The plan aims to widely propagate the great contributions and contributions of President Ho Chi Minh to the Vietnamese revolutionary cause and the world revolution. Mobilize cadres, party members, people of all walks of life and armed forces of the capital to promote to the highest extent the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, and national pride", successfully carry out important political goals and tasks, and bring the capital and the country to rapid and sustainable development in the new revolutionary period.

The plan clearly states 6 groups of contents that need to be focused on propaganda. In particular, propaganda and commemoration work needs to be associated with propaganda work to prepare for party congresses at all levels for the 2025-2030 term, the 18th Hanoi Party Congress and the 14th National Congress of the Party.

In particular, in conjunction with the implementation of new urgent policies and tasks that are being vigorously implemented by the entire political system; attention should be paid to reflecting the commemorative activities in remote areas, far from the center and places where there are relic sites and memorial houses of President Ho Chi Minh.

Propaganda about the life and career of President Ho Chi Minh; honor his great contributions to the glorious revolutionary cause of the Party and the Vietnamese people, to the international communist and workers' movement.

Expressing the Vietnamese people's sincere remembrance and deep gratitude and the love and respect of people around the world for President Ho Chi Minh - Genius leader, great revolutionary teacher, national liberation hero, world cultural celebrity.

Propagating the core contents of Ho Chi Minh's thought; affirming the precious value and everlasting vitality of Ho Chi Minh's thought to continue to be promoted in the cause of building and defending the Fatherland in the new situation; focusing on propagating, analyzing, clarifying the application, creative development of Ho Chi Minh's thought and Party building, on cadres and cadre work, on training and fostering cadres, on applying Ho Chi Minh's thought to the cause of innovation, industrialization, modernization of the country and international integration.

Reflecting the excitement and trust of cadres, party members and people in the leadership of the Party and the path of the Vietnamese revolution; emulation movements to study and follow Ho Chi Minh's ideology, morality and style, patriotic emulation movements and propaganda activities, commemorating the event taking place at all levels, sectors, central organizations and Hanoi city.

The plan clearly states the commemorative propaganda activities of the Central Government and Hanoi City. In particular, the Central Government organizes the incense and flower offering ceremony at the Ho Chi Minh Mausoleum and the Monument to Heroes and Martyrs on Bac Son Street, Hanoi City. Compile and publish propaganda materials; organize national scientific seminars; organize special art programs to celebrate the anniversary; create a documentary film "Uncle Ho with ethnic people" to propagate in ethnic minority areas, border areas, islands, remote areas in many ethnic languages...

Hanoi City will organize a conference to commend and reward typical Party organizations that meet the "Clean and Strong" standard and Party members who meet the "Excellent completion of tasks" standard in 5 years (2019-2024) in conjunction with evaluating the results of 4 years of implementing Conclusion No. 01-KL/TU dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TU dated May 15, 2016 of the 12th Politburo on "Continuing to promote studying and following Ho Chi Minh's ideology, morality and lifestyle" (implemented in May 2025) along with many other practical activities.
