On the morning of May 25, discussing the socio-economic situation, many delegates mentioned the situation of officials being afraid of responsibility and not daring to do things.

The disease is contagious and very dangerous.

Deputy Head of the People's Petition Committee Hoang Anh Cong (Thai Nguyen delegation) said that the situation of officials avoiding responsibility and shirking responsibility is common and widespread, not only in the public sector but also in the private sector and in enterprises.

“Currently, there is a situation where some businesses do not conduct inspections or participate in public investment because they are afraid of trouble. If you do not do valuation properly, you may be fine today but go to jail tomorrow, so it is best to avoid it, even if invited, you will not do it,” he stated the reality.

This situation creates a contagious disease, which is very harmful to the socio-economic development of the country.

According to delegate Cong, it is necessary to clearly assess the cause, otherwise it will be very difficult to solve. Because this disease has been spreading for a long time but now it is much more serious.

He cited the story of Ho Chi Minh City, which Chairman of the City People's Committee Phan Van Mai himself made clear, or as Minister of Planning and Investment Nguyen Chi Dung also mentioned. Specifically, there are many things that subordinates ask superiors for, superiors tell them to do according to regulations, and so the ball is kicked back and forth, in the middle the economy stagnates, things don't go smoothly, opportunities are lost, and it can't be resolved if it continues for a long time.

Delegates from Thai Nguyen province said that this situation has caused a leading city to have disastrously low growth. Therefore, there needs to be a solution to resolve this problem so that the economy can develop and move forward.

Deputy Head of the National Assembly Delegation of Khanh Hoa Province, Le Huu Tri, also suggested that measures should be taken to immediately rectify the working style of officials, civil servants, and public employees at all levels. Among them, officials holding management positions show signs of fear of responsibility, avoidance, and failure to resolve administrative procedures, causing prolonged congestion when resolving administrative procedures for citizens and businesses.

This happens almost universally and causes difficulties and congestion for people and businesses. People and businesses are already having difficulties, but when doing procedures, it becomes even more difficult, increasing unofficial costs, taking more time, and losing many opportunities.

“There are also problems with unclear legal regulations that are difficult to implement in practice, or that show signs of lack of consistency or conflicting laws. But there is also the problem of officials and civil servants being afraid of responsibility,” said delegate Tri.

The National Assembly needs a resolution that allows officials to dare to act.

In further discussion, delegate Hoang Van Cuong (Hanoi) said that the Government has proposed many solutions to promote public investment disbursement, including regulations on handling officials who do not fully perform their duties and responsibilities, and will be disciplined, transferred, or dismissed.

The delegate noted that these are very strong and drastic measures. However, he also noted that it would be difficult to accelerate disbursement progress using only administrative measures.

Because the psychology of fear and apprehension when performing public duties is currently quite widespread among civil servants. This is not without reason, but in reality, many people have been punished when performing public duties even though they did not seek personal gain.

He cited that in Hanoi, many current and former leaders have been found guilty of violations, but not criminally prosecuted. Although the conclusion was that they performed their duties and responsibilities properly and had no motive for personal gain, some incidents resulted in consequences, and they were held responsible and considered for punishment.

“It is so obvious that many other officials are hesitant and cautious in making decisions, and if there is even a small problem with legal regulations, they stop and do not dare to act. Meanwhile, legal problems are quite common nowadays,” delegate Cuong analyzed.

Therefore, Mr. Cuong believes that it is necessary to actively amend the law to avoid conflicts and overlaps, but "waiting for the amendment to be completed is very worrying because that time will cause the economy to stagnate."

The delegate cited the Politburo's conclusion 14 on protecting cadres who dare to think, dare to do, are dynamic and creative, and said that this is the basis for a mechanism to protect those who dare to think, dare to do, dare to overcome barriers, and do work that brings common benefits.

"The National Assembly needs to have a resolution allowing public service agencies to act within the framework; allowing officials to decide on matters that bring better results for the common good," delegate Hoang Van Cuong suggested.

According to the delegate, only then can we encourage officials to dare to think, dare to do, dare to overcome the constraints and barriers of regulations. Those who dare to act for the common goal will not be accused of wrongdoing or violating the law.

Implement transparency from the idea to action and implementation, so that everyone knows and people can monitor, and immediately know whether the violation of the framework is for the common good or personal motives, avoiding officials using regulations to delay in handling work and procedures.
