Organize the space in front of Ben Thanh market like America's Times Square

That was the opinion of Chairman of Ho Chi Minh City People's Committee Phan Van Mai when assigning District 1 People's Committee to develop a plan to exploit activities in front of Ben Thanh market.

The Office of the Ho Chi Minh City People's Committee has just announced the conclusion of Chairman of the Ho Chi Minh City People's Committee Phan Van Mai on the operation of parks and walking spaces in the city center in District 1.

Accordingly, the Chairman of the City People's Committee has proposed to promote decentralization and authorize the People's Committee of District 1 and the Center for Management of Walking Streets and Parks in District 1 to be autonomous and responsible for management.

There must be effective business operations to generate revenue to sustain regular operations for parks and walking spaces.

The Chairman of the City People's Committee also assigned these units to urgently consult on the draft decision to promulgate regulations on the management of parks and walking spaces (replacing the regulations on the management of the Ho Chi Minh Monument Park and Nguyen Hue Street).

This draft will be completed in December 2024 and sent to departments for comments and submitted to the City People's Committee before January 15, 2025.

Note that the draft regulations need to propose specific regulations on annual operating plans, operating hours, sound and light capacity, organizing events that do not affect traffic, parking, etc.

Regulations for business organizations and individuals; organizations and individuals with cultural, artistic, sports and other activities; responsibilities and coordination mechanisms of units; inspection and handling of violations.

The City People's Committee assigned Chairman of District 1 People's Committee Le Duc Thanh to preside over and work with leaders of departments and units to propose plans to exploit activities according to the approved planning for the area in front of Ben Thanh market.

This area needs to be developed like Times Square (USA) - a crowded place connected to the central station, with cultural and culinary spaces, recreating the typical image of Saigon people through street business activities, with research and arrangement to create a special impression on tourists.

Proposal to exploit Ham Nghi Street and September 23 Park as a public space to organize economic, political, cultural and social activities, connecting the historical and cultural space between Ho Chi Minh City Museum with Bach Tung Diep Park and the remaining areas.

The City People's Committee requires that by April 30, 2025, the overall space of the above-mentioned city center area must be defined, creating a new, unique image with vibrant activities. Submit to the City People's Committee before January 15, 2025.
