Today, I am very happy and excited to join comrade Nguyen Huu Dung, Vice Chairman of the Central Committee of the Vietnam Fatherland Front and delegates to attend the 12th Congress of the Vietnam Fatherland Front of Ho Chi Minh City, term 2024 - 2029. First of all, I would like to send my respectful greetings, health wishes and congratulations to the Secretary of the City Party Committee, leaders and former leaders of the city through the periods, distinguished delegates and people of Ho Chi Minh City for the great success of the Congress.
Dear delegates, dear Congress!
I highly agree with the draft reports presented at the Congress. Next, I would like to address the Congress on the following four groups of contents:
- First, about the general situation of the country
In the context of the world and the region with many fluctuations, complexities, unpredictability, fierce competition between major powers, the Russia - Ukraine conflict, the outbreak of the Covid-19 pandemic, causing serious consequences. However, under the wise leadership of the Party, the drastic, flexible and effective management of the Government and the Prime Minister, the companionship of the National Assembly, combined with the belief and strength of the great national unity, our country has overcome many difficulties and challenges, continuing to achieve many important and comprehensive results. The economic growth rate reached about 5.7-5.9%/year, which is high compared to the region and the world; GDP per capita at the end of the 13th Party Congress term will reach about 4,900 USD. The implementation of 3 strategic breakthroughs achieved positive results, especially the development of synchronous and modern infrastructure; the development of culture, people, and the implementation of social justice progress has made much progress; Social security has been ensured, supporting 68 million people affected by the Covid-19 pandemic; timely support for people affected by natural disasters and floods; a step of salary reform has been implemented. The fight against corruption and negativity has achieved many important results. National defense and security have been strengthened; social security, order and safety have been ensured. Foreign affairs and international integration have achieved many impressive results, Vietnam's position and prestige in the international arena have been enhanced.
The work of Party building and rectification has achieved positive and comprehensive results. The Party's leadership and governance capacity has been enhanced. The people's trust in the Party and the State has increased, and the tradition and strength of the great national unity bloc have been constantly consolidated and enhanced.
That result is the effort of the entire Party, the entire people, and the entire army, including the worthy contribution of the intelligence and efforts of the Party Committee, the government, the armed forces, and the people of Ho Chi Minh City. I respectfully request the entire Congress to congratulate the great achievements our country has made in the recent past.
2. Second, On the results of implementing the Resolution of the 11th Congress of the Vietnam Fatherland Front of Ho Chi Minh City, term 2019-2024
In the past term, with the attention and correct and regular leadership of the Standing Committee and the Standing Committee of the City Party Committee; the coordination and facilitation of the People's Council, People's Committee, and the National Assembly Delegation of Ho Chi Minh City; the unified coordination of actions of socio-political organizations and member organizations, the Vietnam Fatherland Front from the city to districts, communes, and wards has closely followed its functions and tasks, strived to achieve positive and comprehensive results; basically completed the goals and tasks set by the 11th City Congress of the Vietnam Fatherland Front. The political report has mentioned everything, I would like to emphasize the following 3 outstanding results:
(1) , The Vietnam Fatherland Front of the city has promoted the spirit of great solidarity, creativity, and affection of all classes of people, fought steadfastly, overcame the Covid-19 pandemic, and minimized the damage caused by the disease. In particular, the Vietnam Fatherland Front has done a good job of propaganda and mobilizing people to agree and support social distancing measures, vaccination, especially mobilizing over 7,000 billion VND to support hundreds of thousands of people in difficulty, the weak, the elderly, orphans... Not only taking care of the people of the city but also taking care of all those in other provinces and cities who are "stuck" in the city during the epidemic. In the "tribulation", many good, creative, and warm-hearted ways have emerged. The efforts of the city's Fatherland Front at all levels have been recognized by Party committees, authorities, and people. Once again proving the immortal truth: "It is a hundred times easier to endure without people, and a thousand times harder to accomplish with people."
