Reorganize the apparatus to be lean, effective and efficient

In his opening speech, Mr. Nguyen Van Loc - Chairman of the Provincial People's Council emphasized that the Session took place in the atmosphere of the whole country jubilantly organizing many activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day and at a time when Binh Duong, together with the whole country, focused on implementing urgent political tasks of strategic significance with a proactive and flexible spirit to ensure progress according to the direction of the Central Government and meet the urgent requirements of the country in general and Binh Duong province in particular.

Overview of the Session

This session is historic to review and give opinions on the policy of arranging provincial-level administrative units and the Project of arranging commune-level administrative units of Binh Duong province. At the same time, the People's Council   The province will consider a number of important contents to promptly decide on mechanisms and policies within its authority, meeting practical requirements, thereby unlocking resources, promoting socio -economic development, and achieving double-digit economic growth.

Directing at the meeting, Provincial Party Secretary Nguyen Van Loi said that, implementing Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee and the Central Committee's guiding documents on the plan to merge provincial-level administrative units, not organize district-level, merge commune-level and build a 2-level local government organization model, the Provincial Party Standing Committee has established a Steering Committee and a Working Group to urgently advise on the development of the Project.

The project was submitted to the Provincial People's Council for voting, to complete the dossier and report to the Central Government before May 1, 2025. It is requested that the Provincial People's Council delegates promote their sense of responsibility to voters and people of the province, carefully study, discuss comprehensively, objectively and thoroughly evaluate each content of the project to ensure feasibility in practice and achieve high consensus in the political system as well as among the people, and approve the project to submit to the Government and the National Assembly Standing Committee according to regulations.

At the same time, it is proposed that the Standing Committee of the Provincial People's Council continue to closely follow the progress of promulgating legal documents of the Central Government to study and promptly implement contents related to the authority of the Provincial People's Council in the coming time.

Proactively and actively study the Central Government's directives and guidelines to guide the termination of the activities of the district-level People's Council and the organization of the activities of the newly established commune-level People's Council. Proactively prepare political and administrative conditions for the merger.

The Provincial Party Secretary commented: "This is both an opportunity and a challenge. The reorganization of the apparatus must be streamlined, effective and efficient, but at the same time maintain its identity, not disrupt people's lives and political stability. It is necessary to develop a plan to arrange administrative units, arrange cadres, and reorganize Party bases, government and mass organizations in a scientific and methodical manner."

Regarding the adjustment of the 2025 and medium-term 2021-2025 Public Investment Plan, the Secretary suggested that the Provincial People's Council delegates should consider the feasibility of the projects, including transferring and supplementing capital for projects with high disbursement needs; cutting and reducing capital for projects that cannot be disbursed; prioritizing capital allocation for key projects, striving to disburse over 60% by the end of the second quarter of 2025. For public investment projects invested by the district level, it is necessary to speed up the construction progress to complete the project and disburse all allocated capital before June 30 to terminate district-level activities.

The Secretary noted that Binh Duong needs to proactively play the role of an economic and technical connecting axis between the center of Ho Chi Minh City and satellite localities. The transportation system must be considered a strategic artery. Projects must be accelerated with the spirit of "taking one step ahead, paving the way for development".

Pay attention to arranging facilities and office systems suitable to the actual conditions of each locality after the merger; must ensure that they meet the requirements of scale, function, technical infrastructure, conditions for serving the people and a good working environment for civil servants while ensuring compliance with regulations, savings and efficiency. The surplus offices after the arrangement will be prioritized for medical facilities, education, and community activities to avoid negativity, waste and corruption.

In particular, it is necessary to speed up the progress of building and promulgating local policies, especially in coordination with Ho Chi Minh City and Ba Ria - Vung Tau province, to continue researching and proposing the building and promulgation of housing support policies for officials and civil servants; policies for those affected by the restructuring of the apparatus and part-time workers at the commune level in accordance with the practical situation of the locality.

