On the afternoon of September 4, Deputy Prime Minister Tran Hong Ha chaired a meeting with leaders of Lam Dong and Khanh Hoa provinces on the implementation of investment preparations for three expressway projects: Nha Trang-Da Lat, Tan Phu-Bao Loc, and Bao Loc-Lien Khuong.

Investors recommend a special mechanism
Reporting to the Deputy Prime Minister, Mr. Tran Hoa Nam, Vice Chairman of Khanh Hoa Provincial People's Committee, said that the Nha Trang - Da Lat expressway project is about 80km long, starting at Dien Tho commune, Dien Khanh district, Khanh Hoa province and ending at the foot of Prenn pass, Da Lat city, Lam Dong province.

Of which, the section through Khanh Hoa province is about 44 km long, the section through Lam Dong province is 36.8 km long.
The completed phase will have 4 car lanes and a design speed of 80-100 km/h. The total estimated investment is about VND 25,058 billion. Implementation period is from 2024-2028.
On behalf of Khanh Hoa and Lam Dong provinces, Mr. Nam asked the Central Government to allow the localities to invest in the project before 2030. At the same time, it approved the plan for the state to support 70% of the capital to submit to the National Assembly for approval of the investment policy.
In particular, the People's Committee of Khanh Hoa province is assigned as the competent authority to call for investment under the public-private partnership (PPP) method, investors will mobilize 30% of capital and implement construction.
Mr. Nguyen Viet Hai, Chairman of the Board of Members of Son Hai Group Company Limited (the investor proposing the project) said that it is expected that after the completion of the Nha Trang-Da Lat expressway, the travel time between Nha Trang and Da Lat will be shortened to 1.5-2 hours compared to the current 3.5-4 hours if traveling via National Highway 27C.
According to Mr. Hai, with the proposed investment level (more than 25,000 billion VND), the capital recovery period is more than 27 years. However, the expected terrain is very complex and rugged, with a very high difference in elevation between the starting point and the end point (more than 1,500 m), so the investment rate is high. Therefore, it is recommended that the Central Government allow the project to enjoy a special mechanism to continue implementing the procedures.

Speaking at the meeting, Deputy Minister of Transport Le Anh Tuan said that the Nha Trang-Da Lat expressway project has been agreed to be added to the plan by the Ministry of Transport.
According to the Deputy Minister, the implementation of the project is necessary, but the two localities need to carefully study and prepare investment plans and policies. On that basis, the Ministry of Transport can specifically and specifically address related recommendations.
"We suggest that localities and relevant parties review the financial plan together. The shorter the payback period, the more attractive it will be to investors," said Deputy Minister Le Anh Tuan.

Emphasizing the importance of the project investment preparation phase, the Deputy Prime Minister assigned the Ministry of Transport to accompany and closely coordinate with the two localities and the project proposal investor during the construction process, completing procedures and documents to submit to the competent authority for approval of the investment policy.
Specifically, determining the optimal route, technical design plan, project scale, state capital participation rate, investment efficiency, etc.
"Technically, we have to calculate very specifically. For example, the route goes through complex and uneven terrain, so what is the solution? Or investment capital, the two localities plan to assign Khanh Hoa province as the competent authority, but the budget is difficult, so what is the solution?
It is possible to calculate the excess budget or other investments. Instead of investing in many projects, focus on one project," the Deputy Prime Minister noted.
For the investor, Son Hai Group, the Deputy Prime Minister said that it is necessary to calculate the investment plan and investment period, not to prolong it to ensure investment efficiency.
Selecting feasible options for Tan Phu-Bao Loc and Bao Loc-Lien Khuong expressways
Also at the meeting, Chairman of Lam Dong Provincial People's Committee Tran Hong Thai reported specifically on the preparation work for two expressway projects, Tan Phu-Bao Loc and Bao Loc-Lien Khuong, which will be implemented under the public-private partnership (PPP) model.
Specifically, the Tan Phu (Dong Nai) - Bao Loc (Lam Dong) expressway project has a total length of about 66 km, of which the section through Lam Dong province is 55 km long. The completed phase has a scale of 4 car lanes. The design speed is 80 km/h. The total estimated investment is about 17,200 billion VND.
Up to now, Dong Nai and Lam Dong provinces have completed the policy framework for compensation and resettlement support; planned and added 7 material mines to serve the construction of the expressway...
For the Bao Loc-Lien Khuong expressway project, the total length is 73.64 km. The completed phase has a scale of 4 car lanes. The design speed is 100 km/h. The total estimated investment is about 19,521 billion VND.
Lam Dong province has completed procedures to assign investors to propose the project implementation to prepare a feasibility study report; is completing environmental impact assessment documents; planning and supplementing 11 material mines to serve the construction of the expressway...
According to Deputy Prime Minister Tran Hong Ha, the investment policy for the two expressway projects Tan Phu-Bao Loc and Bao Loc-Lien Khuong has been approved. The issue is choosing a feasible, effective and practical implementation plan.
