Today, in the heroic atmosphere of the historic August days, towards the 79th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2024); I and the provincial leaders are very happy and excited to attend the 11th Congress of the Vietnam Fatherland Front of Quang Nam province, term 2024 - 2029. This is an important political event for all classes of people and the great solidarity bloc of the whole people of our province.
On behalf of the Provincial Party Executive Committee, I respectfully send my best regards and best wishes to the leaders of the Central Committee of the Vietnam Fatherland Front; leaders, former leaders of the province, distinguished guests and nearly 300 outstanding delegates representing the great solidarity bloc of the people in the province attending the Congress.
I wish you and all delegates good health and the Congress many good results.
Dear Congress!
Through monitoring the operation situation and studying the Political Report presented to the Congress, through the opinions of the delegates and especially the comprehensive and profound directive speech of comrade Nguyen Huu Dung - Deputy Chairman of the Central Committee of the Vietnam Fatherland Front, can affirm:
During the past term, despite facing many difficulties and challenges; the Vietnam Fatherland Front at all levels in the province has thoroughly grasped the Party's viewpoints and guidelines, strongly promoted the precious tradition of great national unity; constantly consolidated and improved the organizational apparatus, actively innovated the content and methods of operation; strived to overcome difficulties, implemented and completed the targets and tasks set out in the Resolution of the 10th Congress of the Vietnam Fatherland Front of Quang Nam province.
The Vietnam Fatherland Front of the province and its member organizations have proactively advised and proposed to the Party Committee and the government to promptly concretize and institutionalize the Central's policies and issue specialized resolutions and projects on promoting the tradition and strength of great national unity in the province.
Extensively deploy and mobilize all classes of people to actively participate in campaigns and patriotic emulation movements; activities for the poor, relief activities, social security activities, temporary housing elimination, COVID-19 epidemic prevention work. Well perform the function of representing, caring for, protecting the legitimate and legal rights and interests of the people; strengthen social supervision and criticism activities, participate in giving opinions on Party building, government building, etc.
The valuable achievements of the Vietnam Fatherland Front system in the province during the past term are clear, authentic and vivid evidence of the building, consolidation and strengthening of the great national unity bloc, contributing significantly to the achievements of socio-economic development, ensuring national defense and security, building the Party and the political system of the provincial Party Committee. On behalf of the Provincial Party Committee, I warmly commend and acknowledge the great and extremely valuable contributions of the Vietnam Fatherland Front at all levels during the past time.
However, compared with the practical requirements and tasks of the Vietnam Fatherland Front in the new development stage of the province, the Front's work still needs to be done better and more effectively in a number of tasks and solutions, including the following contents that need attention:
Are the movements and campaigns of the Front really effective, have they spread strongly and attracted the voluntary participation of many classes of people? Has the Front in many places really become a common home for people to contribute opinions and fully promote democracy?
Is the work of supervision and criticism substantial, with strong and effective impacts? Is the coordination between organizations and people of all walks of life under the banner of great solidarity of the Front smooth, synchronous, and creating strength? Are there any shortcomings, deficiencies, or difficulties in the staff and policies of the Front at all levels?
It is recommended that delegates and the Congress frankly acknowledge, focus on democratic discussions, accurately assess the current situation, analyze and clarify the causes, especially subjective causes, in order to propose solutions to overcome them in the coming term.
Dear comrades and delegates!
Our Congress takes place in the context that the entire Party Committee, government, armed forces and people in the province are striving to successfully implement the Resolution of the 22nd Provincial Party Congress, contributing to the successful implementation of the Resolution of the 13th National Party Congress.
As a representative and vivid image of the great national unity bloc, a bridge between the People and the Party, the current extremely important task of the Vietnam Fatherland Front of the province is to accompany the political system, strengthen the strength of the great national unity, propagate and mobilize the people of the whole province to join hands and unite to build Quang Nam to develop sustainably and civilly, striving to achieve the goal of becoming a fairly developed province of the country by 2030, an important growth pole of the Central Highlands region according to the planning goals of Quang Nam province for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister.
The Provincial Party Standing Committee has commented on the documents submitted to the Congress and highly agreed with the proposed 6 Action Programs and 3 key and breakthrough tasks of the Provincial Vietnam Fatherland Front Committee, Term X, submitted to the Congress. I also respectfully thank and request the Congress to seriously and fully absorb the comprehensive and profound comments and directions of the Vice Chairman of the Central Committee of the Vietnam Fatherland Front; at the same time, I would like to emphasize some contents for the Congress to study, discuss and decide:
Firstly, the Front at all levels needs to continue to thoroughly grasp and seriously and effectively implement the Party's resolutions and directives on building and promoting the strength of the great national unity bloc, promoting socialist democracy, ensuring the people's mastery; focusing on Resolution No. 43-NQ/TW dated November 24, 2023 of the 13th Party Central Committee, Resolution No. 29-NQ/TU dated April 11, 2023 and Plan No. 404-KH/TU dated April 15, 2024 of the Provincial Party Committee.
