolutionary Leader Raul Castro Ruz and other senior leaders of the Party and State of Cuba.
