Regarding the improvement of the effectiveness of information, propaganda and education work on preventing and combating corruption and negativity, the General Secretary and President said that this is also very important because many people still think that whose corruption and negativity are, where is it, in the Central Government? In fact, corruption is right next to us, in front of our eyes every day, every hour, everyone must be responsible.
"Continue to improve the effectiveness of the Central Steering Committee on preventing and combating corruption and negativity. The Steering Committee has learned lessons and now the Steering Committee is also concerned with the issue of waste to point out the responsibility for why the project took so long to complete and why it was so wasteful, only then can the problem be solved" , said General Secretary and President To Lam.
At the conference, voter Nguyen Thi Minh Phuong raised the issue that at commune-level Party Committee offices, the work is increasingly demanding in terms of qualifications, capacity and a high sense of responsibility, however, the current positions and allowances are not commensurate.
To help this team feel secure in their work, contribute to improving the effectiveness of leadership activities of local Party committees and strengthening Party building at the grassroots level, voters request the Party Central Committee, relevant departments, ministries and branches to study, review and amend the Party Charter and the Law on Cadres and Civil Servants, and propose to add the title of Party Committee Office to commune-level civil servants.
Regarding this issue, General Secretary and President To Lam said that for office staff at Party committees, according to the regulations of the Secretariat, implementing the Party Charter stipulates that Party organizations at the grassroots level do not establish specialized advisory agencies; stipulates that Party committees at all levels assign Party committee members to be in charge of concurrently holding office, propaganda, organization, inspection, and mass mobilization work, and all members hold concurrently.
"There is no such thing as joining the Party Committee and then becoming a leader, then saying "I won't do this anymore", having to have someone to help then becoming a permanent employee. That is not in accordance with regulations. Party Committee comrades must assign tasks. Regulations are very clear about such matters to streamline the payroll, so cadres have no choice but to hold concurrent positions" , said the General Secretary and President.
At the meeting, General Secretary and President To Lam also answered voters' suggestions related to the issuance of appropriate management mechanisms to promote the role and responsibility of the State, investors and people in urban development management and issues arising related to regulations on standards for Principals and Vice Principals of secondary schools and inter-level schools. At the same time, he requested the National Assembly Delegation of Hung Yen province to fully absorb and submit to the National Assembly at the upcoming 8th session and assign a number of central ministries and branches to consider and resolve according to their authority.
