On the morning of December 5, in the capital Vientiane, Laos, the solemn opening ceremony and the first plenary session of the first Cambodia-Laos-Vietnam (CLV) Summit took place. At the first plenary session, National Assembly Chairman Vuong Dinh Hue delivered an important speech with the theme: "Strengthening the role of parliaments in promoting comprehensive cooperation between Cambodia, Laos and Vietnam". Today, in the capital city of Vientiane - the beautiful, peaceful and hospitable "Vien Giam" city, I am very pleased to attend the first Cambodia-Laos-Vietnam (CLV) Summit. The Vietnamese National Assembly delegation and I would like to sincerely thank President Saysomphone Phomvihane and the Lao National Assembly for giving us a warm and respectful welcome and for their thoughtful and thorough preparation for this Conference of special significance.
On the occasion of the 48th anniversary of the National Day of the Lao People's Democratic Republic, on behalf of the Party and State leaders and the high-ranking delegation of the National Assembly of Vietnam, I would like to send my warmest sentiments and best wishes to the Party and State leaders and the Lao ethnic people. I would like to congratulate Cambodia on successfully organizing the election of the 7th National Assembly, and congratulate Samdech Khuon Sudary on being elected to the National Assembly and becoming the first female President of the National Assembly of the Kingdom of Cambodia.
Ladies and gentlemen,
The relationship of solidarity, friendship, closeness and political trust among the three countries of Cambodia - Laos - Vietnam is an invaluable heritage for all three peoples, and has long-term strategic significance in the cause of construction, protection and development of the three countries. Vietnam always attaches great importance and gives high priority to this, considering it a strategic task and top priority in Vietnam's foreign policy.
The establishment of the CLV Summit mechanism is an important milestone in the history of cooperation between the three National Assemblies, marking the elevation of cooperation between the three legislative bodies to the highest level, and a step to realize the results achieved at the summit meeting of the heads of the three CLV Parties in September 2021.
The Vietnamese National Assembly highly appreciated and fully agreed with the Conference theme "Strengthening the role of parliament in promoting comprehensive cooperation between Cambodia, Laos and Vietnam" and three discussion topics in the fields of Foreign Affairs, Economy-Culture-Society, Defense and Security.
Dear Conference,
We are entering the third decade of the 21st century with countless unpredictable events. For the first time, the whole world is experiencing the Covid-19 pandemic on an unprecedented scale, with losses far exceeding all forecasts. The persistent and complicated impact of the pandemic, combined with tensions, political conflicts, competition, strategic separation between major countries, fluctuations and instability in the food, energy, financial-monetary markets, decline in investment, broken supply chains... have erased many achievements in poverty reduction and development over the past decades and are causing many consequences, enormous and multi-dimensional difficulties, both immediate and long-term for many countries in the world, including our three countries.
At the same time, non-traditional security issues, especially the negative impacts of climate change, are directly affecting people's livelihoods, lives, security and development of every country.
However, we remain optimistic and hopeful about the future. Peace, cooperation and development are still burning aspirations, still the flow and major trend of the times. The world has overcome the Covid-19 pandemic. The pandemic has not brought us down but has made humanity more united and stronger.
The trends of digital transformation, green transformation, and innovation are being increasingly promoted and spread widely, creating rare opportunities for latecomers such as Vietnam, Cambodia, and Laos to catch up, progress with other countries, and possibly surpass some areas if they know how to take advantage of the opportunity.

With the message of Peace, Friendship, Solidarity and Cooperation for Prosperity and Sustainable Development and to effectively implement the Conclusion of the Summit between the Heads of the Three Parties, the Agreement between the Three Prime Ministers on the CLV Development Triangle Area and the Joint Statement of the First CLV Summit of the National Assemblies, I have 5 proposals as follows:
Firstly, in terms of politics and foreign affairs: The three countries' parliaments have, are and will continue to work together to preserve, cultivate and increase the strategic value of the traditional friendship and special solidarity of Cambodia-Laos-Vietnam. This is an invaluable asset of the three peoples, a source of great strength, and a leading factor for the security and development of each country. This is an "unchangeable" factor to cope with the "ever-changing" situation of the current unpredictable and uncertain situation in the world. The three countries' parliaments, more than ever, need to join hands, contribute to and contribute to consolidating the foundation of political trust, traditional friendship and special solidarity of Cambodia-Laos-Vietnam.
