On the morning of April 6, speaking with VietNamNet reporter, Mr. Vuong Hong Thai, Vice Chairman of Nam Dan District People's Committee (Nghe An) said that regarding the case of hundreds of teachers in the area being charged with social insurance debt of nearly 4.6 billion VND, including 2.6 billion VND in interest, the district found a record showing that the money had been paid since 2012.
Specifically, the working minutes were made on May 15, 2012, with the participation of representatives of the departments: Education, Home Affairs, Finance and Social Insurance of Nam Dan district.
The minutes stated that the amount of insurance arrears due to the difference in the salary re-grading process was deducted from the district's education career fund to be paid to the Social Insurance agency.
Specifically, the amount of more than 311 million VND was calculated according to the minimum wage at each time until August 2011. The Department of Education of Nam Dan district transferred this amount to the relevant schools, then the schools paid it to the Social Insurance of Nam Dan district. The minutes were signed and stamped by the parties attending the meeting.
"We found the minutes showing that the money had been paid. At that time, the district had paid more than 311 million VND. The district is asking the schools and insurance companies to review it carefully," said Mr. Thai.
Regarding this, Mr. Nguyen Dinh Ngoc, former Director of Nam Dan District Social Insurance (the person who signed the document sent to schools in the area regarding the fact that many teachers had not yet paid insurance according to regulations) said that before signing the document sent to schools, the Social Insurance had the above minutes. However, according to Mr. Ngoc, that minute was not objective.
"That record has been in the Social Insurance's documents for a long time, however, the nature of the matter is different. We only discovered the problem, reviewed it and reported it," said Mr. Ngoc. However, when asked how the "nature of the matter is different", Mr. Ngoc refused to answer and asked the reporter to ask the Nam Dan District People's Committee again.
As reported by VietNamNet , during the period 2004-2014, due to a shortage of teachers, many districts in Nghe An had to recruit contract teachers and school staff to meet teaching needs. However, these teachers were not given salary increases according to regulations.
In 2006, the People's Committee of Nghe An province directed agencies to review and provide guidance on salary increases for this group. In Nam Dan district, in 2011, many teachers were raised 1-4 salary levels to compensate for the period of time they had not previously received salary. However, teachers were not notified to pay insurance premiums for the increase.
In early March, 311 teachers and school staff received notices of arrears in social insurance, health insurance and unemployment insurance. Some teachers have retired but have not received their benefits due to this debt.
