Be alert to arguments that distort solidarity and unity within the Party.

Throughout the process of leading the Vietnamese revolution, faithfully and creatively applying the principles of Marxism-Leninism and Ho Chi Minh's thought on building a new-style Party of the working class, our Party has always maintained solidarity and unity within the Party, preserved and promoted the invincible source of strength of the Party like "preserving the apple of its eye". That is the premise of light for the Party to carry out its mission of illuminating the way for the Vietnamese revolution to go from one victory to another. At the same time, that is also the basis for completely rejecting all intentions and plots to distort and deny the spirit of solidarity and unity within the Party by hostile forces.

1. In recent years, taking advantage of the extremely complicated and unpredictable developments in the world and the region, and taking advantage of the limitations and shortcomings in the work of building and rectifying the Party and the political system, hostile and reactionary forces have deliberately fabricated and spread false information about the solidarity and unity within the Communist Party of Vietnam. They claim that: "The solidarity and unity within the Communist Party of Vietnam is now only a formality, an outer shell."

More dangerously, before the Party congresses at all levels or at each time when there are important personnel decisions of the Party and the State, they spread false information, make biased assessments about the Party's cadres and cadre work in order to cause instability and confusion in society. They spread rumors that the essence of the fight against corruption and negativity in the political apparatus in Vietnam is the process of "internal fighting", "struggling for political power and economic interests among factions"; and the dismissal and removal from office of a number of high-ranking leaders is just a "cover" of the Communist Party of Vietnam to hide the cracks within the Party.

Those arguments are fabrications with dark political intentions to cause ideological disintegration within the Party as well as cause doubt and conflict between the Party and the people, leading to denial and elimination of the leadership role of the Communist Party of Vietnam over the State and society.

2. The process of birth, construction, development and growth of our Party as well as the practice of revolutionary leadership over the past 95 years have shown that solidarity and unity are the root source of strength of the Communist Party of Vietnam.

Inheriting the fine values ​​of the tradition of national solidarity, thoroughly grasping and creatively applying the Marxist-Leninist doctrine on the new-style political party of the working class to the building of the Communist Party of Vietnam, President Ho Chi Minh always attached special importance to building and protecting solidarity and unity within the Party. He affirmed: The strength of the Party lies in solidarity and unanimity. Each cadre and Party member must raise awareness of organization and discipline, strictly comply with the Party's policies and guidelines, and respect the Party's organizational and operational principles.

Solidarity and unity are the most important organizational and operational principles of the Communist Party of Vietnam. For any organization, unity and unity are the foundation and source of strength of that organization. The Marxist-Leninist doctrine on Party building has clearly stated that unity and unity are the principles and principles for building a new type of political party of the working class.

Since its inception, the Communist Party of Vietnam has been closely attached to the nation, integrated with the nation, grown up and matured in the nation. Gathering in the Party's ranks are people from many backgrounds, classes and social strata, mainly workers, farmers and intellectuals, but all share a common ideal, goal and interest. That ideal is national liberation, class liberation and human liberation. That goal is national independence and socialism. That interest is serving the class, serving the people, serving the Fatherland, besides that our Party has no other interests. It is the common ideal, common goal and common interest that is the basis of solidarity and unity within the Party.

In the process of leading the implementation of the comprehensive renovation of the country in the late 1980s and early 1990s, despite the fluctuations in the world communist movement and the collapse of the socialist system in Eastern Europe and the Soviet Union, our Party still persistently and firmly maintained the principle of solidarity and unity, considering it a matter of survival for the revolution and the regime; as the basis, foundation, and nucleus for class and national unity, and as a condition for uniting the entire people, leading the revolutionary cause to victory. Our Party always understands that solidarity and unity is a fundamental principle with a leading position in the Party's organization and activities; at the same time, it considers division within the Party a crime, the greatest enemy to the Party and its revolutionary cause.

3. Since the 4th National Congress of the Party (1976) until now, our Party has always paid attention to the issue of preventing and combating corruption and negativity, considering this one of the important tasks of Party building and rectification, contributing to improving the leadership capacity and fighting strength of the Party. Our Party has repeatedly affirmed that the fight against corruption and negativity is not a "one or two day" task, but rather an extremely difficult, complicated, long-term task, requiring determination, perseverance, and resolve from the Party, the State, the people, as well as the cadres and Party members themselves.

The outstanding results in the fight against corruption and negativity in our country in recent times have contributed to making our Party increasingly clean and strong; helping the contingent of cadres and party members, especially those with positions and power, to "self-reflect and self-correct", constantly cultivate and train their political qualities, ethics and lifestyle. This is also the basis for helping party organizations, agencies and units to build increasingly strong, operate effectively and efficiently. Reality shows that, although having to discipline a number of cadres and party members who have degraded in political ideology, ethics, lifestyle, and violated discipline and the law, the tradition and spirit of solidarity and unity in our Party are always guaranteed and maintained. During his lifetime, General Secretary Nguyen Phu Trong affirmed: “The goal of the work of preventing and combating corruption and negativity is to purify the Party and the state apparatus, to develop the country. This is a fight against “internal invaders”, not a fight between “factions” or “internal strife” as some people do not understand or deliberately distort with wrong motives and bad intentions”.

On the basis of the promulgation of Regulation No. 41-QD/TW dated November 3, 2021 of the Politburo "On dismissal and resignation of cadres", the Party has made adjustments, supplements and improvements to the regulations on dismissal and resignation. This regulation contributes to institutionalizing the Party's policy on dismissal and resignation into specific regulations; at the same time, it is the basis for implementing a culture of conduct in dismissal and resignation, contributing to building a contingent of cadres at all levels to meet the increasingly high requirements in performing the task of building and rectifying the Party and the political system, in accordance with the legitimate wishes and expectations of the people.

The dismissal of a number of high-ranking leaders in recent times is a great step forward, contributing to the widespread, synchronous and effective implementation of the motto "up, down, in, out" in personnel work from the central to local levels; so that this trend becomes a normal practice in the process of "building" combined with "fighting", making the Party increasingly clean and strong. On the other hand, when cadres have limitations and shortcomings and see that their working capacity is no longer suitable for the position they hold, it is normal, reasonable, legal and popular for cadres to boldly and voluntarily resign. Therefore, the distorted arguments on this issue in order to deny the principle of solidarity and unity in the Party further demonstrate the dark intentions of those who oppose them.

In any circumstances, our Party is always steadfast and consistent with the principles of Party organization and operation, especially the principle of solidarity and unity. Currently, in order to carry out the role of leading the State and society, our Party and Party organizations at all levels always understand the consistent motto: "First support, then support", "one call, all respond", "unanimity from top to bottom", "throughout the country". That is one of the foundations and motivations to contribute to effectively implementing the Party building and rectification work, pushing back corruption, negativity and waste, thereby creating a new vitality in the spiritual life of society to mobilize and multiply the strength of the entire political system and all classes of people in the cause of building, protecting and developing the country.