Approving the policy of arranging administrative units at provincial and commune levels  

The meeting reviewed and approved the policy of arranging provincial-level administrative units and the Project of arranging commune-level administrative units of Binh Duong province. Ms. Huynh Thi Thanh Phuong - Director of the Department of Home Affairs said that the arrangement and reorganization of commune-level administrative units aims to create space for development, streamline the apparatus, reduce staff, improve the quality of cadres, civil servants and public employees at the commune level to meet the requirements of tasks in the new situation; improve the efficiency of socio-economic investment; the efficiency and effectiveness of the political system. At the same time, it will solve the shortcomings in administrative boundary management, create a legal basis for urban planning and development in the area; closely link with ensuring national defense, security, and social order and safety.

Ms. Huynh Thi Thanh Phuong - Director of the Department of Home Affairs presented a report on the arrangement of provincial and commune-level administrative units of Binh Duong province.

Accordingly, after the rearrangement, Binh Duong province has 36 commune-level administrative units (including 24 wards and 12 communes) (a reduction of 55 commune-level administrative units, a reduction rate of 60.4%). Of which, there is 01 unit that meets the prescribed standards and is not reorganized (Thoi Hoa ward). At the same time, Binh Duong province identifies 10 commune-level administrative units after the rearrangement as key areas of the province and current district-level localities to create space for development and urban upgrading in the future.

The arrangement of provincial administrative units for Ba Ria - Vung Tau province, Binh Duong province and Ho Chi Minh City to expand the development space of the 3 provinces and cities. After the merger, Ho Chi Minh City will have strong economic potential, modern economic structure, be a center of science - technology and innovation, high-tech industry, logistics and international financial center among the top in the region and the world; modern and synchronous infrastructure; have high quality of life, medical and educational standards among the leading in Southeast Asia. This policy is highly agreed by the people.

Delegates vote to pass Resolutions

After the reorganization, Ho Chi Minh City will be a centrally-governed city, effectively implementing the 2-level local government model, promoting the potential and advantages of 3 provinces and cities in terms of land area, population size, economic growth results, striving to be a new growth pole of the country and the Southeast region in the coming time. Ho Chi Minh City after the merger has a natural area of ​​6,722.6 km2 and a population of 13,608,800 people; the Administrative - Political Center is located in District 1, Ho Chi Minh City today.

In his closing speech at the session, Chairman of the Provincial People's Council Nguyen Van Loc emphasized that in order for the Resolutions passed at this session to be effectively implemented and promptly meet requirements and tasks, the Provincial People's Council requested the Provincial People's Committee, branches and levels to focus on implementing the Resolutions on schedule.

The 9th session of the 15th National Assembly will consider and decide on many urgent and important issues that have just been unanimously approved by the Central Committee at the 11th Conference, such as: amending and supplementing a number of articles of the 2013 Constitution; rearranging administrative units at all levels, streamlining the apparatus... After the National Assembly session, the Provincial People's Council will organize a session to perform tasks related to the authority of the Provincial People's Council in rearranging the apparatus.

Resolutions passed at the Session:

1. Give opinions on the policy of arranging provincial-level administrative units.

2. Give opinions on the policy of arranging communal-level administrative units of Binh Duong province.

3. Amending and supplementing Resolution No. 43/NQ-HDND dated December 9, 2024 of the People's Council of Binh Duong province on the State budget revenue estimate in the area; revenue, expenditure and allocation of local budget in 2025.

4. Adjusting the Medium-term Public Investment Plan for the period 2021 - 2025 using local budget capital (8th time).

5. Adjustment of the 2025 State budget public investment plan (2nd time)

6. Agree to propose implementing the Dong Nai province connection project (construction of Hieu Liem 2 bridge).

7. Decentralize the decision to approve projects on using public assets for business purposes, leasing, joint ventures, and associations at public service units under local management.

8. Additional list of land plots for bidding to select investors to implement investment projects using land in Binh Duong province.

9. Name some roads in Ben Cat city, Binh Duong province.

10. Name the bridge belonging to the road and bridge construction project connecting Binh Duong province and Tay Ninh province.

11. Abolish Resolution No. 11/2023/NQ-HDND dated July 26, 2023 of the Provincial People's Council regulating the content and level of expenditure for selecting textbooks in general education institutions in the province.

12. Abolish Resolution No. 02/2025/NQ-HDND dated January 24, 2025 of the Provincial People's Council on support policies for cadres, civil servants, public employees, laborers, and workers when implementing the organizational arrangement of the political system in the province.

13. Regulations on support policies for those who have participated in the mobile force to handle traffic incidents and the part-time 113 force in the province.
