The Economic - Budget Committee has reviewed the draft Resolution on giving opinions on the policy of arranging provincial-level administrative units for Binh Duong province. The arrangement of provincial-level administrative units for Ba Ria - Vung Tau province, Binh Duong province and Ho Chi Minh City is to expand the development space of the 3 provinces and cities.

Overview of the investigation

After the merger, Ho Chi Minh City will have strong economic potential, modern economic structure, be a center of science - technology and innovation, high-tech industry, logistics and international financial center among the top in the region and the world; modern and synchronous infrastructure; have high quality of life, medical and educational standards among the leading in Southeast Asia. It is expected to be called Ho Chi Minh City and the political - administrative center will be located in Ho Chi Minh City. The arrangement has received high consensus from the people. Therefore, the Legal Department agrees with the policy of merging Ba Ria - Vung Tau province, Binh Duong province and Ho Chi Minh City.

In addition, the Committee also requested the Provincial People's Committee to direct the advisory agency to review, edit and supplement the data of Binh Duong province in the Project on rearranging provincial administrative units to suit the actual situation, and coordinate with the People's Committee of Ho Chi Minh City and Ba Ria - Vung Tau province to develop a complete Project.

The Legal Committee also reviewed the draft Resolution on giving opinions on the policy of rearranging commune-level administrative units in Binh Duong province and the draft Resolutions on legal norms: Abolishing Resolution No. 02/2025/NQ-HDND dated January 24, 2025 of the Provincial People's Council on support policies for cadres, civil servants, public employees, laborers, and workers when implementing the rearrangement of the apparatus of the political system in the province; support regime for those who have participated in the mobile force to handle traffic incidents, the part-time 113 force in the province.
