Reporter of People's Army Newspaper had an interview with Colonel Nguyen Huu Cuong, Commander of Dong Thap Provincial Military Command about this issue.
Reporter: Could you please share some results of the training and exercises of the provincial military and local military training exercises in recent times?
Colonel Nguyen Huu Cuong: Determining that training and exercises play a very important role, deciding the completion of local defense and military tasks, building a solid military zone, every year, the Military Command of Dong Thap province has directed the Party committees and commanders of units to develop a system of documents directing training and exercises closely, and seriously implement them. The Military Command of the province proactively advises the Provincial Party Committee and the Provincial People's Committee in directing and operating; closely coordinates with the Border Guard force, the police and departments, branches, and socio-political organizations to synchronously and comprehensively implement the training and exercise tasks of the military zone.
In order to improve the quality of training and exercises, right from the beginning of the year, the Provincial Military Command has directed units to actively innovate training content and methods to suit each subject, terrain, and task. The results of the inspection of the contents were 100% satisfactory, with over 76.5% achieving good and excellent results. Through the inspection, the Ministry of National Defense and the Military Region 9 Command both highly appreciated the training work of the Provincial Armed Forces, especially the many models, initiatives, and quality improvements serving training; the operational contents in the exercises were arranged logically, scientifically, systematically from low to high, in accordance with actual conditions, diverse in form, and non-overlapping in content...
PV: To achieve that result, surely there must have been many innovations in training and exercises?
Colonel Nguyen Huu Cuong: That's right. Every year, before entering training, the Provincial Military Command directs each unit to develop a training plan that must comply with the correct procedures and steps, and be approved by each level before approval. At the same time, regular inspections are conducted at the commune, ward, and town levels; lessons are learned from each inspection. Notably, in recent times, the Military Commands of districts and cities have increased night training for militia forces. In combat training, each unit flexibly applies tactical forms suitable to terrain conditions and situations in the plains and rivers to enhance the combat strength of the forces in joint operations.
With the KVPT exercise, in addition to the contents according to the above instructions and regulations, the Provincial Military Command has integrated the exercise contents of districts and cities on building, mobilizing, and receiving reserve battalion forces in performing tasks A2 and A3 according to combat orders. Notably in 2022, the Provincial Military Command organized a comprehensive round exercise for the Armored Company, which was highly appreciated by the Command of Military Region 9.
PV: Could you please tell us more about this exercise?
Colonel Nguyen Huu Cuong: This is the first time the Dong Thap Provincial Military Command has organized a comprehensive tactical exercise with live ammunition for the Armored Company; forces and vehicles must maneuver over long distances, through many complex terrains. The maneuvering process takes place at night, with limited visibility, combined with many difficult hypothetical situations, requiring officers and soldiers of the unit to flexibly apply knowledge and experience accumulated during their studies and training at the unit... From the experiences close to actual combat in the exercise, each individual in the vehicle crew as well as the collective squad, the Armored Company has drawn many valuable lessons, effectively applying them to the process of performing tasks.
PV: In the coming time, what policies and solutions does the Provincial Military Command have to continue improving the quality of training and exercises?
Colonel Nguyen Huu Cuong: We concretize and strictly implement Resolution No. 1659-NQ/QUTW dated December 20, 2022 of the Central Military Commission on improving the quality of training in the 2023-2030 period and the following years, along with the instructions and guidance of Military Region 9; continue to innovate and improve the quality of training and exercises with many policies and measures suitable to practical conditions. In particular, the provincial military attaches importance to practical, synchronous, in-depth training, mastering technical equipment in the establishment and night training; improving the quality of comprehensive tactical exercises, tactical exercises with live ammunition, and KVPT exercises. The content, organization, and methods of training and exercises must be close to the terrain conditions of plains, rivers, and actual combat; focus on training and practicing to improve mobility by marching on foot and using vehicles through complex terrains. Promote research, promote initiatives, improve teaching models, training equipment, strive to have many products replicated and put into training. Pay attention to the application of information technology, simulation technology in training and drills; regularly organize summaries, draw practical experiences, as a basis for innovating training and drill programs, content, and methods, to meet the requirements of tasks in the new situation.