Our strength originates from and belongs to the people, so the Vietnam Fatherland Front at all levels must truly be the center of solidarity, gathering all classes of people and all social forces, mobilizing all classes of people to have high unity in ideology and action, promoting intelligence, efforts, and contributing to the cause of building and sustainable development of the province.
People are the root, the subject, the center, the target of all policies, the consistent and continuous viewpoint of our Party and State. Front officials must always remember that core point. It is necessary to know how to identify and promote the similarities and common denominators of the people of Quang Nam to arouse, promote and gather people's hearts, gather a large number of classes, strata, religions, ethnicities and mobilize all forces among the people.
The Fatherland Front must truly be a two-way bridge between the Party, the government and the people, a common home where everyone can express their voices and aspirations. It must not only convey one-way policies and guidelines, but also elicit contributions from the people, especially creative and lively ideas from practice. It must be open-minded, know how to listen and respect even opposing opinions, creating true consensus.
There are appropriate mobilization solutions to promote the positive aspects of the community, especially demonstrating "village spirit", "mutual love", at the same time promptly correcting local and deviant manifestations, gradually eliminating the mentality of dependence, reliance, and waiting for social support. Use the good to push back the bad; use the new and progressive to gradually replace the old and backward; use the aspiration to rise up to overcome complacency with the present. Raise awareness of civic duty and social responsibility so that everyone fully understands democracy and properly exercises their rights and responsibilities as masters.
Second, the current strong and continuous movement of the socio-economy and the development requirements of Quang Nam province always require us to continuously innovate to adapt to the development. The Front at all levels needs to Continue to innovate the way of thinking, doing, propagating and mobilizing people in the direction of the whole people, comprehensively, with focus, key points, suitable to reality.
Improve the quality, actual effectiveness and strongly spread the patriotic emulation campaigns and movements launched by the Party, State and Vietnam Fatherland Front with the motto: think honestly, speak honestly, do honestly, get real results, people benefit truly, aiming at the core goal of bringing practical benefits to the people; promote the spirit of self-management, voluntariness and creativity of the people at the grassroots level, closely linked to the task of local socio-economic development.
In which, focusing on mobilizing and encouraging all classes of people in the province to actively respond and enthusiastically participate in effectively implementing the emulation movement "All people unite to build new rural areas and civilized urban areas" associated with the campaign "Quang Nam joins hands for the poor, leaving no one behind". Consensus and support in the implementation of socio-economic development projects, especially key projects in the Southeast region, development projects in the Western region of the province, especially high consensus in compensation, site clearance, resettlement, and current development bottlenecks.
Promote the role of the subject, the awareness of self-improvement, overcoming difficulties, and getting rich of the people in implementing the National Target Programs on new rural construction, sustainable poverty reduction, socio-economic development in ethnic minority and mountainous areas; and actively participate in digital transformation.
Reality shows that in our province, there are many good and effective ways from the creativity and contributions of the people in many areas of socio-economic development. The Front needs to have solutions to summarize, draw experiences, replicate and spread in the province for many places to apply and follow.
The Fatherland Front at all levels also needs to pay attention to and mobilize people to participate more effectively in the content of building and developing the culture and people of Quang Nam, how to promote the heroic revolutionary tradition, resilience and always knowing how to overcome difficulties, always having the aspiration to contribute and dedicate to the cause of building and developing the homeland, in every citizen, every civil servant and public employee of the province.
Along with that, it is necessary to promote the building of a learning society, building cultural families, civilized lifestyles, making the cultural values and good cultural lifestyles of Quang people permeate deeply into each residential area, each family, each person. In the current situation, the Fatherland Front also needs to make more efforts in activities for the poor and social security. In particular, it is necessary to focus on mobilizing resources to support the elimination of temporary and dilapidated houses in the province according to the set goals.
Third, the Fatherland Front at all levels should better promote its role and responsibility in participating in Party building and building an increasingly clean and strong government that is truly of the people, by the people and for the people. Enhance the substance of social supervision and criticism activities in accordance with Directive No. 37-CT/TU, dated January 18, 2023 of the Provincial Party Standing Committee.
