The situation of counterfeit goods in Bac Giang is also on the rise, occurring sophisticatedly in many fields: Food, pharmaceuticals, cosmetics, consumer goods, agricultural supplies... affecting the investment environment.
The groups of goods affected by counterfeiting include: Essential consumer goods, clothing, cosmetics, pesticides, pharmaceuticals, functional foods, motorcycle spare parts, specialty agricultural products...
Forms of violations include: Counterfeiting, counterfeiting packaging, logos, labels, intellectual property infringement; trading via social networks, e-commerce without invoices or documents; mixing counterfeit goods with genuine goods; producing counterfeit goods locally with poor quality materials.

The areas of Bac Giang city, Viet Yen town, Luc Nam and Tan Yen districts are places with many violations. The peak of counterfeit production and trade is at the end of the year, Lunar New Year, and festival season.
Although the forces managing production, business and circulation in the market have implemented many inspection and handling measures, the value of infringing goods is still increasing.
At the seminar, delegates discussed and pointed out the reasons for the increasingly complicated situation of counterfeit goods production, such as: High profits from counterfeit goods, low costs, penalties not enough to deter; legal regulations still have loopholes, proving violations takes a long time; lack of quick inspection equipment, specialized appraisal facilities; lack of coordination between forces; people do not have the skills to recognize, still prefer cheap goods, "hand-carried" goods; a part of businesses are not proactive in protecting their brands and monitoring the market.

At the same time, propose solutions for prevention and treatment. The representative of the Department of Health said that in order to properly manage functional food and cosmetic products to help people have access to quality and reliable products, it requires the synchronous implementation of many solutions and close coordination between the health sector and related sectors such as the Police, Market Management, Taxation and local authorities.
The representative of the Economic Police Department, Provincial Police proposed to tighten the issuance and affixing of QR codes and barcodes on each product because this is an important part of the supply chain management system, tracking goods and ensuring product quality. Enterprises should proactively protect their brands, invest in anti-counterfeit stamps and genuine distribution systems; be ready to coordinate with authorities, serve investigations and verification when there is suspicion that their goods are counterfeited by other units. Strengthen international cooperation, especially in the field of cross-border e-commerce.
The representative of the Provincial Market Management Department proposed that it is necessary to strengthen inspection of goods consumed in large quantities during Tet, prohibited goods, smuggled goods such as: Fireworks of all kinds, toys that affect children's health and personality, smuggled cigarettes... Focus on inspecting alcohol, beer, soft drinks; processed milk; vegetable oil; products processed from flour and starch; cakes, jams, candies; packaging and other essential consumer goods such as food, foodstuffs, cosmetics, medicines, ready-made clothes...

Opinions at the seminar shared the same view, that is, all levels and sectors need to strengthen inspection, examination, survey and periodic supervision of production, business and distribution establishments, especially establishments showing signs of producing and consuming counterfeit goods. Strictly and thoroughly handle violations. Especially handle subjects producing and trading counterfeit goods on a large scale, with an organized nature; have strong sanctions to prevent re-offending.
State agencies need to publicize and make transparent the procedures for granting licenses for production and consumption of goods on the market, helping consumers and businesses easily access information about genuine products.
In addition, the Consumer Protection Association needs to promote its core role, organize communication campaigns, and disseminate information on how to distinguish genuine and fake goods, and on the methods and tricks of counterfeit goods production by the subjects to raise people's awareness and knowledge about genuine and fake goods so that each person can become a "smart consumer" when choosing products. At the same time, it is recommended that sectors, functional forces, and authorities at all levels need to strengthen inspections, strengthen sanctions, and thoroughly handle acts of manufacturing and trading counterfeit goods.
