According to the meeting agenda, this morning (November 9), the National Assembly will listen to Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung, authorized by the Prime Minister , present a report on the draft Law on Employment (amended). After that, the Chairman of the National Assembly's Social Committee will present a report on the examination of this bill.

In the morning, the National Assembly will discuss in the hall the draft resolution on piloting the handling of evidence and assets during the investigation, prosecution and trial of a number of criminal cases.

Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien will explain and clarify a number of issues raised by National Assembly deputies.

Previously, the draft proposed a pilot period of no more than 3 years (from January 1, 2025). The draft resolution determined that the pilot would only be applied to criminal cases and incidents under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negativity.

The draft resolution stipulates 5 measures for handling evidence and assets, including 4 measures applied to evidence and assets that have been seized, temporarily detained, distrained, or frozen, and 1 group of measures applied that are of a "temporary emergency" nature, which can be applied immediately at the stage of handling information about crimes.

Survey and monitor businesses' Tet bonuses in 2025

According to the Ministry of Labor, War Invalids and Social Affairs, the agency has requested the Department of Labor, War Invalids and Social Affairs of provinces and cities to coordinate with the management boards of industrial parks, economic zones, export processing zones, labor federations, and relevant agencies to monitor and grasp the production and business situation of enterprises and the lives of workers.

The Department shall preside over and coordinate with competent authorities to survey wages, unpaid wages in 2024 and the 2025 Tet bonus plan to send to the Department of Labor Relations and Wages before December 15, 2024.

Relevant agencies should pay attention to preventing and minimizing labor disputes and strikes that may arise before, during and after the New Year and Lunar New Year 2025, and at the same time support dialogue, negotiation, agreement and early resolution of collective work stoppages.

Enterprises coordinate and discuss with grassroots unions to review labor contracts, collective labor agreements, salary and bonus regulations and develop a Tet bonus plan based on 2024 business results as well as notify employees.

Meanwhile, the Vietnam General Confederation of Labor directed trade unions at all levels to proactively participate with competent authorities in inspecting and supervising employers in paying bonuses for the 2025 Lunar New Year.

From there, the union discovered and had solutions to ensure the rights of union members and workers in businesses facing difficulties, unpaid wages, no Tet bonuses, or business owners fleeing, dissolving, or going bankrupt.

Grassroots trade unions are responsible for supervising and participating with businesses in publicizing salary and bonus payment plans at least 30 days before Tet holidays and ensuring the rights to rest, overtime, and extra hours during Tet.

OCB Bank Deputy General Director wants to terminate labor contract

The Board of Directors of Orient Commercial Joint Stock Bank (OCB) has just notified the Securities Commission about the request to terminate the labor contract of Mr. Truong Thanh Nam - Deputy General Director of this bank.

Accordingly, Mr. Nam wishes to resign for personal reasons. His resignation will take effect when the Board of Directors decides to dismiss him. Mr. Nam was born in 1972 and has been appointed as Deputy General Director of OCB since 2010.

Recently, OCB has also recorded many changes in leadership personnel. In July this year, the bank's Board of Directors also decided to appoint Mr. Pham Hong Hai to the position of General Director from July 16, replacing Mr. Nguyen Dinh Tung.

In his speech at the Vietnam Investment Forum 2025, Mr. Le Anh Tuan, Director of Dragon Capital Investment, said that there are two channels for indirect investment in Vietnam: stocks and bonds. GMC's revenue in the third quarter of 2024 increased by VND42 million compared to the same period last year, mainly due to revenue from sewing blankets using inventory materials and selling medicine. However, it is not significant.

Also according to GMC, in the third quarter of this year the company continued to offer unused assets for sale, but was not successful.

Therefore, other income decreased compared to the same period. GMC's consolidated profit after tax this period was negative 8.7 billion VND.

According to the announcement from Minh Phap Joint Stock Auction Company, Garmex had to announce the fourth auction of assets for the land lot in Ha Lam Industrial Park, Thang Binh District, Quang Nam Province. Previously, Garmex had advertised this land lot for sale many times with a starting price of 156 billion VND but failed.

Regarding the future plan, GMC’s board of directors said that they will research and invest in new industries, cut costs and liquidate unused assets. In addition to operating a pharmacy at the headquarters, GMC is pushing its subsidiary to complete the Phu My housing project (Ba Ria – Vung Tau) to sell products and recover investment capital.

Chubb Life was also fined the same amount for failing to separate its financial investment activities from its securities investment fund management activities.

Specifically, the company has arranged for an employee with a fund management certificate to be the fund manager and also the level II supervisor of the investment department, in charge of investment management activities and making financial investments for the company.

Thus, the total fine Chubb Life must pay is 170 million VND.

Owner of luxury resort Six Senses Ninh Van Bay fined for tax

Ninh Van Bay Tourism Real Estate Joint Stock Company (NVT) has just announced that it has received a decision from the Hai Ba Trung District Tax Department on administrative penalties for tax violations.

Accordingly, the total amount of arrears, fines and late payment fees of this enterprise is more than 161 million VND. In which, NVT has made false declarations leading to a lack of tax payable, issued invoices at the wrong time, and did not issue invoices for lending activities.

It is known that Ninh Van Bay is the unit that exploits and operates the 5-star Six Senses Ninh Van Bay resort in Nha Trang (Khanh Hoa).

In addition, the company also operates Ana Mandara Villas Resort & Spa (Lam Dong) and plans to develop phase 2 of Six Senses Ninh Van Bay, a 4-hectare Mui Ne resort project.

Regarding business situation, the financial report for the third quarter of 2024 shows that NVT reported a profit after tax of 16 billion VND, an increase compared to 10 billion VND in the same period last year.

In the first 9 months of this year, NVT earned nearly 26 billion VND in profit. However, at the end of September this year, NVT still suffered an accumulated loss of more than 715 billion VND.
