On the morning of September 30, General Secretary and President To Lam left Hanoi for a state visit to Mongolia and Ireland, to attend the 19th Francophone Summit, and to pay an official visit to the French Republic.

At the invitation of Mongolian President Ukhnaagiin Khurelsukh, Irish President Michael D. Higgins and French President Emmanuel Macron, on the morning of September 30, General Secretary and President To Lam and a high-ranking Vietnamese delegation left Hanoi for a state visit to Mongolia and Ireland, to attend the 19th Francophone Summit and to pay an official visit to the French Republic from September 30 to October 7.

The State visit to Mongolia, Ireland, attendance at the Francophone Summit and official visit to France by General Secretary and President To Lam aims to reaffirm the foreign policy of independence, self-reliance, multilateralization, diversification, proactiveness and activeness in comprehensive and extensive international integration, while also demonstrating the high regard of the Party and State of Vietnam for the traditional friendship between Vietnam and Mongolia, the friendship and multifaceted cooperation between Vietnam and Ireland, the Vietnam-France strategic partnership and the desire to elevate and deepen cooperation frameworks in line with the new situation and the interests of the countries./.
