1. At the invitation of Malaysian Prime Minister Dato' Seri Anwar Ibrahim, General Secretary of the Central Committee of the Communist Party of Vietnam To Lam and his wife paid an official visit to Malaysia from November 21 to 23, 2024.
2. During the visit, General Secretary To Lam held talks with Malaysian Prime Minister Dato' Seri Anwar Ibrahim; met with Speaker of the House of Representatives Tan Sri Dato' Dr Johari bin Abdul; President of the Senate Dato' Awang Bemee Awang Ali Basah; received Deputy Prime Minister and Minister of Rural Development, President of the United Malays National Organisation (UMNO) Dato' Seri Dr Ahmad Zahid Hamidi; met with the Vietnamese community in Malaysia and visited a number of economic and cultural centers in Malaysia.
3. During the talks with Malaysian Prime Minister Dato' Seri Anwar Ibrahim, in an atmosphere of sincerity and trust, the two leaders expressed their satisfaction with the extensive cooperation between Vietnam and Malaysia that has gone through more than 50 years of construction and development (1973-2024), overcoming ups and downs in history and growing stronger. Since upgrading bilateral relations to Strategic Partnership in 2015, the cooperation between the two countries has been continuously consolidated and developed deeply, achieving important achievements both bilaterally and multilaterally, on the basis of mutual understanding and trust, a common vision of security, prosperity, sustainable development in the region and cultural and historical similarities as well as deep ties between the two peoples.
4. Based on the achieved results and realizing that the Vietnam-Malaysia relationship is at a mature stage with many opportunities and potentials suitable for moving to new heights, the two leaders decided to upgrade the Vietnam-Malaysia relationship to a Comprehensive Strategic Partnership, marking the historical significance of this visit.
5. By declaring the establishment of the Comprehensive Strategic Partnership, the two Governments affirm their commitment to support each other on the development path of each country, continue to consolidate and enhance friendly cooperation and political trust between the two countries on the basis of respect for international law, independence, sovereignty, territorial integrity and each other's political institutions. The directions and measures to implement the Comprehensive Strategic Partnership are consistent with the socio-economic situation, laws and regulations of each country and the principle of non-interference in each other's internal affairs.
6. The two sides agreed on directions to further deepen and elevate the relationship in all fields, especially breakthrough measures to enhance connectivity, remove difficulties and expand cooperation; open a new chapter in bilateral cooperation for peace, stability, sustainability, inclusiveness and common prosperity; and for a united, self-reliant and prosperous ASEAN Community, with the main pillars including:
– Strengthen trust and cooperation in politics, defense, security, law and justice, create a solid foundation for relations, contribute to ensuring a peaceful and stable environment for development: through increasing delegation exchanges and cooperation at all levels and channels to further deepen relations between the Communist Party of Vietnam and political parties of Malaysia, as well as between the Governments, National Assemblies and people of the two countries; effectively implement existing mechanisms, and at the same time study and establish cooperation mechanisms suitable to cooperation needs in the new context;
– Strengthening economic ties towards sustainable growth, contributing to common development and prosperity: Promoting connectivity between the two economies through cooperation and mutual support; striving to soon bring bilateral trade turnover to 18 billion USD or higher, in a balanced and mutually beneficial direction; exchanging information on regulations and policies related to potential import and export items of each country; strengthening cooperation in developing the Halal industry; encouraging enterprises of one country to expand investment in the other country's market; committing to ensuring benefits from oil and gas cooperation and considering establishing a mechanism for joint development of cooperation in overlapping areas, if any;
– Strengthen cooperation in new areas (such as green economy, innovation, science and technology, digital transformation, green energy, etc.) and increase close ties between the two countries in other important areas (cooperation in education, training, human resource development, labor, culture, sports, tourism and people-to-people connection, etc.) to realize the goal of sustainable development;
– Actively support each other and coordinate closely on regional and international issues for common peace, security and stability: Strengthen coordination and mutual support at multilateral forums, especially ASEAN, the United Nations, the Non-Aligned Movement, the Asia-Pacific Economic Cooperation Forum (APEC)…; promote stronger development and breakthroughs of ASEAN in the coming years to realize the ASEAN Community Vision 2045 and beyond; support sub-regional cooperation and connectivity, including the Mekong sub-region.
7. To implement the Comprehensive Strategic Partnership, the two leaders agreed to assign the two Ministries of Foreign Affairs to coordinate with relevant ministries/sectors of the two countries to develop an Action Plan to implement the above-mentioned pillars for discussion at the Joint Committee Meeting on Economic, Scientific and Technical Cooperation co-chaired by the Foreign Ministers of the two countries. The two sides also agreed to review and negotiate new cooperation agreements at an appropriate time to create strong momentum and a solid foundation for future cooperation.
8. General Secretary To Lam affirmed that Vietnam will continue to support Malaysia's role as ASEAN Chair in 2025, and reaffirmed Vietnam's commitment to continue to work closely with Malaysia and all ASEAN member countries towards the realisation of the ASEAN Community Vision 2025, through promoting inclusive growth, sustainable development and enhancing regional cooperation. The two sides stressed the importance of maintaining peace, stability and prosperity in the region, and pledged to strengthen cooperation in areas of mutual concern, contributing to ASEAN's solidarity, centrality and resilience. The two sides also reaffirmed their commitment to further promoting equitable, inclusive and sustainable development of the ASEAN Community through linking sub-regional development with comprehensive ASEAN development.
9. The leaders reiterated ASEAN's consistent stance on the East Sea and reaffirmed their commitment to continue close coordination to maintain peace, security, stability, safety and freedom of navigation and overflight in the East Sea; to peacefully resolve disputes, without the threat or use of force, in accordance with universally recognized principles of international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).
10. The two leaders reaffirmed the importance of all parties concerned exercising self-restraint and refraining from activities that could escalate tensions and affect peace and stability in the East Sea; calling for the full and effective implementation of the Declaration on the Conduct of Parties in the East Sea (DOC); and creating a favorable environment for negotiations on an effective and substantive Code of Conduct in the East Sea (COC) in accordance with international law, including the 1982 UNCLOS.
11. General Secretary To Lam sincerely thanked the Government and People of Malaysia for the warm, friendly and respectful reception given to the delegation. General Secretary To Lam respectfully invited Prime Minister Dato' Seri Anwar Ibrahim to visit Vietnam again at a mutually convenient time. Prime Minister Dato' Seri Anwar Ibrahim happily accepted the invitation.
