Many years ago, some communes of Ky Son district (Nghe An province) were hot spots for human trafficking and fetal trafficking.

Remote, border communes are always the destination of human trafficking rings. In Huu Kiem commune, this situation occurs in large numbers. According to statistics, in just a short time, dozens of pregnant women in Huu Kiem commune crossed the border to China to give birth and then sell their children. Faced with this situation, in 2022, the Huu Kiem commune government planned to prevent and establish a special task force to monitor, mobilize and propagate, called the "Fetus Guard Team".

The “Fetus Guard Team” was established with 10 members including leaders of the Commune People’s Committee, Commune Police, Commune Women’s Union, and Village Chiefs. The task of the working group is to disseminate information on preventing human trafficking and illegal migration, compile a list of pregnant women to monitor, understand their thoughts, and disseminate information to prevent them. The working group also mobilizes families in the area to sign a commitment to “not sell fetuses” and to guard them until the baby is born successfully.

Twice a week, the working group visits each pregnant woman's home to inquire about her health, understand her wishes and aspirations, and promote awareness and education so that pregnant women understand and take good care of their pregnancy, avoiding the idea of selling their children across the border.

Dinh Son 1, Dinh Son 2 and Huoi Tho villages of Huu Kiem commune are "hot" villages for human trafficking and fetal trafficking, so they always receive special attention.

Ms. Mua Y Xai - President of the Women's Union of Huu Kiem commune said that due to the remote terrain, low awareness of the people, and difficult life, many women have become targets of human traffickers and fetus traffickers across the border.

Based on local information, whenever a woman is pregnant, the working group immediately comes to verify and then lists specific information from name, address, and number of months of pregnancy on a list for monitoring.

"The list of pregnant women will be closely monitored. When the pregnant woman gives birth, she will be marked and removed from the monitoring list of the working group," said Ms. Lo Thi La - Vice President of the Women's Union of Huu Kiem commune.

Ms. Lo Thi La - Vice President of the Women's Union of Huu Kiem Commune said that every week, the staff of the working group will visit the homes of pregnant women to talk. Through these conversations, the staff will grasp their health status, aspirations and propaganda to promptly prevent them from "following in the footsteps" of selling their fetuses. If pregnant women are facing difficulties, the working group will immediately make plans to help.

Not only approaching pregnant women to propagate and mobilize, the working group also has the task of protecting pregnant women from a distance when strangers approach. “When we detect strangers entering the area, we will also coordinate with the police to clarify who these people are and what their purpose is. Avoid cases where bad guys come in to scam and entice women to sell their fetuses. Because human traffickers often attack the psychology and family economy of pregnant women. When approaching, they often say that selling the child will give them a large sum of money to cover expenses and have money to raise the remaining child. That is why some people agree to sell their child without thinking,” said Ms. Mua Y Xai - Chairwoman of the Women's Union of Huu Kiem commune.

At the beginning of her pregnancy, Ms. Lu Thi Mui (24 years old, living in Dinh Son 2 village, Huu Kiem commune) felt uncomfortable when the working group came. But when she understood the good intentions of the officials, and shared experiences about giving birth, pregnancy and raising children, Ms. Mui gradually felt happy every time the working group came to visit. "I will not sell my child, being pregnant is very tiring, now I have to give birth to take care of my child when he grows up", Ms. Mui said.

In addition to preventing human trafficking and disseminating legal knowledge, the working group also helps and guides pregnant women to earn extra income for their families by knitting and making handicrafts while they stay at home waiting to give birth.
