Deploying investment in construction of the North-South Expressway, West section, Gia Nghia - Chon Thanh

The Government has just issued Resolution 147 implementing the investment policy for the construction project of the North-South Expressway, western section, Gia Nghia (Dak Nong province) - Chon Thanh (Binh Phuoc province).

Accordingly, component project 1 (investment in construction of expressway under public-private partnership method): Binh Phuoc Provincial People's Committee organizes the preparation of a feasibility study report, submits it to the State Appraisal Council for appraisal, and submits it to the Prime Minister for approval according to the provisions of the Law on Investment under the public-private partnership method.

The Ministry of Transport assigned the specialized construction agency to appraise the project's feasibility study report.

The Resolution also clearly states that the Chairmen of the People's Committees of Dak Nong and Binh Phuoc provinces and the heads of competent agencies shall apply the form of designated bidding during the project implementation process for consultancy, compensation, support and resettlement packages. The order and procedures for implementing designated bidding shall comply with the provisions of the law on bidding.

Viettel supports free 4G device exchange for 700,000 customers using 2G network

On September 20, Viettel announced a program to exchange 4G phones for customers who are using phones with only 2G technology operating on the Viettel network and are not yet able to switch to 4G.

Priority will be given to 10 mountainous provinces in the Northwest region that are facing many difficulties due to the impact of storms, floods and natural disasters (including Lao Cai, Yen Bai, Tuyen Quang, Hoa Binh, Bac Kan, Son La, Dien Bien, Lai Chau, Cao Bang, Ha Giang).

The network also announced that it will give away phones to all customers. The supported phones are 4G phones that meet basic calling needs or phones with additional Cloud phone features that can access OTT applications and phones with keyboards, loud volume, and voice support when dialing numbers for older customers.

Each customer is given a free or discounted phone once. It is expected that about 700,000 customers (living in remote areas, difficult circumstances) will enjoy this incentive, equivalent to a budget of nearly 300 billion VND.

Previously, the 4G device donation program was deployed by Viettel in 1,700 disadvantaged communes, 100,000 customers were successfully given 4G devices, with a cost of more than 40 billion.

Vietnam still has few research projects on stem cell therapy.

Speaking at a workshop organized by the Department of Science, Technology and Training of the Ministry of Health on September 20, Prof. Dr. Nguyen Thanh Liem - an expert on cell therapy - said that there are currently 9 hospitals and institutes in Vietnam conducting research on the application of cell therapy to treat cancer, cerebral palsy, bronchopulmonary dysplasia, stroke, cirrhosis, biliary atresia, autism, and beauty...

However, Mr. Liem commented that the challenge is not attracting a highly qualified workforce, there is no specialized training in cell science at universities or postgraduate levels in Vietnam, and the domestic research network is fragmented and poorly connected.

In reality, cell therapy is over-advertised, uncontrolled, in high demand, and developing rapidly, but the quality of products in many places is not as advertised.

According to Mr. Nguyen Ngo Quang, Director of the Department of Science and Training, in the past 10 years, 30 research studies on cell therapy applications have been assessed and approved by the Ministry of Health, however, there are currently shortcomings in resources (lack of labs, international standard stem cell banks, preclinical research units, no independent cell quality control unit...).

For this reason, Mr. Quang believes that the effectiveness of cell therapy applications is not high. In the coming period, the Ministry of Health will complete the regulatory documents for cell application research management, with a priority orientation for research until 2030 so that units can deploy, transfer and apply quality research...

Thanh Hoa: Urgently evacuate 300 highland students to new location due to landslide

Mr. Hoang Van Thanh, Chairman of Lang Chanh District People's Committee (Thanh Hoa), said that regarding the landslide incident at Lam Phu Secondary School under construction, the District People's Committee has proposed the Provincial People's Committee to issue a decision to declare an emergency situation at the landslide site, temporarily suspend school operations, and urgently move more than 300 students to a new school to ensure safety.

Previously, due to the influence of storm No. 3, Thanh Hoa had heavy rain that lasted for many days, causing property damage. In Lam Phu commune, prolonged heavy rain caused serious landslides at the construction site of Lam Phu Secondary School.

At the scene, a large amount of rock and soil fell down, causing the structure to tilt forward. Many walls were cracked 5-7cm wide. Some columns were bent and broken. Mud and soil flooded down, causing part of the classroom wall to collapse, affecting 8 classrooms and auxiliary areas. Lam Phu Secondary School started construction in August 2023, and is about 80% complete.

The patient is a female with total thyroid cancer in 2023 and left breast cancer in 2018. Recently, the patient had pain and heaviness in the left chest for many weeks, causing difficulty in daily activities. A re-examination discovered an anterior mediastinal tumor and was transferred to Vinmec Hospital.

Doctors determined that the tumor was 11.5cm in size, invading the left chest wall, ribs 2, 3, 4, the upper lobe of the left lung, and part of the sternum, compressing the heart, lungs, and surrounding organs. Due to the late diagnosis, it was necessary to widely remove the tumor, along with the sternum and adjacent ribs.

Previously in Vietnam and Southeast Asia in general, large breast defects after cancer surgery often used muscle-skin flaps from other locations to cover, leaving patients with large scars and psychological effects, while old artificial materials did not protect the heart and lungs well.

This time, the doctors collaborated with the Center for 3D Technology in Medicine, VinUni University, to perform surgery to remove the tumor and restore the chest structure with titanium. The new implant fits 99% of the patient. In the past 10 years, there have been 50 cases of 3D thoracic cavity reconstruction in the US, Europe, and Korea. This is the first case performed in Southeast Asia.
