I am very pleased, on behalf of the National Assembly of the Socialist Republic of Vietnam and the Vietnamese people, to warmly welcome the President, the Secretary General of the Inter-Parliamentary Union (IPU), the President of the IPU Young Parliamentarians Forum, the delegations of member and observer parliaments, and invited guests to the 9th Global Conference of Young Parliamentarians held in Hanoi - the city for peace, the thousand-year-old capital of Vietnam.
Vietnam proposed the initiative and was honored and proud to be selected by the Inter-Parliamentary Union (IPU) as the host country for the 9th Global Meeting of Young Parliamentarians. Following the success of the 132nd IPU Assembly (2015), the 26th APPF Conference (2018) and the 41st AIPA General Assembly (2020), the Vietnamese National Assembly's hosting of this Global Meeting of Young Parliamentarians continues to affirm Vietnam's active, proactive and responsible participation in the IPU; at the same time, it shows Vietnam's priority and special attention to youth and current global issues of young people.

Ladies and gentlemen,
After 37 years of implementing the Doi Moi process, since 1986, Vietnam has achieved important, quite comprehensive and historic achievements. Vietnam has achieved miracles in building new rural areas and sustainable poverty reduction, is a bright spot in implementing the Millennium Development Goals and the United Nations Sustainable Development Agenda SDGs by 2030, and has committed to achieving zero net emissions by 2050. Economic growth has reached a high level of about 6%/year. The GDP scale in 2022 at current prices ranks 38th in the world, if calculated by purchasing power parity (PPP), according to the IMF, ranks 10th in Asia and 24th in the world. Total import-export turnover in 2022 reaches nearly 735 billion USD, ranking in the Top 20 countries with the largest foreign trade turnover globally. Vietnam has also been very successful in attracting FDI, with more than 37,000 foreign investment projects from 143 countries and territories to date, with a total registered capital of nearly 450 billion USD.
Vietnam has identified two 100-year development goals for the country, striving by 2030 (the 100th anniversary of the founding of the Communist Party of Vietnam): Vietnam is a developing country with modern industry and high average income; By 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam: Becoming a developed country with high income.
Ladies and gentlemen,
We are entering the third decade of the 21st century with countless unpredictable events. For the first time, the whole world has experienced a Covid-19 pandemic of unprecedented scale, with losses far beyond all predictions. It can be said that never before has the international political, economic and security environment faced so many difficulties and challenges at the same time as it does today. The persistent and complicated impacts of the pandemic, combined with geopolitical tensions and conflicts; competition, strategic separation, fluctuations and instability in the food, energy, financial and monetary markets, decline in investment, and disruption of supply chains... have erased many achievements in poverty reduction and development over the past decades and are causing many enormous and multi-dimensional difficulties, both short-term and long-term, for many countries around the world; the implementation of the United Nations Sustainable Development Agenda SDGs is slowing down, making it difficult to achieve the goals. Besides, non-traditional security issues, especially the negative impacts of climate change, are directly affecting the people, security and development of every country.
But we still have the right to be optimistic and hopeful about the future. Peace, cooperation and development are still the flow, the big trend. The world has overcome the Covid-19 pandemic. The pandemic does not make us collapse but makes us more united and stronger. The trends of digital transformation, green transformation, and innovation are being promoted and spread widely. While globalization is facing difficulties, a series of new economic cooperation and linkage initiatives at both the regional and global levels continue to be accelerated. A world without war and a world without hunger and poverty is the desire and common denominator of global cooperation efforts.
Ladies and gentlemen,
With the theme “The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation” and thematic discussion sessions being (i) Digital transformation, (ii) Innovation and entrepreneurship and (iii) Promoting respect for cultural diversity for sustainable development, I propose that delegates attending the Conference exchange and discuss the following main contents:
Firstly, what needs to be done and how to comply with and ensure international law and the United Nations Charter is a key condition to maintain and foster peace, cooperation and sustainable development.
Second, the role of developed countries, international organizations, the business community and young people in solving global issues such as: sustainable and safe digital transformation; equitable energy transition, adaptation to climate change and strong dissemination of the spirit of entrepreneurship and innovation.
Third, to make people and businesses truly the center of all decisions in the development process, both the goal and the driving force and the fundamental resource among all resources, what and how do we need to continue to do in planning, enforcing laws and organizing actions towards people's happiness?
Fourth, promote cultural and human values in sustainable development, promote respect for cultural diversity in the context of the fourth industrial revolution; strengthen cooperation in innovating economic operations, increase labor productivity, create new driving forces for economic growth, and at the same time, help state agencies operate more transparently and effectively on the digitalization roadmap, in order to narrow the development gap and ensure national sovereignty as well as personal privacy in cyberspace.
Fifth, IPU is requested to consider establishing a global network of young parliamentarians on innovation to exchange and learn from each other's experiences.

President Ho Chi Minh - the genius leader of the Vietnamese people, a world cultural celebrity, used the image of Spring - the most beautiful season of the year to talk about Youth: "A year begins in Spring. A life begins in youth. Youth is the Spring of society." He also affirmed: "Youth is the future master of the country. The country's prosperity or decline, weakness or strength depends largely on the youth." Youth, the youth is the force that shouldered the mission and historical responsibility in the integration and development of each country and the common prosperity of the world. I believe that each young parliamentarian from member parliaments will promote their intelligence, youth, creativity, responsibility and enthusiasm to actively contribute to the success of the Conference.
With that strong conviction, I am pleased to declare open the 9th Global Conference of Young Parliamentarians.
