Previously, on March 30, 2024, the Standing Committee of Thanh Hoa Provincial Party Committee issued Directive No. 22 on the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the 2 years 2024-2025. Accordingly, the goal is to strive for by September 30, 2025, the whole province will have at least 5,000 poor households, policy households, and households with housing difficulties supported to build and repair houses...
To support housing construction for the right subjects, the Steering Committee of the campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the two years 2024-2025 has issued guidelines on criteria for reviewing and evaluating policy households, poor households, and households with housing difficulties.
Households that are supported are arranged in order of priority: Support for beneficiaries of National Target Programs (households that have been allocated funding for housing) to complete the project, avoiding wasting Central resources. Households in the target group implementing Decision No. 4845 dated December 1, 2021 approving the Project "arranging and stabilizing residents in areas at high risk of flash floods, landslides in mountainous districts of the province in the period 2021-2025". Households in the target group implementing Directive No. 22, including policy households, poor households, and households with housing difficulties.
For policy households, poor households, and households with housing difficulties, support for housing construction is given in order of priority based on the current housing status, such as: Households listed in the housing support approval decision of the District People's Committee or Provincial People's Committee. Households with houses that are damaged, collapsed, and unusable. Households with temporary, damaged, dilapidated houses that are at risk of collapsing and are not safe. Households that have received support for housing construction from programs, policies, and support projects of the State, socio-political organizations, or other social organizations, but are now damaged, dilapidated, and unsafe, and households that do not have houses due to household separation.
To complete the campaign goal of supporting the construction of 5,000 or more houses for poor households, policy households, and households with housing difficulties in 2024-2025, the campaign is expected to be divided into 2 phases, phase 1 from April 2024 to September 2024, phase 2 from January 2025 to April 2025.
The mobilization level has also been specifically regulated. For households with average living standards or higher in districts, towns and cities, the minimum mobilization level is 100,000 VND/household/year. For officials, civil servants, public employees and workers, the minimum is 1 day's salary/year or 1 day's income/year. The average mobilization level for enterprises is 5 million VND/year, large enterprises strive for a minimum support level of 80 million VND/enterprise. The Steering Committee has also regulated the support level for building houses for poor households, households with housing difficulties, and policy households at 80 million VND/household.