Focus on supervising the cultivation, training of ethics, lifestyle, and implementation of regulations on setting examples for cadres and party members, especially leaders and key cadres at all levels; strengthen supervision of the implementation of responsibilities in the work of receiving citizens, dialogue with people, handling petitions, handling citizens' recommendations and implementing conclusions on receiving citizens, direct dialogue with people; supervise the role of elected representatives; supervise the work of preventing and combating corruption.
Proactively contribute ideas to the Party and Government in formulating policies and guidelines, be a sharp and sincere critic for the Party and Government, help the Party and Government look back and do better, make better decisions, and better ensure the legitimate and legal rights and interests of the people.
Fourth , continue to pay attention to reviewing, planning, and perfecting the organization, apparatus, and staff of the Vietnam Fatherland Front Committees at all levels to be truly streamlined, high-quality, and effective; build a team of front-line staff, especially at the grassroots level, to ensure the motto of "Respecting the people, being close to the people, helping the people, understanding the people, learning from the people, and being responsible to the people".
Front cadres must always keep in mind that people will only listen to and believe in them when they truly trust them, when they are truly a convincing example. Therefore, they must constantly practice and cultivate themselves, and become shining examples for the people to love, care for, respect, and benefit from.
Along with personnel work, more attention should be paid to consolidating and improving the quality of the front at the grassroots level. Front work committees in residential areas must truly be the core force in mobilizing the people, and a close and effective link in the political system at the grassroots level.
Pay attention to mobilizing and replicating models of people's self-management, especially self-management in maintaining security and order, preventing crime, maintaining environmental sanitation, and building cultural life in residential areas. Focus on applying and taking advantage of information technology utilities, implementing strong digital transformation in the activities of the Front, especially in the information, propaganda and mobilization work of the Front at all levels.
As both an important member and leader of the Front, I request that Party committees and organizations at all levels focus on leadership, direction and close coordination, creating the most favorable conditions for the Provincial Vietnam Fatherland Front Committee and all levels to fulfill their tasks and powers well, promote their role and improve the quality of local Front work in the coming time.
Governments at all levels need to pay attention to ensuring funding and operating conditions, continuing to implement the ordering mechanism between the government and the Vietnam Fatherland Front and its members in economic and social programs, especially in social supervision and criticism.
Dear Congress!
The Congress will also consult and elect the Provincial Vietnam Fatherland Front Committee for the 2024-2029 term and the Delegation to attend the 10th National Congress of the Vietnam Fatherland Front. I request that the delegates accept and properly implement the direction of the Central Committee of the Vietnam Fatherland Front and the Congress's project to build, uphold the spirit of responsibility, democratic consultation, and elect the Provincial Vietnam Fatherland Front Committee for the 11th term to ensure the capacity to organize and successfully implement the Resolution of the Congress.
At the same time, consult and elect a delegation representing the great solidarity bloc of the province to attend the 10th National Congress of the Vietnam Fatherland Front, ensuring the number, structure and truly representativeness, with the ability to participate and actively contribute to the success of the Congress.
Immediately after the Congress, I propose that the Front should develop working regulations, complete the program and plan to concretize and immediately implement the Resolution of the Congress from the first months of the term, create new momentum and motivation, soon put the resolution into life, promote the role and responsibility of the members of the Provincial Fatherland Front Committee in the new term.
The achievements of the Vietnam Fatherland Front of Quang Nam province in the past term, in addition to the local efforts, also have the attention, direction, guidance and regular support of the Standing Committee and agencies of the Central Committee of the Vietnam Fatherland Front. On the occasion of this Congress, on behalf of the Party Committee, government and people of Quang Nam province, I would like to express my sincere and deep gratitude to the Central Committee of the Vietnam Fatherland Front and look forward to continuing to receive the attention and support of comrades for Quang Nam in the coming time.

Promoting the heroic revolutionary tradition of the people of Quang, with the spirit of "Democracy - Solidarity - Innovation - Development", I believe and hope that the Vietnam Fatherland Front at all levels in the whole province will constantly innovate and create, have many breakthroughs in activities, gather, arouse the potential, intelligence and aspirations of the people of all classes in the province.
Strengthening the close relationship between the people and the Party and the government, creating great strength to successfully implement the Resolution of the Congress for the 2024 - 2029 term, together with the Party Committee, government and people in the province to successfully carry out the tasks of socio-economic development, ensuring national defense and security, building a strong political system, contributing to building and developing the homeland of Quang Nam to become increasingly rich, democratic, prosperous, civilized and happy.
With that belief, once again, I wish you and the delegates good health and happiness, and wish the 11th Congress of the Vietnam Fatherland Front of Quang Nam province, term 2024 - 2029, great success.
