Continuing the 37th session, on the morning of September 28, with 100% of members present in agreement, the National Assembly Standing Committee passed 13 resolutions on the arrangement of district and commune-level administrative units in the 2023-2025 period of 13 provinces and cities.

Including: Bac Giang, Can Tho, Dak Lak, Dong Nai, Gia Lai, Khanh Hoa, Lao Cai, Ninh Thuan, Phu Yen, Quang Ninh, Thai Binh, Tien Giang, Vinh Long.

The effective date of the resolutions of 12 provinces and cities is November 1, 2024.

Previously, presenting a report on behalf of the Government, Central Party Committee member and Minister of Home Affairs Pham Thi Thanh Tra said that in Quang Ninh province, the Government proposed to rearrange 12/177 commune-level administrative units to form 6 new commune-level administrative units.

At the same time, establish Dong Trieu city on the basis of Dong Trieu town and establish 4 wards on the basis of 4 communes of Dong Trieu town.

"After the arrangement, Quang Ninh province will not change the number of district-level administrative units (13 units); reduce 6 commune-level administrative units," Ms. Pham Thi Thanh Tra stated.

Along with Dong Trieu City, Quang Ninh province currently has 4 other cities: Ha Long, Cam Pha, Uong Bi, Mong Cai.

Submit to the National Assembly to establish Hue City directly under the Central Government

Also on the morning of September 28, the National Assembly Standing Committee gave opinions on the Project to establish Hue City directly under the Central Government and to arrange and establish administrative units at district and commune levels based on the administrative boundaries of Thua Thien Hue province.

Presenting a report on this content, Minister of Home Affairs Pham Thi Thanh Tra emphasized that Thua Thien Hue always holds an important position as a connecting point between the three regions of North - Central - South, with a rich history and culture.

This is also the only locality in Vietnam and Southeast Asia with 8 heritages recognized by UNESCO.

According to Minister Pham Thi Thanh Tra, the construction of the Project to establish Hue City under the Central Government will create new development momentum not only for Hue City but also make practical contributions to the Central region and the whole country.

"The establishment of Hue City under the Central Government is an important step to concretize Resolution No. 54 of the Politburo, and is an important premise to complete the goal that by 2030, Thua Thien Hue will be one of the major and unique centers of the Southeast Asian region in terms of culture, tourism and specialized healthcare; one of the major centers of the country in terms of science and technology, multi-disciplinary, multi-field, high-quality education and training," Ms. Tra emphasized.

Regarding the arrangement plan, Ms. Tra said that Hue City will be established under the Central Government on the basis of the original status of more than 4,947 square kilometers of natural area and a population of more than 1.2 million people of Thua Thien Hue province.

Simultaneously with the establishment of Hue City under the Central Government, 2 districts, 1 town, 1 county and 11 wards, 1 commune, 1 town under Hue City under the Central Government were established on the basis of arranging and establishing related administrative units at district and commune levels.

Thus, Hue City under the Central Government will have more than 4,947km2 of natural area and a population of more than 1.2 million people; there are 9 district-level administrative units, including 2 districts, 3 towns, 4 counties (the number of district-level administrative units remains unchanged but 1 city, 2 districts are reduced and 2 districts and 1 town are increased); there are 133 commune-level administrative units.

On this basis, the Government proposes that the National Assembly Standing Committee consider and give opinions on the establishment of Hue City directly under the Central Government.

At the same time, consider and decide to establish 2 districts under Hue city directly under the Central Government; establish Phong Dien town and arrange and establish commune-level administrative units under Phong Dien town; arrange and establish district-level and commune-level administrative units in the 2023-2025 period in Thua Thien Hue province.

The National Assembly is expected to consider and decide on the project to establish Hue City directly under the Central Government at the 8th session opening on October 21.
