The plan aims to continue to thoroughly grasp and implement the Party's guidelines and policies and the State's laws on foreign affairs activities, effectively and smoothly implement the coordination between the Party's foreign affairs, State diplomacy and people's diplomacy, with the orientation of strengthening economic diplomacy, cultural diplomacy, enhancing bilateral and multilateral cooperation, combining attracting investment in high technology, green energy, green economy, circular economy, digital transformation, human resource training, thereby contributing to the socio-economic development of the locality.

Accordingly, the key content of the Plan: Ensure that agencies, units and localities strictly comply with the regulations of the Central Government and the province on the management of delegations entering and leaving and the use of diplomatic and official passports; implement the information and reporting regime after the completion of foreign affairs activities according to regulations. Carry out State management of security, order, entry, exit, residence and activities of overseas Vietnamese when returning to their locality of residence according to the provisions of law.

Strengthen management of activities of organizations and individuals with foreign elements in the province; focus on handling cases with foreign elements occurring in the province in accordance with legal regulations and international practices; mobilize foreign non-governmental aid, take advantage of non-refundable aid capital from foreign non-governmental organizations to contribute to hunger eradication, poverty reduction, and improving the quality of life for people in areas facing many difficulties in the province.

In addition, promote international cooperation with partners, localities with friendly cooperative relations, multinational corporations with advanced science, technology, digital transformation development, international organizations, the world's leading research institutes in science, technology and innovation; learn from international experiences, promptly apply international achievements and experiences in accordance with the reality and political, economic and cultural conditions of Binh Duong; promote technological diplomacy, attract external resources, contribute to ensuring economic security, enhance technological autonomy...

At the same time, preside over and coordinate with the Ministry of Foreign Affairs, foreign diplomatic agencies in Vietnam, the Department of Finance, agencies, units, and localities to advise the Provincial People's Committee to successfully organize key foreign affairs programs and events in 2025.