(2), The Vietnam Fatherland Front of the city has done a good job of gathering people from all walks of life; sincerely listening to people speak, speaking so that people understand, making people believe, truly being a solid bridge between the Party, the State and the people. Playing a good political core role, promoting people's mastery to participate in building a strong Party and State government. In the conditions of isolation to prevent and fight the Covid-19 pandemic, it has coordinated to mobilize 99.39% of voters in the city to vote for the XV National Assembly and People's Councils at all levels for the 2021-2026 term. That is a number that speaks to the spirit of patriotism, national pride, and the trust of voters and people in the regime, in the leadership role of Party committees and authorities at all levels of Ho Chi Minh City.
(3), Along with the good implementation of the campaign " All people unite to build new rural areas, civilized urban areas" and the movement "For the poor - No one is left behind" launched by the Central, the Vietnam Fatherland Front of the city has proactively and actively proposed many revolutionary movements and actions of the people such as: The movement of joining hands "For the homeland's sea and islands, for the frontline of the Fatherland" ; the model "Each Front base is associated with a border area"; the campaign "Ho Chi Minh City people do not litter on the streets and canals for a clean city and to reduce flooding"... Those are good deeds, imbued with humanity and affection of the people of the city named after beloved Uncle Ho - warm with comradeship and compatriotism.
The results of the activities of the Vietnam Fatherland Front at all levels in the city during the past term have contributed significantly to fostering the tradition of great solidarity among all classes of people; contributing to building Ho Chi Minh City to become increasingly prosperous and beautiful.
I respectfully request the Congress to acknowledge, commend and congratulate the proud achievements of the Vietnam Fatherland Front of Ho Chi Minh City in the past term.
3. Third, On the direction, goals and tasks of the 12th Congress term (2024 - 2029)
We are organizing the 12th Congress of the Vietnam Fatherland Front of the city, term 2024-2029, while the entire Party is preparing for the Party Congresses at all levels towards the 14th National Congress of the Party. We are facing new opportunities and fortunes. Our country has never had such a foundation, potential, position and international prestige as today. All factors converge for our country to enter a new era, an era of national development. Although there are still many difficulties and challenges, the future of the nation is bright, requiring the entire Party, the entire people and the entire army to strongly promote the spirit of patriotism, national pride, self-confidence, self-reliance and self-strengthening; promote the tradition and strength of great national unity, combined with the strength of the times; strongly arouse the aspiration to contribute and the creativity of all people, liberate all resources, and join hands to build the country.
In that spirit, I would like to submit 5 contents for the Congress to study and discuss:
(1), The Vietnam Fatherland Front at all levels must continue to study, learn and thoroughly grasp Resolution No. 43-NQ/TW dated November 24, 2023 of the 13th Party Central Committee on " Continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy ". Synchronously, resolutely and effectively deploy the 7 groups of tasks and solutions mentioned in the Resolution, in accordance with the specific conditions of Ho Chi Minh City. Unanimously and jointly build Ho Chi Minh City by 2030 to become a civilized, modern, humane, dynamic and creative city; a modern service - industrial city, a locomotive of the digital economy, digital society, an economic, financial, commercial, cultural, educational, scientific and technological center of the whole country. By 2045, it will develop on par with major cities in the world, becoming the economic, financial and service center of Asia... people will have a high quality of life.
(2) Continue to innovate thinking and working methods, promote the application of information technology, adapt to the digital society to propagate and mobilize people in the direction of the whole people, comprehensive, focused, key points, close to reality at the grassroots level; improve the substance of campaigns and patriotic emulation movements, with the motto: think honestly, speak honestly, do honestly, get real results and the people benefit truly . Effectively implement the 6 action programs of the Vietnam Fatherland Front and patriotic emulation movements, major campaigns, in which highly focus on implementing the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025" launched by the Prime Minister and the Presidium of the Central Committee of the Vietnam Fatherland Front; with the spirit of mastery and self-management, effectively implement the city's key program to build a residential area of "Solidarity, affection, self-management" .
(3) , Continue to thoroughly grasp Ho Chi Minh's thought and the Party's consistent viewpoint that "People are the root" , People are the subject, the center, all mechanisms and policies are for the people's lives, therefore, it is necessary to promote more strongly the people's mastery, to implement the Party's policy: People know, people discuss, people do, people inspect, people supervise, people benefit ; improve the substance of supervision, social criticism, and contribute ideas to build a clean and strong Party and State; actively participate in preventing and fighting corruption and negativity. Keep in mind the advice of beloved Uncle Ho: "Whatever is beneficial to the people, do your best to do it, whatever is harmful to the people, avoid it", "taking "people's peace" as the decisive factor for all victories in the cause of building and defending the Fatherland".
