According to him, this is a noble value that Vietnamese people can promote wherever they go. Regarding cooperation, the Prime Minister emphasized the long-standing and cherished traditional relationship between Vietnam and Russia. Noting that Vietnam has many generations of leaders who matured after studying in Russia, such as General Secretary Nguyen Phu Trong,President Tran Duc Luong, Prime Minister Phan Van Khai, etc., the Prime Minister affirmed that cooperation between Vietnam and Russia is continuous, inclusive, comprehensive and overall in all fields. "Through the ups and downs of history, the spirit of solidarity between the two peoples has always been maintained and promoted in any circumstances," the Prime Minister said. He said that many Vietnamese people returning to Russia are like returning home, because Russia is always harmonious, respectful and affectionate towards Vietnam, and Vietnam is the same towards Russia. He hopes that the Vietnamese community in Russia will be respected, develop stably, and grow in quantity and quality to effectively contribute to the cooperative relationship between the two countries. Vietnam both controls inflation and grows. Informing overseas Vietnamese about the situation in the country, the Prime Minister emphasized that in the context of many difficulties, Vietnam still maintains its independence, sovereignty and territorial integrity. Security and defense potential has been strengthened. "This is a very important condition for us to develop the country, because no country can develop without political stability, without ensuring security, safety and people's safety", the Prime Minister emphasized. Regarding the economy, he said the macro economy is stable. Vietnam has controlled inflation and especially "increased wages but not prices". This is different from the past, when wages had not yet increased but prices had increased. Explaining this difference, the Prime Minister said we have learned lessons to find solutions. For example, determining that price increases can be concentrated in the energy, food and foodstuff sectors, agencies have directed good preparation in these sectors. Typically, agricultural exports have reached 50 billion USD so far; rice is not only enough to eat but also exported 7 million tons; gasoline and electricity reserves for production and business are guaranteed. These items are well prepared, which is a factor that helps keep prices as they have been in the past, according to the Prime Minister. In particular, he emphasized the bright spot when Vietnam both controlled inflation and growth, the major balances of the economy were guaranteed and had a surplus. Referring to the policy for overseas Vietnamese, Prime Minister Pham Minh Chinh affirmed that the Party and State always care about and create conditions for the overseas Vietnamese community to always develop, to have their legitimate rights protected... "The Party and State always consider the overseas Vietnamese community an inseparable part and a resource of the Vietnamese ethnic community", the Prime Minister affirmed. He asked the Vietnamese Embassy in Russia to make efforts to support our people, especially in difficult times. The Prime Minister suggested that the Embassy could set up a 24/7 hotline to respond quickly and promptly to any issues that arise. He hoped that people, wherever they are and in whatever circumstances, would unite and take care of their stable lives to contribute to Russia and the relationship between the two countries through concrete actions and work, as well as to their homeland and country.
