The revolution to streamline the apparatus requires revolutionary policies and regimes to stabilize the lives of redundant personnel; at the same time, maintain and attract capable people into the state apparatus, avoiding brain drain.
One of the difficult problems and also the issue that many officials, civil servants and public employees are concerned about when implementing the streamlining of the apparatus is how to arrange and resolve policies for redundant officials, civil servants and public employees. VietNamNet discussed with Dr. Pham Trong Nghia - Member of the National Assembly's Social Committee about this issue. According to Mr. Nghia, arranging and resolving policies for redundant officials, civil servants and public employees is a big challenge. This not only affects each redundant employee but also their family members as well as other officials, civil servants and public employees in the system and the whole society.
Leaders must be willing to sacrifice personal interests through concrete actions.
So, in your opinion, what issues need to be considered to solve this problem? In my opinion, the development of a detailed plan for the process of streamlining the apparatus and reducing staff must have the participation of relevant parties, especially cadres, civil servants and public employees subject to the arrangement to ensure transparency and fairness. In addition, it is necessary to assess the needs of the new agency and organization after the arrangement and streamlining to carefully consider and have an overall view of the current situation, quantity, quality and personnel structure.Dr. Pham Trong Nghia is a postdoctoral fellow in Global Management at Princeton University, USA (2015-2016) and at Oxford University, UK (2016-2017). On that basis, comprehensively evaluate and classify personnel with clear criteria based on the performance, skills and ability to contribute of each person. From there, identify those who can continue to work and those who need to be arranged and streamlined. This needs to be done according to a specific, transparent and publicly announced process, and applied consistently. A very important issue is to implement financial support regimes, social insurance supports vocational training (both short-term and long-term) and have a mechanism to monitor and evaluate the implementation process. The General Secretary emphasized that this task "requires solidarity, high determination, courage and even sacrifice of personal interests for the common good". So, in your opinion, what approach should be taken to resolve the issue of redundant cadres to ensure the meaning as the General Secretary said, "sacrifice of personal interests for the common good"? This is the viewpoint and consistent direction in the "revolution in innovation of the political system" of General Secretary To Lam. We believe that it is necessary to approach this viewpoint and direction comprehensively, scientifically and humanely. First of all, it is necessary to determine the mindset of "for the common good", to consider the streamlining of the apparatus as an opportunity for the system to operate more effectively for the common good of the country and the nation, not only in the short term but also for sustainable development in the long term. In addition, it is necessary to build a culture of solidarity during and after completing the arrangement and streamlining of the apparatus, creating consensus and commitment from all. at all levels. At the same time, respect, acknowledge the contributions and have appropriate policies for each agency, organization and individual in the process of reorganization and streamlining; thereby building a united and mutually supportive working environment. An indispensable issue is to have high determination and courage in leadership and direction of all levels and sectors. The General Secretary has identified this as a very difficult, complicated and sensitive task. Therefore, leaders at all levels need to demonstrate political courage, vision and capacity in deciding and implementing these extremely difficult decisions. In addition, leaders also need to be ready to sacrifice personal interests, be ready to set an example, create motivation and consensus through specific actions; increase dialogue to listen to the opinions and concerns of subordinates in the process of reorganization and streamlining. And of course, there must be mechanisms to encourage civil servants to accept and adapt to change, even if it may affect their short-term personal interests. This is an opportunity to develop for the long-term goals of themselves and their children. In addition, there must be fair opportunities, ensuring that everyone has access to support programs to help them stabilize and develop in the new environment. Finally, there must be policies to recognize and honor the contributions of those who have sacrificed personal interests for the common good.Choosing who to stay or go cannot be emotional.
The Ministry of Home Affairs emphasized that there will be "outstanding and strong enough" policies for redundant cadres, civil servants and public employees when streamlining the apparatus. From the perspective of a National Assembly delegate who often participates in giving opinions on policies on social issues, what suggestions do you have? In my opinion, ensuring that policies for redundant cadres, civil servants and public employees in the process of streamlining the apparatus must be truly "outstanding and strong enough" is very important. We are making a revolution, so we need to have revolutionary regimes and policies to stabilize the lives and create opportunities to promote the knowledge and experience of cadres, civil servants and public employees in the streamlining process. In addition, there must be policies to maintain and attract truly capable people into the state apparatus, ensuring the competitiveness of the public sector and avoiding brain drain. These policies must be based on science, on the basis of classifying and determining the needs of each specific target group as well as the state's ability to respond, ensuring that no one is left behind in the process of streamlining the apparatus. In my opinion, the outstanding policies that need to be considered in the immediate future are financial policies through severance and unemployment benefit packages that are strong enough, much higher than the current level, to help redundant people stabilize their lives while looking for new jobs. Or policies to support early retirement for those who are no longer able or do not need to find new jobs...When the apparatus is streamlined, human resource policies must also be revolutionary. The issue that many officials, civil servants and public employees are worried about now is not only the immediate regime and policies but also the long-term stable jobs to ensure their families' lives, sir? Yes, in addition to the immediate support policies, ensuring long-term livelihoods for affected officials, civil servants and public employees is very important to support them in finding stable jobs and ensuring their long-term lives. Therefore, in my opinion, there should be policies to support career transition through transferring to enterprises, especially state-owned enterprises. Along with that is support in terms of taxes, fees and other incentives for enterprises accepting redundant civil servants and public employees. In addition, it is necessary to pay attention to supporting startups for redundant civil servants and public employees through priorities and incentives such as establishing a support fund, including startup support for these subjects or supporting skills development including training and retraining courses to develop new skills, suitable for the needs of the current labor market. In addition, it is also necessary to pay attention to creating new job opportunities through public investment programs, tax incentives for businesses that recruit redundant civil servants and public employees, encouraging them to create more jobs. This is an opportunity for the state apparatus to screen, restructure, and improve the quality of the team of civil servants and public employees in addition to streamlining the state apparatus. According to you, how is the arrangement of personnel when implementing the streamlining of the apparatus set out to ensure that the selected team remains "elite, strong", "rather few but good"? In my opinion, to ensure that the selected team is truly "elite and strong", there needs to be a strict and scientific personnel arrangement strategy. As I said above, the selection of who stays or goes needs to be based on a clear, transparent and impartial assessment of cadres, civil servants and public employees. In particular, the assessment must be based on practical evidence, on data and real information, not "emotional". It is possible to consider the option of establishing an independent assessment council to ensure objectivity and fairness and to minimize the removal from the apparatus of people who are truly dedicated and qualified... The arrangement and streamlining of the apparatus this time is a revolution, creating an important premise to bring our country into a new era - the era of national development. We believe that this will be a regular and continuous process. Therefore, it is necessary to build a mechanism to monitor and evaluate as well as listen and respond to continuously improve processes and policies to better meet the requirements of practice.Vietnamnet.vn