We should promote collective intelligence, increase information sharing and consultation between specialized agencies of the three National Assemblies in perfecting institutions and promulgating legal policies to support governments in socio-economic development and ensuring security and national defense.
The three countries' parliaments have strengthened close coordination and mutual support at international and regional forums, especially the Inter-Parliamentary Union (IPU), the Asia-Pacific Parliamentary Forum (APPF), and the ASEAN Inter-Parliamentary Assembly (AIPA). CLV parliamentary cooperation contributes to building the ASEAN Community, strengthening ASEAN's central role in the regional structure, and promoting Mekong Sub-region cooperation.
Second, on economy, trade and investment: The National Assembly of the three countries continues to monitor the effective implementation of signed Agreements and Cooperation Agreements, negotiate to sign a number of new documents to create a complete, synchronous and favorable legal corridor in bilateral cooperation as well as between the three CLV countries to create a breakthrough in economic cooperation, enhance complementarity and connectivity between the three CLV economies in terms of planning, institutions, infrastructure and digital economy.
The three legislative bodies continue to study and adopt specific mechanisms and policies for the CLV Development Triangle to encourage trade and investment, focusing on border trade and developing land border gate economies between the three countries, building infrastructure, meeting the needs and aspirations of people in the Development Triangle in particular and the three countries in general.
Third, on culture and society: The three countries' National Assemblies coordinate and supervise the implementation of the Tourism Development Plan for the CLV Development Triangle Area for the 2020-2025 period and vision to 2030, creating favorable conditions for cross-border travel for tourists, linking the development of infrastructure and technical facilities so that the border junction area truly becomes a common tourist destination for the three countries, promoting the tourism model "3 countries - 1 destination".
The National Assemblies will strengthen supervision and promote cooperation in health, education and training, and cultural exchanges between people along the border provinces in particular and the three countries in general, contributing to promoting and educating the young generation of the three countries about the friendship between Cambodia, Laos, and Vietnam.
In particular, the National Assemblies focused on requesting the Governments to create favorable conditions for the Vietnamese, Cambodian and Lao communities to live, study and work in each country in accordance with local laws and regulations based on the principle of respecting international law, contributing to the development of each country.
Fourth, on environment and climate change: The three National Assemblies strengthen coordination and exchange on passing laws related to environment and water resources, as well as enhance cooperation with relevant countries, partners and international organizations in these areas.
Focus on the issue of sustainable and effective management and use of Mekong River water resources for the common benefit and for each riparian country, closely cooperate within the framework of the Mekong River Commission and Mekong cooperation mechanisms, because water security affects food security, energy security and the livelihoods of millions of people. The three countries' parliaments encourage the Governments and relevant parties to promote the implementation of global sustainable development goals and commitments and combat climate change.
Fifth, on defense and security: The three countries' parliaments continue to strengthen the pillars of defense and security cooperation, support each other to ensure the maintenance of stability, order and security in each country, and agree not to allow any force to use the territory of one country to fight against the other.
The legislative bodies of the three countries create conditions to promote and resolve outstanding issues to soon complete the work of land border demarcation and marker planting between Vietnam and Cambodia and between Cambodia and Laos to build a border of peace, friendship, cooperation and development, for the common interests of the people of the three countries.
Ladies and gentlemen,
The first CLV Summit is an important milestone, opening a new page in cooperation between the three legislative bodies, completing the "three peaks of the triangle" of the CLV cooperation mechanism: the heads of the three parties, the prime ministers of the three countries and now the chairmen of the three national assemblies. In the meeting with the three chairmen of the national assemblies this morning, the General Secretary and President of Laos called this a "three-legged stool", contributing to deepening the friendship and solidarity between the three countries.
In 2024, the three countries will celebrate the 25th anniversary of the establishment of the CLV Development Triangle Area. The outcomes of our Conference today will contribute to building a new vision for CLV cooperation in general and the CLV Development Triangle Area in the next 25 years.
I believe that, under the chairmanship of the three National Assembly Chairmen, the spirit of friendship and solidarity, the close cooperation of the delegates and the careful preparation of the National Assembly of the host country Laos, the first CLV Summit of the National Assemblies will be a great success.
