Bac Ninh province always accompanies businesses, making efforts to improve the investment and business environment in the area to create the most favorable conditions for business development.

Delegates attending the October 2024 Business Meeting Conference resolved difficulties in bidding for investor selection and auctioning land use rights.

This morning (October 13), the People's Committee of Bac Ninh province organized a special meeting with entrepreneurs in October 2024 to remove obstacles in bidding for investor selection and auction of land use rights. This is the first conference in the initiative to organize monthly meetings with entrepreneurs and enterprises on the 13th of Bac Ninh province. The event took place on the occasion of the 20th anniversary of the Traditional Day of Vietnamese Entrepreneurs (October 13).

Through the conference, Bac Ninh province hopes to provide more information on new regulations on bidding to select investors for projects using land in the province according to the provisions of the 2023 Bidding Law and guiding decrees; introduce auction procedures for projects using land in the province according to the provisions of the 2024 Land Law and guiding decrees.

Starting from this conference, Bac Ninh province will innovate the organization form, accordingly, the province will choose a monthly theme to promptly provide new information, policies, and instructions of the Government, ministries, branches, and Bac Ninh province to the business community, enterprises, and investors.

Speaking at the conference, Chairman of the Bac Ninh Provincial People's Committee Vuong Quoc Tuan said that Bac Ninh is one of the localities that has issued regulations and guidelines early, with 8 documents already issued. It is expected that in October 2024, the province will issue 2 more regulations on compensation for land clearance in cultivation and animal husbandry and regulations on supporting job training for people whose land has been recovered.

From the viewpoint that if a business wants to develop sustainably, it must have a strong team of entrepreneurs, and if a business team is strong, it must have a healthy and transparent business environment. With that orientation, Bac Ninh province is making the greatest effort to create flexible and clear institutions and laws, creating favorable conditions for businesses and investors in production and business activities.

Chairman of the People's Committee of Bac Ninh province, Vuong Quoc Tuan, affirmed that to develop, there must be resources, one of the important resources is land. In recent times, Bac Ninh's land use fee revenue has seriously decreased, for example, in 2023, the total land use fee revenue of the whole province was only 9% of the estimate; in the first 9 months of 2024, the whole province only reached 317.5 billion VND/3,600 billion, equal to 9% of the estimate.

The topic "Removing obstacles in bidding for investor selection and auctioning land use rights" was chosen by the People's Committee of Bac Ninh province to provide information and new regulations on land investment to overcome the stagnant situation of private investment nationwide and the decline in growth in the region, contributing to the implementation of the province's socio-economic development tasks.

With the message of ready procedures for success, at the conference, along with direct discussion and dialogue on difficulties and obstacles of enterprises and cooperatives, especially focusing on removing obstacles in bidding for investor selection and auction of land use rights; enterprises and cooperatives were also introduced to some new regulations on bidding and selecting investors for projects using land in the province. At the same time, the procedures for auctioning land use auction projects were introduced according to the provisions of the 2024 Land Law and the decrees guiding its implementation.

Mr. Vuong Quoc Tuan affirmed that Bac Ninh province always accompanies businesses, the province will strive to improve the investment and business environment in the area to create favorable conditions for businesses to develop on the basis of creating the most transparent and clear legal framework.

After the planning of Bac Ninh province was approved by the Prime Minister, the province issued a list of investment attraction projects until 2030, in which urban and commercial sectors account for the majority. The province is currently continuing to supplement the list of investment sectors.

“Although the mechanism is open, it is also much stricter than before. Enterprises that want to develop must rely on the brand building and capacity of the investor. To participate in auction and bidding projects, enterprises must first have real capacity and meet the requirements. The province's viewpoint is to create the most favorable conditions for enterprises,” Mr. Vuong Quoc Tuan emphasized.

In the coming time, Bac Ninh province will focus on developing strategic traffic infrastructure such as completing the new National Highway 18 connecting with Ring Road 4 to the end of Bac Ninh province; Highway 285B connecting Binh Than Bridge with Yen Phong; Highway 295C; Highway 3... will divide the investment phases and continue to invest in intra-provincial traffic routes (H1, H2)...

"If we want businesses to be strong, we need to create a favorable and healthy production and business environment. Bac Ninh province has determined that to achieve that, the top priority is to create a clear and transparent legal system. The government must be proactive, flexible, creative and take constructive action. We must build good business internal strength on a solid foundation. That is the responsibility of all levels of government," the Chairman of the People's Committee of Bac Ninh province emphasized.

Mr. Vuong Quoc Tuan said that the meeting and dialogue were very practical for both sides. The government had the opportunity to directly receive information about the market, business health, production and business situation and feedback on policies, processes and procedures implemented in the province.

"Bac Ninh province is ready to create all conditions and the most favorable environment for us to win together. The goal is that the authorities at all levels and businesses must be true friends. I hope for the open spirit of entrepreneurs and businesses and the sense of responsibility of state management agencies to work together to solve difficulties and create a healthy business environment. The view of the provincial leaders is that there is nothing more desirable than breakthrough and spectacular development, maximizing the potential strengths of businesses to create a new era of development," affirmed Mr. Vuong Quoc Tuan.

Concluding the conference, Mr. Vuong Quoc Tuan suggested that in the monthly meeting programs, if businesses encounter difficulties in bidding and auctioning projects using land, they can discuss immediately without having to wait until the month with the related topic.

Mr. Tuan emphasized: "We will meet regularly on the 13th of every month, so every month there is a business day, but I also want to confirm that in terms of solving problems for businesses, every day is a business day. After the meetings, the province will have concluding documents to promptly resolve the difficulties of businesses."

Mr. Nguyen Dinh Tan - Vice Chairman of the Association of Small and Medium Enterprises of Bac Ninh province raised questions with the province about issues related to joint ventures of 2 or more enterprises after winning the bid.

The meeting and dialogue with businessmen and enterprises in October 2024 is an important forum to resolve difficulties and obstacles related to land and the progress of investment projects in the province, creating conditions to promote the province's socio-economic development in the coming time.

At the conference, Ms. Vu Thi Phuong Thao, Deputy Director of the Department of Planning and Investment, informed businesses about some new regulations on bidding to select investors for projects using land in the province; Ms. Doan Thi Hong Nhung, Deputy Director of the Department of Justice of Bac Ninh province, informed about the procedures for auctioning projects using land in the province according to the provisions of the 2024 Land Law and the decrees guiding its implementation.

Representatives of domestic and foreign enterprises located in Bac Ninh also asked many questions to the leaders of the People's Committee and related departments about the project implementation procedures, bidding to select investors, auctioning land use rights, etc.
