Attending the event were Mr. Nguyen Loc Ha - Standing Deputy Secretary of the Provincial Party Committee; Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Bui Minh Tri - Vice Chairman of the Provincial People's Committee, and delegates of the Provincial People's Council.

Linking railway transport with urban development

The meeting reviewed and approved the Project to mobilize resources to implement the Urban Railway Line No. 1 project (Binh Duong New City - Suoi Tien, Ho Chi Minh City).

Mr. Nguyen Thanh Toan - Director of the Department of Finance said that Urban Railway Line No. 1 is consistent with the railway development perspective in adjusting the Vietnam Railway Transport Development Strategy to 2020, vision to 2050 and the Binh Duong Provincial Planning for the period 2021-2030, vision to 2050.

Overview of the Session

The project aims to solve the problem of traffic congestion; link the development of railway transport with urban development, ensure national defense, security, environmental protection, realize the strategy and planning for the development of the transport system and railway system, promote the socio -economic development of localities in the Southern key economic region in particular and the Southeast region in general...

The project starts at SI Station - New City Central Station in Hoa Phu Ward, Thu Dau Mot City, and ends at Suoi Tien Bus Station (Ho Chi Minh City Urban Railway Line No. 1) in Binh Thang Ward, Di An City.

The main line is 32.43km long, passing through 04 cities: Tan Uyen, Thu Dau Mot, Thuan An and Di An, with a design speed of 120km/h. It is expected to have 19 stations and 01 depot in Phu Chanh ward, Tan Uyen city.

Delegates attending the Session

The elevated route from the central station of the New City (connecting with Binh Duong station of the Ho Chi Minh City - Loc Ninh national railway), along Hung Vuong Street to the intersection with DX.01 Road, along DX.01 Road to My Phuoc - Tan Van Road, through Binh Chuan intersection, parallel to the Ho Chi Minh City - Loc Ninh, Trang Bom - Hoa Hung railway to Suoi Tien Station. The route connects the central New City of the province, Thuan An City, Di An City with Suoi Tien tourist area, and together with metro line No. 1 (Suoi Tien - Ben Thanh) of Ho Chi Minh City to form the urban railway of the region (New City - Suoi Tien - Ben Thanh).

Preliminary total investment for the entire project (option 1) is about 64,370 billion VND. Estimated provincial budget capital: 28,109 billion VND (44%); TOD exploitation: 23,387 billion VND (36%); Central support capital: 12,874 billion VND (20%).

For option 2: invest from A1 roundabout to Suoi Tien, do not invest in the depot in Tan Uyen but share the Long Binh depot of Ho Chi Minh City, preliminary total investment is about 56,301 billion VND. Estimated provincial budget capital: 21,654 billion VND (39%); TOD exploitation: 23,387 billion VND (41%); Central support capital: 11,260 billion VND (20%).

Regarding the implementation roadmap, it is expected to be submitted to the National Assembly in May 2025. The National Assembly will approve the project investment policy in June-July 2025. The project will start construction in 2027. Completion and operation in 2031.

Construction of Saigon riverside road

The meeting also considered the Decision on investment policy for the Saigon River Road Construction Project from National Highway 13 (near Vinh Binh canal) to Vinh Phu 40 Street.

According to Mr. Nguyen Anh Minh - Director of the Department of Construction, Thuan An City is located in the dynamic economic zone and has a very important geographical position in the socio-economic development strategy of Binh Duong province. The area bordering the Saigon River in Vinh Phu Ward, Thuan An City is still underdeveloped due to the inconvenient traffic infrastructure system, which has not created the driving force to promote socio-economic development and increase the urbanization rate for the area.

Therefore, there is a great need for an urban improvement route running through this area, connecting local roads with the provincial road network, national highways, and directly connecting areas in the city to exploit the advantages of the area bordering the Saigon River and unleash the inherent potential of the region. The Saigon River Road will be one of the key traffic routes connecting the region to contribute to the socio-economic development of the province.

The total investment of the project is expected to be about 4,942 billion 610 million VND from the provincial budget and other legal sources, divided into 02 component projects. The project to clear the road along the Saigon River from National Highway 13 (near Vinh Binh canal) to Vinh Phu 40 Street is preparing for investment and project implementation in the period of 2025 - 2027. Delegates vote to pass Resolutions

In addition, the Session also considered and approved the following Resolutions: the list of additional land plots for bidding to select investors to implement investment projects using land in the province; adjusting and supplementing Resolution No. 47/NQ-HDND dated December 10, 2024 of the Provincial People's Council on the List of works and projects requiring land recovery; the project to change the purpose of using rice-growing land in 2025 in the province; approving the General Construction Planning Project (scale 1/5,000) of Bac Tan Uyen 1 Industrial Park (Mechanical Specialized Industrial Park) in Binh My commune, Tan Lap commune, Bac Tan Uyen district and Hoi Nghia ward, Tan Uyen city; approving the Task of General Planning of Tan Lap new urban area to 2040 in Bac Tan Uyen district; Task of General Planning of Binh My new urban area to 2040 in Bac Tan Uyen district; Decision on the policy of changing the purpose of forest use to another purpose to implement the Thu Bien - Dat Cuoc Road Clearance Project.

Mr. Nguyen Van Loc - Chairman of the Provincial People's Council delivered a closing speech at the meeting.
