Based on the number of candidates registering for the exam and the material conditions, to ensure convenience for candidates, the Departmentof Education and Training has advised to arrange 28 high school graduation exam sites, including 19 inter-school exam sites; 7 independent exam sites; 2 independent exam sites for candidates taking the exam under the 2006 General Education Program (based on the number of candidates registering for the exam to arrange, ensuring the most favorable conditions for candidates to participate in the exam).

In addition, the expected number of direct service staff includes: 1,500 officers and teachers on exam duty; 220 service officers; 200 security police; 60 medical staff. Arrange an additional 200 teachers from the education and training departments to mobilize for reinforcement.

Establish an examination marking unit including: 1 committee to mark essay test papers; 1 committee to mark exam papers of candidates taking the exam according to the 2018 General Education Program, including 1 group to mark essay test papers; 1 group to mark multiple-choice test papers; 2 committees to mark exam papers of candidates taking the exam according to the 2006 General Education Program according to the regulations of the Ministry of Education and Training (committee to mark essay test papers and committee to mark multiple-choice test papers). The examination marking location is at Le Quy Don High School for the Gifted.

To prepare well for the organization of the 2025 high school graduation exam, the Department of Education and Training has issued an official dispatch on organizing graduation review work for 12th grade high school and continuing education students in the 2024-2025 school year with 8 specific tasks associated with the practical situation and regulations on extra teaching and learning.

In particular, on April 15, 2025, the Department of Education and Training launched the peak period of "50 days and nights of breakthrough, conquering the high school graduation exam in 2025" and has a plan to guide educational institutions to implement with the highest determination to exceed the high school graduation quality target in 2025.
