At the 23rd session of the 14th term Quang Ninh Provincial People's Council, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, said that 2024 will have opportunities and advantages intertwined with more difficulties and challenges, most recently the historic Yagi storm that caused heavy damage to people and property.
However, the Provincial People's Committee has focused on directing and operating resolutely, with focus and key points to implement the resolutions of the Central Committee, the Provincial Party Committee, and the Provincial People's Council and achieved many important results in various fields.
The economy continues to maintain growth momentum, with an estimated economic growth rate of 8.42%, ranking 6th in the Red River Delta and 20th in the country.
The economic scale is estimated at 347,534 billion VND, ranking 3rd in the Red River Delta and 7th in the country.
Total social investment capital reached 109,400 billion VND, up 10%. Foreign direct investment (FDI) attraction by November 30, 2024 reached 2,302 million USD. Total state budget revenue by November 30, 2024 reached 47,543 billion VND.
In particular, in 2024, Dong Trieu town (Quang Ninh) will officially become a city. Along with Ha Long, Mong Cai, Cam Pha, Uong Bi, Dong Trieu will become the 5th city under the province, bringing many development opportunities for this young city.
Also in 2024, the number of tourists in the province is estimated to reach 19 million, an increase of 20%, of which international visitors will reach 3.5 million.
In the context of the economy, society and especially the damage caused by storm No. 3 (Yagi), the Quang Ninh tourism industry has made great efforts to complete the plan.
According to Ms. Vi Ngoc Bich, permanent vice chairwoman of the People's Council of Quang Ninh province, implementing the working theme of the year "Improving the quality of economic growth, developing culture, and people rich in Quang Ninh identity", in 2024, Quang Ninh province has achieved many important achievements.
Of which, the average GRDP per capita strives to reach over 10,000 USD, 1.4 times higher than in 2020. The processing and manufacturing industry continues to be the main growth driver, increasing by 20.45%, 4.05 percentage points higher than the same period last year. Quang Ninh has created 30,000 additional jobs for workers.
However, Ms. Bich also frankly identified some shortcomings and limitations that need to be addressed, such as 4/16 domestic budget revenues expected to not reach the average rate, of which land use fee collection has so far only reached 29% of the annual plan, greatly affecting resources allocated for public investment projects.
The disbursement rate of public investment capital is very low, reaching only 48% of the capital plan, and the prolonged disbursement rate is only 33.4%. Investment preparation, site clearance, and progress of implementation of some public investment projects are still slow and do not meet requirements.
By 2025, strive for GRDP to reach 12%
Mr. Vu Dai Thang, Secretary of Quang Ninh Provincial Party Committee, informed about Resolution No. 31-NQ/TU dated December 2, 2024 on the direction and tasks for 2025 with the theme of the year's work "Breakthrough in economic development, creating momentum for the new term".
At the same time, 19 main targets on party building, economy, society and environment are identified. In which, the economic growth rate (GRDP) is expected to reach 12%; the total state budget revenue in the area exceeds the target assigned by the Central Government; the whole province has no more poor and near-poor households according to the multidimensional poverty standards of the province; 60% of communes meet the advanced new rural standards and at least 30% of communes meet the model new rural standards; the forest coverage rate is restored to over 42%...