(4), If we want to innovate our thinking and working methods, and improve the results and quality of our work... then cadres are the decisive factor. Therefore, in this term, we must be highly determined and together promote the training and development of cadres in the mass mobilization system in general and the Front work in particular.
Along with studying and implementing well the 4 projects of the Central Committee of the Vietnam Fatherland Front, the city needs to focus on implementing well the 2 projects identified by the Congress: (1) Project on "Enhancing the role of the Vietnam Fatherland Front of the City and the People in supervising the Party organizations, Party members and activities of the government at all levels of Ho Chi Minh City in the period of 2021 - 2030" ; (2) Project "Enhancing the role and effectiveness of the Front Working Committee in the new situation".
I believe that if we are highly determined and effectively implement the above projects, the quality of cadres and the effectiveness of the work of the Vietnam Fatherland Front at all levels in Ho Chi Minh City will have a remarkable development, increasingly meeting the expectations of the Party Committee, the government and the people of Ho Chi Minh City.
(5) , The Vietnam Fatherland Front of Ho Chi Minh City needs to closely follow the political tasks of the Party Committee, promote propaganda work, mobilize all classes of people to compete in studying, working, and producing, and strive to exceed the goals set by the Resolution of the 11th City Party Congress and determined by the 12th City Party Congress. In any circumstance, the Vietnam Fatherland Front of the city must fulfill its noble mission: To be the center of gathering the great national unity bloc; To be the political core to promote democracy, create high social consensus; strongly arouse the creativity and aspiration to contribute of all city residents; encourage pride and confidence in a heroic, benevolent, and affectionate city; support good deeds, good work, beneficial to the country and the people; at the same time condemn and strongly oppose bad deeds, harmful to the interests of the country and the people.
I would also like to share with the Congress my sincere thoughts: The Vietnam Fatherland Front does not directly make money, does not directly create massive, modern projects, but under the leadership of the Party, the Vietnam Fatherland Front as the core will create the strength of the people's hearts. That is sometimes more important than gold, silver, and diamonds.
4. Wednesday: On the personnel work of the Congress
I would like to warmly congratulate you, comrades, who have been elected by the Congress to the City Vietnam Fatherland Front Committee for the 2024-2029 term, to the Standing Committee, to hold the positions of Chairman, Vice Chairman full-time and part-time. I deeply believe that you, comrades, will use all your intelligence, enthusiasm, solidarity, consensus, and excellently complete the tasks assigned by the Congress.

On this occasion, on behalf of the Party Delegation and the Presidium of the Central Committee of the Vietnam Fatherland Front, I would like to sincerely thank the Standing Committee of the City Party Committee, the People's Council, the People's Committee, the National Assembly Delegation of Ho Chi Minh City; departments, branches, organizations, districts, Thu Duc City... for always paying attention to leading, directing, and creating conditions for the Vietnam Fatherland Front of Ho Chi Minh City to successfully fulfill its noble mission. We hope to continue to receive more attention from comrades so that the Vietnam Fatherland Front of Ho Chi Minh City can successfully fulfill the tasks set forth by the 12th Congress.
I deeply believe that Ho Chi Minh City - the Heroic City, honored to be named after beloved President Ho Chi Minh, will continue the glorious tradition. Unite, agree, overcome difficulties, break through, pave the way ahead together with the whole country to realize the aspiration to build our country prosperous, our people happy.

The 12th Congress of the Vietnam Fatherland Front in Ho Chi Minh City is a vivid symbol of the spirit of great solidarity - an extremely precious tradition of our nation. Built and nurtured by generations of our ancestors with the hard work and sacrifice, the blood and bones of the Vietnamese people have merged into the motherland to become golden bricks, building the citadel of the Vietnamese Fatherland. Therefore, no force, no matter how cunning, can divide our great solidarity. The great solidarity of the entire nation will forever exist with the culture of the Vietnamese people.
